About this file
This is a Task Order Proposal Request (TOPR) template for the USFS Region 6 Northern Washington Road and Bridge Construction IDIQ/MATOC contract. The template establishes the framework for competitive task order solicitations issued to current MATOC IDIQ holders under MAS 1240BH26Dxxxx. Task orders will be issued for road, bridge, and related civil construction projects across three National Forests in Washington State: Mt Baker Snoqualmie, Okanogan Wenatchee, and Colville. The parent IDIQ contract has a shared ceiling of $50,000,000 with an anticipated five-year ordering period, and the Government expects to award 15-20 individual parent contracts. This requirement is set aside 100% for small business participation under NAICS code 237310 with a size standard of $45,000,000.
The TOPR template requires offerors to specify project scope, price range, period of performance, acceptance timeline, wage determination, and evaluation criteria. Bid bonds of 20% are required for quotes exceeding $150,000, with performance and payment bonds both required at 100% of contract value for amounts over $150,000, due within 10 days of award. For contracts between $35,000 and $150,000, only payment protections are required. All responses must be submitted via email to the Contracting Officer by the specified due date. IDIQ/MATOC holders not responding must notify the Contracting Officer of their business reasons for non-response. The template includes provisions for Government-furnished items, site visits, and special conditions to be completed by the Contracting Officer on a case-by-case basis.
