About this file

This document is a Statement of Salient Characteristics and Supply Specifications for a tracked Utility Terrain Vehicle (UTV) to support the California Cooperative Snow Survey (CCSS) program on the Sequoia National Forest. The Government seeks a new, current-model-year UTV with seating for four persons and 4WD/AWD capability, specifically compatible with the Government-owned Polaris Prospector Pro 2.0 track system (P/N 2890034) and track mount kit (P/N 2889425). The vehicle must fit Polaris Ranger XP 1000 models of all years and achieve an overall length not exceeding 15 feet 8 inches when equipped with the Government tracks for transport on the existing CCSS trailer.

The UTV must have a manufacturer-published curb weight of 3,000 pounds maximum for optimal snow flotation and include a factory- or dealer-installed enclosed winter cab with hard doors, hard roof, windows, and tip-out windshield with wiper and defrost. Additional required equipment includes an installed 4,500-pound minimum capacity winch with rear receiver hitch for recovery, winch-compatible front bumper, underbody skid plate protection, factory-integrated GPS/navigation system, and operational rear camera. The vehicle must be delivered fully assembled with all specified items installed and ready for use by December 31, 2026, to 11380 Kernville Road, Kernville, California 93238. Any dealer-installed accessories must be separately identified on the quote. The program involves cooperation with California Department of Water Resources, U.S. Army Corps of Engineers, and local water districts to collect snowpack data and support snow and water forecasting operations. The procurement falls under PSC 2305 and NAICS 336999.
