Summary of Work P203 Naval Operations Support Center

Hill AFB, UT

1. Scope of Work

The work for this project is to design and construct a low-rise training facility with insulated concrete masonry unit exterior walls, steel framed roof structure, concrete spread footing foundations and slab on grade. The facility includes spaces for administrative support, medical services, unit classrooms, offices and a drill hall. Design and construction shall include all civil, paving, architectural, geotechnical, structural, utilities, landscaping, security, mechanical, electrical, demolition, and communications work to support the necessary construction.

2. Description

2.1 The Contractor shall furnish and install all labor, materials, tools, equipment, and supervision necessary to provide a complete and usable project per the Specific Technical Engineering and Design Criteria, Functional Design Criteria Room by Room Requirements, including all attachments, Base Facility Design Standard, Architectural Compatibility Guide and requirements specified in the contract.

This project, the P203 Naval Operations Support center (NOSC), will allow the Navy Reserve to conduct operations on a military installation. The current Navy Operations Center at Salt Lake City is located at Fort Douglas within the University of Utah campus near downtown Salt Lake City. The reserve center does not meet ATFP requirements or the CNIC GSIP Navy Operational Support Center Addendum June 2011 recommendation that reserve centers be located within the fence line of an active military installation.

Adequate facilities are required to support the training, recruiting and administration of the Navy Reserve Unit. The training center at Salt Lake City serves 16 full time staff, 14 reserve units and a maximum weekend drill population of 352 reservists. The current facility is approximately 4,100 SF deficient in space and does not meet the drill population requirements. Built in 1976, the facility requires ongoing maintenance and repair and is inefficient to maintain.

This is a design-build contract therefore the Contractor is required to perform design work prior to construction. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation will alleviate him/her from performing any additional design as required to produce a complete set of construction documents.

The Government’s conceptual facility and site design provided in the RFP documents illustrates intent and functional relationships and does not indicate all necessary construction requirements or components. The Specific Technical Engineering and Design Criteria and Functional Design Criteria Room by Room Requirements describes associated technical, performance and systems requirements.

The Contractor is responsible for the complete project design, shall retain all responsibilities, and be recognized as the Designer of Record.

Contractor shall perform work as stated in this Attachment 1 Summary of Work, Attachment 2 Supplemental Contract Requirements, Attachment 3 – Davis Bacon Wage Determination, Attachment 4 – P203 NOSC Concept Design, Unified Facility Guide Specifications; design documents; drawings, and all other documents contained in the contract. Contractor is highly encouraged to attend the pre-proposal site visit and field verify all dimensions and layouts. The project shall be designed within the criteria prescribed, as well as other codes and standards specified in the contract.

3. General Project Requirements:

Contractor shall follow all security requirements for base access. All Contractor and subcontractor personnel will need to obtain badges for all access on base from the security office.
