2.0 Scope:
Video Teleconferencing – Conference Bldg. 1624, Rm. 203
Provide maintenance for a full audio visual and URL solution for one independent conference room that is capable of both classified and unclassified video teleconferencing (VTC) connectivity. Classified and unclassified VTC utilizes a single codec, automated periods processing hardware, and require NIPR/SIPR Teams capabilities integrated within the system. Replacement parts to the VTC AV system shall comply with the established Defense Information Systems Agency (DISA) policy, Video Services Policy Security Technical Implementation Guide (STIG). The system will maintain GVS comparability and remain on the Defense Information Systems Agency (DISA) Approved Products List (APL) and be Joint Interoperability Test Command (JITC) approved. Video Teleconference equipment must be searched as both terms; VTC and Unified Capabilities Conferencing Systems (UCCS) in the following DISA APL: https://aplits.disa.mil/processAPList.action.
The system is non-radio; no components are or will be enabled for Wi-Fi, Bluetooth, or any other wireless communication method.
Please note: DISA APL has been sunset, so it is no longer the standard.
In accordance with the DoD CIO’s DoDIN APL Guidance Memo, the Department of Defense is initiating a phased sunset of the DoDIN APL and its associated certification processes.
The DoDIN APL program will be officially sunset on 30 September 2025, with all currently scheduled APL testing concluding by 31 December 2025. Following the completion of testing activities, the Approved Products Certification Office (APCO) will continue to provide support to the APL distributed test labs, the Joint Interoperability Test Command (JITC), and the DISA Risk Management Executive (RME) to ensure all final reporting and certification deliverables are completed. To maintain transparency and continuity, DISA remains committed to maintaining the repository of approved DoDIN APL products through Fiscal Year (FY) 2026.
Moving forward, cybersecurity requirements will transition to the DISA RME Vendor Security Technical Implementation Guides (STIG) program, while interoperability requirements will be identified by the Unified Capabilities Requirements (UCR)-CORE document and enforced through contractual provisions.
Full audio-visual includes:
1) All current audio-visual equipment needs to be evaluated to DISA/STIG regulations and replaced if not up to compliance.
2) Control System for Audio Visual components. The Current touch panel design, coloring, size and icon style shall not be changed without government consent. If replacement of touch panel(s) (21.5 in at Operator desk & 10.1in at conference table) is required for compatibility. We will not accept screens smaller than 10inch size (10in preferred) shall be installed and if a larger size is available, they shall be as close to 10inch as possible based on most cost efficient.
3) The rack UPS needs to be replaced to meet AF compliance. Smart Online UPS required to include Double Conversion feature, Utilizing current wall sockets and voltages in room 203.
4) The LOGO will need to be updated on the touch panels to the new ES logo, and the time needs to be displayed as eastern standard time. Please make sure to make this feature customer friendly for future changes if needed.
5) Control System should have the ability to turn on/off SVTC camera without interrupting service and able to use camera presets.
6) The newly introduced SIPR Teams audio/video signal data will come from DoD SIPR laptop connected at operator console and shall be wired and programmed into AV rack/touch panel system. May require adding a (3rd Freeport SCC unit to current periods processing system)
7) There are currently two cameras. A CISCO Precision 60 PTZ for SIPR & a recent QSC NC-20-60 PTZ for NIPR via Fiber. The CISCO camera may need to be replaced with High definition PTZ camera that has two ports. One for SIPR GVS and one for adding SIPR TEAMS laptop app. Recommend QSC NC-20-60 so, matches current NIPR camera in looks, specifications and functionality. Will consider alternate compatible business class PTZ camera’s that specifications are equivalent or better.
8) Upgrade operator area display hardware & program configuration so, any display output can be shown on any room display independently and simultaneously. Ability to see Main desktop display presentations or communication apps and extended display separately simultaneously on front screens, that will mirror operator desk monitors. The ability for operators to work on local desktop displays will not be seen by attendees so the operator can research questions or check emails. (Additional Data will be provided below) Note: Operator desk currently has one GFE furnished 32in ViewSonic computer display as that is the largest fit for console. It shall be replaced with two monitors of desktop standard viewing size or larger.
9) Replacement (CODEC) for both classified and unclassified system.
All replacements must be a DISA approved product and compatible with the existing system. VTC unit can connect via Internet Protocol (IP). This is for Classified and Unclassified.
