Statement of Work for

60th AERIAL PORT HEAVY SCALES CALIBRATION CONTRACT 12 May 2025

1. SCOPE: This Statement of Work (SOW) outlines the procedures and responsibilities for both the 60th Aerial Port Squadron (60 APS) and the vendor when the contract is awarded.

Contractor shall provide all tools, weights, vehicles, and labor to calibrate 40 fixed scales located in several aerial port locations in and around Building 977, the Air Freight Terminal complex and one scale each at both the Passenger Terminal and Fleet Service warehouse.

All work areas are located on Travis AFB, California.

1.1 The contractor shall calibrate all scales listed on Addendum 1 before each annual due date. Contractor shall make adjustments as required to bring each scale within proper tolerance. Several scales may require advanced preparation and coordination.

The two drive-on truck scales will require advanced coordination with the Solano County Office of Weights and Measurements. Contractor must ensure County Personnel are present for this drive-on scale calibration. Contractor must make payment to Solano County Office of Weights and Measurements. The contractor will also coordinate with the local Precision Measurement Equipment Laboratory (PMEL) Office at least 14 days in advance of performing any onsite calibration so that DAF equipment specifications may be furnished to the contractor, along with the most current Technical Order 00-20-14 requirements.

1.2 Contractor will certify 40 scales with certified weights traceable to the National

Institute of Standards and Technology (NIST) up to 100,000 lbs and corner check each scale as required IAW Department of the Air Force (DAF) Original Equipment Manufacturer (OEM) specifications, or APS approved limitation. Individual scale information is broken out in paragraph 2 below. The contractor will calibrate the scales to Department of Air Force (DAF) Calibration Authority Viewer Specifications in accordance with (IAW) Technical Order 00-20-14. The local PMEL office will supply DAF Calibration Authority Specifications to the contractor. When a specific scale part number is not loaded in the DAF Calibration Authority Viewer, the contractor will calibrate the item to commercially available OEM specifications furnished by the customer.

1.3 The customer may require a limited certification at their option to no better than DAF Calibration Authority Viewer Specifications or OEM Specifications, whichever is applicable. At least one PMEL representative will be allowed to accompany the contractor during on-site calibrations to validate measurements, reports, and issue Air Force Metrology Certifications based on contractor provided reports of measurement or alike document.

1.4 Calibration Certificates for each scale calibrated will be provided to 60 APS Points of contact (POC) and local PMEL Office not later than 48 hours after calibration is complete. The contractor will provide a certificate of accuracy, certificate of measurement, certificate of calibration or similar report to the customer and local PMEL. This report must comply with the requirements of TO 00-20-14.

1.5 Contractor’s hours of operation will be from Monday thru Friday, 7:00 AM to 5:00

PM. Clean up shall be daily within these hours. Contractor may request extension of operating hours, however accommodation will depend upon availability of personnel from requesting agency and to be determined by requesting agency’s point of contact. Extension of operating hours should be requested by the vendor a minimum of 24 hours in advance.

1.6 Contractor may park their calibration truck or vans overnight in the 60 APS

Air Freight Compound to facilitate the expected 2 – 3 day period to calibrate all 40 scales.

1.7 60 APS maintenance personnel and a local PMEL representative will be present and assist by providing escort as required and will operate cargo system equipment as necessary to accomplish work. A confined space entry may be required if certain scale adjustments are necessary on certain systems.
