1. DESCRIPTION OF SERVICES:

1.1. This is a contract to provide the rerouting of the Giant Voice RF (Radio Frequency) antenna connection cables in the Installation Control Center, building 21007. They are currently run through the weather cubby and need to be rerouted through a conduit pipe as a permanent solution. In addition, the Giant Voice RF Antenna and lightning protection located on the roof of the facility are to be checked and moved if placed incorrectly, while ensuring grounding cables are placed correctly. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2. REQUIREMENTS:

The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, supplies, and other items and services necessary to perform the rerouting of the Giant Voice antenna connection cables, placement of the antenna and lightning protection, to include the ground cables in accordance with (IAW) the manufacturer’s specifications, and any government, safety, or local regulations and laws. The government will provide the Giant Voice antenna cables and the Giant Voice Antenna.

The Contractor must:

- Be Federal Signal certified

- Be capable of performing XMT/RCV (Transmit/Receive) Voltage Standing Wave Ratio

(VSWR) checks to ensure the RF (Radio Frequency) cabling has minimal RF transmit and receive level losses.

- Ensure RF Giant Voice antenna is grounded.

- Capable of verifying that the GPS (Global Positioning System) antenna is properly installed and is polling at least three (3) or more satellites ensuring proper GPS time sync and the base station clock time is correct.

- Ensure the RF antenna mount has at least 10 feet of separation from other antennas on the roof.

- Provide a bucket truck to gain access to forty-four (44) foot roof

3. PERFORMANCE:

The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, supplies, and other items and services necessary to perform the rerouting of the Giant Voice antenna connection cables, placement of the antenna and lightning protection, to include the ground cables in accordance with (IAW) the manufacturer’s specifications, and any government, safety, or local regulations and laws. The contractor shall disconnect and reroute the Giant Voice RF antenna connection cables, so they no longer run through the weather cubby, and instead are fed through the conduit pipe and once more reconnected to the Giant Voice equipment located in the Command Post Emergency Actions Cell. FA524024Q0011 36 WG ICC Giant Voice Cable Relocation Page 3 of 4 diagram of where the RF cables and antenna are located and where the cables are to be rerouted through will be provided by the Government, and may be modified or changed during a site visit between the Command Post and Contractor. In addition, the Contractor must ensure the GPS antenna is properly installed and polling at least 3 or more satellites, ensuring proper GPS time sync and the Giant Voice base station clock time is correct. The RF antenna mount must have at least 10 feet of separation from other antennas on the roof. To gain access to the antennas located on the facility’s roof, the Contractor is required to provide a bucket truck capable of reaching heights of approximately forty-four (44) feet, as the facility does not have any roof access points. Period of performance shall be for one (1) Base Month of 30 calendar days. Work hours are Monday through Friday 0730-1630. Weekends may be accommodated as needed by contractor request.

4. LIABILITY:

The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.

5. GOVERNMENT FURNISHED SERVICES:

The government will provide emergency medical transportation and treatment if required. The contractor shall reimburse the Government for the cost of these medical services at current rates.

6. SECURITY:

6.1. PASS AND IDENTIFICATION ITEMS: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees.

6.2. RETRIEVING IDENTIFICATION MEDIA: The contractor shall return all identification media and/or visitor passes from employees who depart for any reason before the contract expires; i.e. terminated for cause, reassignment, retirement, etc.

6.3. TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:

6.3.1. Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.

6.3.2. Speed limits on Andersen AFB are 25 MPH unless otherwise posted. Be aware of reduced speed limits and exercise caution when driving in base housing and school zones.

6.3.3. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other

6.4. WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on Andersen AFB.

6.5. FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-

R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

6.6. REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.

6.7. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all

Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
