Solicitation: 89233124QNA000368
General Statement of Work U.S. Department of Energy, National Nuclear Security Administration
Transportation of Nuclear Material from East Asia July 24, 2024
Purpose
The U.S. Department of Energy (DOE) is seeking to transfer nuclear material from East Asia to the United States, and the National Nuclear Security Administration (DOE/NNSA) has determined the use of contract support for transport is the most effective means of moving this material. The contractor shall provide planning, coordination, and transport of nuclear material from the designated East Asian port or ports of departure to the receiving port or ports in the United States in the next two years.
Requesting Controlled Information
The contractor will provide the transportation services in accordance with requirements defined within a Controlled Unclassified Information (CUI) Statement of Work (SOW). Prospective offerors should contact Nakesha Walton at Nakesha.Walton@nnsa.doe.gov, referencing solicitation number 89233124QNA000368, to provide proof of financial solvency (e.g. most recent corporate financial statement) and name and proof of INF licensing of the vessel(s) proposed to perform the requested services. If shipment/transportation services will be performed by a company other than the prospective offeror, prospective offerors shall also provide the name of that company. The safety record of the shipper/transporter shall be evaluated; violations or infractions within the four years preceding the date of this solicitation shall be disqualifying. If deemed qualified, offerors will be invited to complete a non-disclosure agreement and to receive the CUI SOW, which highlights the expectations regarding the planning, coordination, communication, documentation, and transport of nuclear material from East Asia to the United States, including completion of licensing and regulatory approvals.
Scope
The primary scope of work is to transport specific inventories of nuclear material from East Asia to the United States in a single shipment. All materials will be packaged in appropriate Type B packages and secured in no more than twelve (12) 20 ft. ISO dry freight or flat-rack containers.
Further scope details will be provided in the CUI SOW.
Schedule
DOE/NNSA is seeking a transport solution that will guarantee the delivery of the nuclear material to the United States within the period of performance detailed in the CUI SOW. This includes ensuring that licenses for the transportation are received to support the receipt timeline and that sufficient contingency is built into the planning and coordination schedule to accommodate delays due to weather or other foreseeable challenges.
Transport Vessel, Inspection, and Licensing
Vessel Licensing for Nuclear Material Transport The contractor shall provide an INF licensed maritime vessel to transport the nuclear material to the United States in a single shipment. In order to receive the CUI SOW, potential offerors must provide the name and proof of INF licensing of the vessel(s) they expect to use to perform the requested services. If an offeror is deemed qualified to receive the CUI SOW and is invited to submit a proposal, the potential offeror’s proposal must be consistent with the CUI SOW and include proof of INF licensing of the vessel(s) sufficient to perform the services proposed.
Proposals without proof of INF licensing or with proof that is inconsistent with the CUI SOW and contractor proposal will not be considered.
Cargo Licensing The contractor shall either possess or obtain country-specific license or licenses for the shipment of nuclear material from the country or countries of origin. Further details are contained in the CUI SOW.
The contractor must comply with international recommendations and best practices for the safe and secure transportation of nuclear materials (see IAEA SSR-6 and IAEA Information Circular 225 [INFCIRC 225/Rev. 5]).
Project Deliverables
The contractor shall coordinate with the project stakeholders, including the partner country or countries, DOE/NNSA, and the U.S. receipt facility or facilities on the development of an overall project schedule to include licensing, the development and submittal of a transportation plan, security plan, contingency plans, and other project documents as necessary. A detailed list of deliverables and associated tasks is outlined in Table 3, with further specifics provided in the
CUI SOW.

The shipment origin will be considered from the initial departure port in East Asia and the arrival at the final destination port in the United States. Post-shipment communications and deliverable completions are anticipated to take place from the contractor’s place of work.
