About this file

This document contains vendor questions and the government's responses regarding Solicitation No. 89233124QNA000368 for Material Removal services issued by the National Nuclear Security Administration (NNSA).

The key details are:

  • The solicitation requires an active INF-1 license, with INF-3 preferred, for the transportation of unirradiated materials.
  • The government will accept an alternative cost/pricing structure that includes FSC, Freight, Vessel Charges, Licensing, Special Safeguards and Security, Permits, Export Fees, and All Additional Costs, instead of the specific categories listed in the solicitation.
  • The government has removed the requirement for vendors to submit a Foreign Ownership, Control, or Influence (FOCI) package, as there is no program requirement for vendor personnel to obtain security clearances.
  • The government has extended the Phase II submission deadline to August 23, 2024 at 10:00am ET to allow vendors time to review the Controlled Unclassified Information (CUI) Statement of Work after signing a non-disclosure agreement.
  • The government will allow vendors to submit additional questions after reviewing the CUI Statement of Work.

NNSA - Material Removal Vendor Questions

Vendor Questions Government Response

1. Can you please confirm if the requirement for INF vessel license applies to the unirradiated materials? If so, do you have an INF license class minimum requirement as the INF code doesn't directly correlate to unirradiated.

The minimum acceptable response must include an active INF-1 license.

INF-3 is preferred.

2. Document: Attachment No. 3, Pricing Quote Spreadsheet Requirement: Component - Fuel, Vessel Licensing, Passage Fees, Associated Crew Costs, All Other Costs

Shipping contractor does not provide cost/price per these parameters. Will NNSA consider or convert the required cost information to: FSC, Freight, Vessel Charges, Licensing, Special Safeguards and Security, Permits, Export Fees and All Additional Costs?

The four pricing categories must be included in each proposal, along with price summary values for each. If the offeror wishes to include additional detail, it will be considered.

The government does not require offerors to include a subcontractor.

3. Document: Solicitation No.

Document Section: NNS-H-1021 Instructions for Updating Foreign Ownership, Control, or Influence (FOCI) Information

If a bidder has a FOCI package submitted to another submission office through the electronic submission site that is currently under review, does the bidder need to create and submit a new package to the NA-PAS submission office also?

Since there is no program requirement for the vendor to obtain security clearances for their personnel, the requirement for FOCI can be removed.

4. Would NNSA grant a 1-week extension to the submittal due date to allow time to process CUI request, receive the information, and then review the additional SOW requirements.

Yes, the Phase II of this solicitation will be extended to August 23, 2024 at 10:00am ET. This will allow all vendors who are deemed qualified and invited to complete a non-disclosure agreement to receive and review the CUI SOW for a timely response.

Please submit all qualifying Phase I documents by the August 16, 2024 at 10:00am ET due date to be considered.

5. Would NNSA allow additional questions to be asked once the CUI SOW has been reviewed?

Yes
