STATEMENT OF WORK

FXSB 23-1024 Install Repair Water Fountains Multiple Buildings

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Project FXSB 23-1024, shall be completed as a routine requirement at multiple buildings, on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours.

1.2 PROJECT WORK: Install nine Government furnished water drinking fountains in buildings 10555, 11525, 11551, 17534, 18727, 18762, 33415, and 32433. For locations of installations refer to SOW section 3.1 Drawings. Remove and dispose of existing water fountains in buildings 10555, 17534-(2), and 35433 prior to installation of government furnished water fountain. Make any necessary repairs to existing walls to include painting to match existing color, electrical, plumbing, and structural support for water fountains. Replace existing outlets and provide and install new GFI protected outlets near each new water drinking fountain according to manufacturer's installation guide. Install new waste/vent piping, escutcheon flange cover, and include new P-trap in accordance with International Plumbing Code (IPC).

Water fountains shall be installed with filters that are easy to access and capable of filtering lead. For drinking water fountain provide an external commercial quality single head filter housing and compatible filter cartridge. Single head filter housing shall include built-in water shut off valve. The compatible filter cartridge with micron rating: 0.5 (nominal), maximum temperature: 35-100 F, pressure requirements: 10 - 125 psi (0.7 - 8.6 bar), minimum filter cartridge capacity: 3,000 gallons filter cartridge media: activated carbon, filter must be NSF/ ANSI 53 Certified. Contractor to submit dimensioned shop drawing to include location of water fountain, external filter housing, plumbing, venting, and electrical for government approval prior to installation. Install new ground- fault circuit-interrupter (GFCI) single duplex outlet, one per drinking fountain. GFCI’s shall be located in visible and easily accessible locations (422.52 NEC); to be approved by the User and 673 CES Project Manager. Contractor shall assume that the existing interior paint is lead-based paint (LBP).

Abatement procedures are required to remove the lead paint. Only abate as minimal area necessary to install each water drinking fountain. Submit an abatement plan for lead-based paint containing materials. There has been no testing for asbestos containing material (ACM) in areas of repair. If ACM is detected, contact 673 CONS Contracting Officer.

1.3 UNIQUE REQUIREMENT: Project is to be implemented while accommodating user needs for the facilities. All contractor personnel shall be U.S. Citizens. The introduction of non-U.S. Citizens into this work area is strictly prohibited and shall be grounds to terminate the contract at no-fault to the Government. The introduction of cell phones or other electronic or recording devices, including cameras, into some of the work area is prohibited. Contractor shall request approval of any downtime/ outages a minimum of 10 workdays in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas must be secured against theft and in a manor to prevent the introduction of unauthorized electronic devices affixed/ embedded to any contractor installed materials. Contractor staging areas will be identified and approved by the 3WG/CVN, Fire Department, and 673 CES/ CENMP. Safety areas and caution notices are to be provided by the Contractor.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours.

2.2 QUALITY CONTROL:

A. Provide project management and quality control in accordance with base contract requirements. The Superintendent/QC/SSHO may be performed by single qualified individual.

B. All demolished materials shall be disposed of according to State & Federal regulations.

CODE/CRITERIA REQUIREMENTS: In addition to any codes, criteria, or regulations cited throughout this Statement of Work (SOW) and/or the attached Specifications. Contractor must comply with the requirements below. If the codes, criteria, or regulations contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.

2.3 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.4 WORKSITE: The Contractor shall limit the work to the areas indicated by the Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation.

The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor is to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs and barriers for safety.

2.5 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.6 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible for repairing any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the Government.

2.7 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.

The Contractor shall minimize storage of materials and equipment on site.

2.8 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.9 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/repair activities and duration of tasks, submittals, and procurement of materials. The schedule shall include material submittal dates coordinated with the AF 66, and allow for review periods prior to material procurement (Including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc.).

A. The project schedule shall be in the form of an AF Form 3064 chart.

B. The initial baseline schedule shall be available for review at the pre-construction http://www.epa.gov/greenerproducts meeting. All schedule updates shall be provided to the Government.

2.10 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the

Contracting Officer, project status/scheduled meetings may be held at a mutually agreed upon day, time, and location on JBER.

2.11 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal.

Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint Base Elmendorf-Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All hazardous waste will be managed in accordance with JBER Environmental Protection and Solid Waste Management Section 1600.

2.12 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR745.

2.13 STAGING/MATERIAL STORAGE: Reference Specification, Section 01100 General Site Requirements & JBER Hazardous Waste Management Plan Hazardous Material Submittal Requirements. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project.

2.14 HAZARDOUS MATERIAL USAGE: Reference JBER Environmental Protection and Solid Waste Management Section 1500.

2.15 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be occupied.
