STATEMENT OF WORK

Klamath Basin NWRC

Cost Center- FF08RKLC00 Anderson Unit of Miller Island Wildlife Area

Planting of Native Seeds Partners for Fish and Wildlife

Klamath Basin NWRC March 3, 2022

1. GENERAL:

1.1 The U.S. Fish and Wildlife Service (FWS), Partners for Fish and Wildlife Program has a requirement for the planting of native seeds and associated site preparation with the “Restoration of Hydrology” at the Miller Island WRP (Wetland Reserve Program) at Miller Island State Wildlife Area (T29S; R8E; Sec 35, 38) (Figure 1).

1.2 Purpose: The purpose of this work is for the planting of native seeds and associated site preparation with the restoration of Anderson Unit of Miller Island Wildlife Area in fall 2022.

1.3 Contractor qualifications: Contractors shall 1) have access to all the necessary equipment for completing this work, 2) have the ability to purchase all materials associated with this work, and 4) have the capability to provide before and after photographs of all work that is conducted.

2. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:

2.1 Place of performance: the Miller Island WRP at Miller Island State Wildlife Area is located at T29S; R8E; Sec 35, 38 (Figure 1).

2.2 The contract window shall be from approximately October-December 2022. Precise date(s) will be specified by the U.S. Fish and Wildlife Service in conjunction with the contractor, in order to coordinate other restoration activities occurring at the project site during these periods.

2.3 The project will consist of the planting of 133.5 acres of total habitat. There will be 6 different micro-habitat types and it is critical that each type is planted in the correct location (Fig. 3), including: an upland mix (50 acres; 406.3 lbs), a macro-high mix (1 acre; 9.25 lbs), a saturated flats mix (52.5 acres; 350.7 lbs), a wetland mix (19 acres; 134.2 lbs), a river terrace mix (5 acres; 87.5 lbs), and a levee mix (6 acres; 168 lbs) at the Anderson Unit restoration project.

Site preparation will include mowing of 126.5 acres, disking of 133.5 acres, and a second optional disking of 133.5 acres (at FWS discretion). Mulching of 6 acres is to occur following the levee mix planting (Fig. 2).

2.4 Normal FWS duty hours are Monday thru Friday, 8:00 AM – 4:30 PM. In the event of emergencies, the Vendor shall provide contact information. Emergency/Miscellaneous maintenance functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements.

2.5 FWS Non-duty hours include weeknights, weekends, and Government holidays.

3. SCOPE:

3.1 The project will consist of the following:

Mowing (Fig. 2): Mowing will occur on 126.5 acres in July-August 2022 on areas previously planted to triticale. Mowing must occur between the boot stage and milk stage to avoid baiting issues associated with the Migratory Bird Treaty Act. It is the responsibility of the contractor to watch the plant development of the triticale and to determine the appropriate time/stage for mowing. Contractor must meet with the FWS prior to beginning mowing activities.

Shallow disk and harrow in September-October 2022 (Fig. 3): A shallow disk and harrow will occur on 133.5 acres in September 15th and October 15th 2022 in preparation for seed planting. Disking implements must be offset disks, containing notched disks, with an appropriate weight for deep disking in heavy sod.

Shallow disk and harrow in September-October 2022 (Fig. 3) (optional line item): A shallow disk and harrow will occur on approximately 133.5 acres in September 15th and October 15th 2022 in preparation for seed planting. A second disking must be requested by the FWS prior to initiation. Disking implements must be offset disks, containing notched disks, with an appropriate weight for deep disking in heavy sod.

Planting of native seed October-December 2022: The planting of native seed would occur on 133.5 acres on 6 different micro-habitat types between October 15th - December 15th 2022 (Fig. 2 & 3). All native seed will be provided to the cooperator by the FWS (note: the contractor must transport the seed from Tule Lake NWR to the project site). The 6 different micro-habitat types must be planted separately using a brillion seed roller: an upland mix (50 acres; 406.3 lbs; 8.1 lbs/ac), a macro-high mix (1 acre; 9.3 lbs; 9.3 lbs/ac), a saturated flats mix (52.5 acres; 350.7 lbs; 6.7 lbs/ac), a wetland mix (19 acres; 134.2 lbs; 7.1 lbs/ac), a river terrace mix (5 acres; 87.5 lbs; 17.5 lbs/ac), and a levee mix (6 acres; 168 lbs; 28 lbs/ac) at the Anderson Unit restoration project. Planting should occur between October 15th and December 15th, 2021.

Cooperator must provide all equipment associated with the planting method.

Alternative planting methods may be acceptable but must be approved prior to the award of this contract. See Job Sheet 327 for additional information specific to planting of native seeds. See Job Sheet 342 for additional information specific to “Critical Area Planting Mix” which is also referred to as the “Levee mix”. Note: the macro-high mix is not shown on the maps and planting location will be at FWS discretion.

Mulching on Seeded Levees October-December 2022: Apply 1-2 tons/acre certified weed free straw with straw bale mulcher/blower and hand labor to levees immediately after seeding. Mulch should provide approximately 70% coverage and be between 1-3 inches thick. Total surface area is approximately 6 acres. See Job sheet 484 for specific information regarding Mulching Requirements.

4. INSPECTION AND ACCEPTANCE:

4.1 The contractor will be evaluated as detailed herein. All work included in the contract specifications shall be subject to inspections by the U.S. Fish and Wildlife Service at periodic intervals during performance of this contract. Final acceptance shall be based upon satisfactory completion of the work in accordance with the specifications on a task by task basis.

5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:

5.1 U.S. Fish and Wildlife Service shall provide maps of specific contract activities, upon request.

No government furnished equipment or materials will be provided except of field maps and work prioritization lists.
