The
Contractor shall indicate the date the manufacturer was called on the work order with a follow-up call if the manufacturer does not respond in a timely manner. The Contractor shall inspect each piece of equipment after warranty work is performed to ensure that equipment has been repaired and is safe to operate.
10. Administration and Reporting
This Section includes but is not limited to all documentation, records, and schedules, as described in this SOW, which are the responsibility of the Contractor, are the property of the
Government and shall remain so upon termination or completion of the contract. The
Contractor shall keep these items current. Documentation, records, and schedules shall be turned over to the Government upon termination or completion of the contract except as otherwise directed. All documentation, records, and schedules are subject to the Freedom of
Information Act and Privacy Act.
10.1 Mandatory Reports
Contractor Manpower Reporting
Description: Section 2330a of title 10, United States Code (10 USC 2330a), requires the
Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of Defense
(DoD). The contractor manpower reporting requirement allows DoD to obtain information from contractors and DoD activities requiring contracted services from supporting contracting offices. Contractors are required to report manpower data related to the performance of services consistent with existing service contract reporting requirements under the Federal Acquisition
Regulation (FAR). It is anticipated this data will be entered into the System for Award
Management (www.sam.gov) to allow industry to report all manpower data into a single
Federal-wide portal, removing duplicative requirements; however, contractors should continue reporting using ECMRA in the interim, as the manpower community still uses it.
Due Date: October 31 each calendar year.
Maintenance Service Documentation
Description: The Contractor shall provide maintenance service documents for all PM and CM services provided. Each maintenance service document shall contain the information listed below as applicable to PM or CM services:
1. Date and time of service call notification and arrival at Government location.
2. For PM, the labor hours spent and task performed.
3. For CM, labor hours and associated labor hour rates worked.
4. For PM and CM, all replacement parts used by part number, part name, quantity and cost per unit which shall supported by actual supplier invoices, published price lists and/or proof of payment.
5. Description of malfunction and work/service performed, and corrective action taken if action is a repair.
6. Hour meter reading (if applicable).
7. Legibly printed name of Contractor personnel who accomplished work.
8. Contract manager’s signature and date certifying authenticity of work.
Due Date: Within five (5) working days after service completion.

10.2 Government Observation
Government personnel, other than the COR may from time to time, with
Contractor/Government coordination, observe or inspect Contractor operations. However, these personnel may not interfere with Contractor performance.
10.3 Certification and Acceptance
The KO or COR is designated as the point of final inspection and acceptance by the
Government of all items and services required by the contract.
10.4 Documentation and Records
All documentation, records, and schedules produced by the Contractor in performance of this contract are the property of the Government and shall remain so upon termination or completion of the contract. The Contractor shall keep these items current. Documentation, records, and schedules shall be turned over to the Government upon termination or completion of the contract. All documentation, records, and schedules are subject to the Freedom of Information
Act and Privacy Act.
