Mobilization and demolition must begin 1-2 weeks prior to new chiller delivery. The contractor must coordinate all access times and scheduling with the USDA Location Monitor to minimize operational disruption. Comprehensive submittals are required, including construction work plans, progress schedules, quality control plans, site-specific safety plans, personnel certifications, product data, and test/balance reports. Normal work hours are 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays. The contractor must maintain OSHA compliance, perform mandatory safety training, maintain daily site entry logs, and conduct housekeeping at least weekly. Substantial completion and final inspection notification requirements are specified, with the contractor providing ten days' advance notice for substantial completion and seven days' notice for final inspection.

ATTACHMENT 1 – STATEMENT OF WORK – NAL CHILLER REPLACEMENT
NAL CHILLER PROJECT
STATEMENT OF WORK
February 9, 2026
1.0 SCOPE
The United State Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) located at 10301 Baltimore Avenue #115, Beltsville, MD 20705 (i.e. the “Location”) plans to remove and replace the existing non-functioning 400-ton York chiller. The existing non-functioning chiller #1 is the first of two chillers that provide cooling to the Library. The chiller shall be disconnected from the existing chilled water supply and return lines and the existing electrical service, removed and properly disposed of off-site. A new 400-ton centrifugal chiller (York or equal) shall be placed in the same location as the existing chiller. The new chiller shall be tested and balanced to ensure it functions properly.
Option #1: Chiller #2 has many leaks and is not functioning at full capacity. Pending funds, chiller #2 shall be disconnected from the existing chilled water supply and return lines and the existing electrical service, removed and properly disposed of off-site. A new 400-ton centrifugal chiller (York or equal) shall be placed in the same location as the existing chiller.
The new chiller shall be tested and balanced to ensure it functions properly.
2.0 WORK
The Contractor shall provide all labor, insurance, permits, tools, material, equipment, and travel to complete the work listed below. All work shall be completed by properly trained and licensed personnel or sub-contractors in accordance with the terms, conditions, and specifications contained in this document. The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance.

2.2 DEMOLITION & REMOVAL OF THE EXISTING CHILLER
Mobilization and demolition shall begin 1-2 weeks prior to delivery of the new chiller. The contractor shall disconnect all utilities (power, supply and return chilled water lines) to the existing non-functioning 400-ton chiller. Remove the existing chiller and properly dispose of off-site. Care should be taken to protect all surrounding mechanical equipment, piping and research equipment. Contractor shall furnish, supply, erect, dismantle, etc. all necessary rigging equipment to safely remove the existing chiller. The contractor shall coordinate access times and protocol with the USDA’s Location Monitor (LM) (see Section 2.5 below).
2.3 INSTALLATION OF THE NEW CHILLER
The contractor shall furnish and install a new 400-ton centrifugal chiller with similar characteristics to the one (1) existing 400-ton chillers (see Attachment 2). The new chiller shall be manufactured by York or equal. Contractor shall furnish, supply, erect, dismantle, etc.
all necessary rigging equipment to safely install the new chiller. Connect the new chiller to the existing power and chilled water supply and return lines. Reinsulate all new and existing chilled water piping up to the existing shutoff valves. Start up, test, and balance the chiller to ensure that it is working properly.
2.4 CHILLER CONTROLS
The contractor shall connect the chiller to the existing Siemens control system. The intent is for the existing Siemens control system to fully control the new chiller.
2.5 CHILLER EFFICIENCY
The chiller must be certified for performance per AHRI 550/590 I-P, meeting an efficiency ranging from 0.45-0.64 kW/ton (water-cooled).
2.6 SITE LOGISTICS AND SCHEDULING
The contractor shall ensure the work does not negatively affect the operation of the building and does not impact any activities. The contractor shall schedule the work with the Location Monitor (LM) to avoid any impact to ongoing activities. Onsite parking, staging and laydown areas are available for the contractors’ use, coordinate the location of each with the Location Monitor
(LM).
2.7 CODE COMPLIANCE
All construction shall conform to the International Building Code (IBC).
2.8 SUBMITTALS DISTRIBUTION AND FORMAT
Provide submittals for all materials and tests required by the project. Submittals shall include the following:

Submit to the Contracting Officer (CO), the Contracting Officer’s Representative (COR) and the Location Monitor (LM) for review and approval. Distribute product submittals as follows:
2.7.2 CO, COR, and LM: Submittals in pdf format via email.
2.7.3 Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.

4.1 WORKING HOURS
Normal work hours are from 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays.
4.2 INSPECTIONS
The Contractor shall notify the Contracting Officer that they are ready for a substantial completion inspection ten (10) days before the end of the contract period. The Contractor shall submit a written request to the Contracting Officer for a final inspection in writing at least seven (7) days prior to completion of the project.

4.3 SAFETY
USDA NAL is an OSHA compliant facility for all staff and contractors working at the location. This compliance requires that all work is conducted in a safe manner, hazardous conditions are recognized and reported, and the contractor is complying with local, state, federal and installation regulations, and laws. Contractor safety and security efforts must guarantee all work is alignment with USDA ARS and OSHA regulations and requirements.
4.3.1 Contractor personnel must adhere to all location safety and security requirements when entering, exiting work areas and when working at the facility the requirement extends to obtaining any required excavation, entrenchment, and hot work permits.
4.3.2 Access to the site by the Contractor shall be coordinated with the Location Monitor (LM). Further, contractor shall:
a. Perform OSHA mandated safety training for all employees contracted to work at the NAL location prior to the start of work.
b. Obtain and use USDA identification cards always when present at the worksite.
c. Coordinate additional required measures with the Location Monitor (LM).
4.4 HOUSEKEEPING
The Contractor shall remove and dispose of dirt and debris and keep the premises clean at all times during construction. This shall be done as frequently as needed but not less than once a week.
4.5 SITE ENTRY
4.5.1 The foreman or superintendent must sign in all workers at the Location office daily and before work starts.
4.5.2 Government engineers and contracting personnel shall be allowed access to the site at all times. Others may visit the site with permission of the Contracting Officer. The Contracting Officer shall be informed of all suspected unauthorized visitors.
4.6 SITE VISIT
A site visit is highly recommended for potential bidders but is not mandatory.
