About this file
This is a Pre-Bid Questions and Requests for Information document for USDA National Agricultural Library Chiller Replacement project 1232SA26R0028. The document addresses nine contractor inquiries regarding specifications, work procedures, and site logistics.
Key clarifications provided by USDA include: TAB (Testing and Adjusting and Balancing) for testing, startup, and balancing is the only commissioning requirement; materials may be staged near the side entrance before the three ballards with weight restrictions due to underground oil storage tanks; if both chiller options are awarded, only one chiller can be replaced at a time, with Chiller #2 remaining operational until Chiller #1 is replaced and online; cooling tower replacement construction is scheduled to start in Fall with a temporary cooling tower placed in September; work hours are limited to Monday through Friday from 7 am to 4 pm, with weekend and after-hours work permitted only for emergencies; one boiler may be taken offline with limited downtime to access the chiller room; tree branches may be trimmed to facilitate crane positioning; and an additional site visit for crane logistics determination was approved for Wednesday, June 10, 2026 at 8:30 am. The document also includes an aerial photograph showing the proposed material staging area and equipment access path to the basement mechanical room.

# Spec Section / Drawing #
Question/Concern USDA Response
1 Specifications 23 05 93 Will third party commissioning be required?
Or is TAB the only testing/startup requirement?
2 01 35 26 Section 1.8 /
01 11 00 Section 1.3.3 Can we stage materials in the area near the side entrance of the building? This would only be during crane operations to lower the material in the basement mechanical room.
(See attached photograph for reference).
3 01 11 00 Section 1.1.3 If both options (Chiller #1 and Chiller #2) are awarded – can both chillers be replaced at the same time? Or will Chiller #2 need to remain operational until Chiller #1 is replaced and online?
5 It was mentioned that the cooling towers on the roof are going to be replaced - Will the cooling tower replacement project be completed prior to or during this Chiller Replacement contract?
6 01 11 00 Section 1.3.3 Are there any limitations to working weekends/off hours? Will any work be required to be completed off hours – i.e.
crane/rigging.
7 Is it acceptable to take one of the boilers offline and disconnect the flue piping in order to get materials/equipment through the Boiler room and into the Chiller room?
8 Would it be acceptable to trim branches off the tree in order to get the crane into location?
9 Would we be able to conduct an additional site visit? For the purpose of determining crane logistics.
