Replacement of boilers in building 13 and 70 Statement of Work

1. Background: The USDA-ARS facility in Parlier, California has two boilers that have reached the end of their life cycle. This acquisition seeks obtain a contractor to purchase and install a boiler in building 13 and a boiler in building 70.

Specifications below are the minimum requirements needed to ensure that the replacement boilers provide adequate hot water for these buildings.

2. Scope: The Contractor shall provide a proposal that details the purchase and installation of a boiler in building 13 and a boiler in building 70. Site walk will be scheduled, and it is highly encouraged that contractors attend the site walk prior to submitting proposals.

3. Objectives: The objective is to obtain a contractor who is experienced with removing and installing boilers.

4. Requirements:

• Purchase two boilers per the minimum specification form (see attached).

• Remove old boilers and install new boilers in accordance with federal and industry standards.

• Ensure boilers are fully operational upon completion of installation.

• Remove trash and materials created by the installation of the new boilers.

5. Delivery: Contractor shall furnish all equipment, materials, and supplies required to achieve the quality performance standards of the work in this contract. Provide the contracting officer with an installation schedule.

6. Government-Furnished Property: Provide as-builds upon request. Area for the contractor to stage equipment and materials required, if needed.

7. Security Requirements: Contractor must sign in daily with USDA representative.

Abide by local security regulations and federal, State, local safety regulations.

8. Place of Performance: The work to be performed under this contract will be performed at the San Joaquin Valley Agricultural Sciences Center, located at 9611 S. Riverbend Ave, Parlier, CA 93648. Work will be conducted on regular business days (Monday through Friday) and during regular business hours (7:30AM to 4:00PM Pacific) excluding any federal holidays.

9. Period of Performance: Upon award of the contractor must complete work between July 1, 2026 – September 30, 2026.
