About this file

This is a Statement of Work (SOW) issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), National Center for Explosives Training and Research (NCETR), dated January 14, 2026, for the establishment of multiple Blanket Purchase Agreements (BPAs) with individual contractors to support training and exercise operations.

The SOW seeks qualified contractors in four specialty positions: Explosives Specialist (Law Enforcement/Industry Operations Instructor), Fire/Arson Specialist (Law Enforcement Instructor/Program Technical Specialist), Exercise Support Specialist (Raven's Challenge), Technical Operations Specialist (Raven's Challenge), and Program Support Specialist. Services will be provided on fixed daily rates with opportunities rotated among successful contractors based on availability, geographic location, rates, and performance ratings. ATF is not obligated to use any awarded contractor following BPA award, and contractor selection is discretionary and not subject to protest. Contractors will be engaged for actual service time or content development for new or updated training, not as placement company pools.

Minimum contractor qualifications include: ability to travel domestically or internationally, flexible scheduling, passing background investigations, active SAM.gov registration, willingness to submit to random drug testing, and maintaining internet access and email. Contractors must not have felony convictions, violence-related offenses, weapons or drug trafficking convictions, or explosives/firearms prohibitions under Federal law. Instructors must be intimately familiar with lesson plans, safety requirements, and evaluation methods. Exercise support specialists must understand scenarios and assist with setup through teardown. Program support specialists must handle budgetary and financial functions. All contractors must adhere to ATF safety directives (ATF O 3320.7, ATF O 3330.5, ATF O 1630.1), follow NCETR Standard Operating Procedures, maintain current certifications with evidence of continuing education every two years, and submit to regular ATF evaluations. Contractors bear full responsibility for professional insurance and cannot use ATF proprietary materials for outside purposes. All materials prepared under contract become sole property of the United States Government.

However, when a need to backfill a requirement or some other emergency requirement occurs, ATF may make contractor availability requests with much shorter lead times.

For routine requests, ATF will allow the contractor up to two (2) days from the time of request to respond affirmatively, before seeking a contractor from another source. For non-routine requests, the ATF Training Manager will determine the amount of available response time allowed on a case-by-case basis and provide this information to the contractor at the time of the request. No contractor will have recourse against ATF when situations dictate contractor scheduling outside of the standard time frames for placing contractor calls.

Invoicing

Complete invoicing instructions will be included in the terms and conditions of the Blanket Purchase Agreement. However, ATF expects contractors to invoice upon completing the assigned course.
