HVAC Replacement and Service
Background
The National Park Service (NPS) of the United States Department of Interior (DOI) is in need of preventive maintenance, condition assessment, and replacement services on the heating, ventilation, and air conditioning (HVAC) equipment located Olympic National Park (OLYM), Port Angeles, WA. This work will occur park wide at the following locations: Port Angeles, Ozette, Mora, the Hoh Rain Forest
Visitor Center, and Kalaloch. The HVAC equipment throughout the park varies in age and condition.
The contractor will replace 1 faulty unit at the Port Angeles Headquarter Apartment with a bid option to replace a second unit in the Hoh Rain Forest. In addition, the contractor will perform preventative maintenance and service check on all the HVAC equipment listed in this Scope of Work. The maintenance service is to ensure proper function and establish a baseline condition for future service and repairs. Upon the completion of the work the contractor will provide a detailed report on the condition of each unit with recommendations for any follow up maintenance or repairs. Follow up maintenance and repair work listed in the report will be advertised under a different contract opportunity.
The Contractor shall provide all personnel, tools, materials, supervision, supplies, instruments and other requirements necessary to perform the work. This opportunity is being advertised as a commercial service.
Work Detail
Provide preventative maintenance and a report of condition for all units listed in this Scope of Work.
Preventative maintenance shall include at a minimum, inspection, cleaning, function testing, and cleaning or changing filters as appropriate. List maintenance services to be provided with quote.
Locations with street address and replacement notations are below. A complete list of all equipment to be serviced or replaced is listed in Attachment A List of Equipment. A map of the locations including distance between sites is included in Attachment B Maps.
Condition Report shall include maintenance and repair recommendations for each unit and the maintenance performed under this agreement for each unit. The intention of the report is to identify and prioritize future maintenance and repair needs.
Contractor shall transfer and provide all warranties, manuals, data sheets and operating instructions for new equipment. Training and demonstration in proper operation of new equipment shall be provided and a final inspection of work shall be performed before work will be accepted.

Contractor’s Use of Premises
1. Work Hours: Work hours are from 8:00am to 5:00pm Monday through Friday. Weekend work will normally not be allowed unless approved by the Contracting Officer
2. Storage of materials on site will not be permitted. An exception may be made for the Port Angeles
Headquarters Apartment AC replacement.
3. The following conditions shall be followed during the Contractor's work while in the Park: To prevent unnatural attractants to wildlife, no foods, garbage, drinks, trash, or food and drink containers shall be placed outside trailers or buildings, except during actual use. Any mishandling of garbage, trash, foods, and other potential wildlife attractants described above will result in the responsible person or Contractor receiving a citation subject to a fine or court appearance before the U.S. Magistrate. Repetition of mishandling or any case of deliberate feeding will result in loss of in-Park operation privileges
4. Pets are prohibited and feeding of any wildlife is prohibited.
5. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repair, or replace damaged trees and plants (per direction by NPS arborists and horticulturists), at no additional expense to the Government.
Vehicles / Heavy Equipment
1. Rules of the Road: All vehicles and heavy equipment will comply with posted traffic regulations, including speed limits. Failure to comply with traffic regulations will result in a citation being issued to the driver.
2. Vehicle Parking: The contractor shall park vehicles and heavy equipment in designated areas as shown on the Site Location Map or as established at the preconstruction meeting.
3. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.
4. Vehicle Exhaust: All vehicles will be properly maintained to ensure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.
5. Spills: Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state laws regarding disposal and cleanup of hazardous / industrial wastes. The Contractor must immediately notify the Contracting Officer of spills
6. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying three (3) triangles or three (3) flares, mounted fire extinguisher, and valid DOT safety sticker.
