CGC Stratton & CGC MUNRO Equipment Lifts – Crane Services

1.0 GENERAL
1.1 BACKGROUND
The vendor shall provide crane services supporting installation and removal of equipment as described below, comprised of one day of crane service adjacent to and onboard USCGC
Stratton & one day of crane service adjacent to and onboard USCGC Munro, both located at
USCG Base Alameda, CA.
2.0 OBJECTIVE
The objective is to provide crane services to lift equipment from the pier to each ship, the
USCGC STRATTON & the USCGC MUNRO, and lift equipment from each ship to the pier.
Multiple lifts will be required to complete each ship’s objectives; Ship’s crew will provide a representative to provide direction for various lift evolutions. All lifts for core objective will occur within the same vicinity of pier laydown space and each ship’s ingress/egress location.
3.0 SCOPE
3.1 TASK A – USCGC STRATTON
3.1.1 Worksite Characteristics:
1. USCGC STRATTON is located at USCG Base Alameda. Hull Number is
752.
2. Obstructions include main-mast structure and elements installed on mast structure, including yardarms, halyards, antennas, etc.
3. Lift characteristics:
a. No lifts performed ISO this SOW will exceed 2000lbs. Nominal weight for heaviest equipment element being lifted is ~1100lbs.
b. Lift height is ~45ft above pier surface (nominal, dependent on tides, ~65ft Above Baseline (ABL, or waterline))
c. Lift reach is between 20ft to 65ft from pier edge (~40-85ft from pier center)
d. Multiple lifts from the ship to the pier and from the pier to the ship will be required.
4. Base Alameda Pier Loading Limits:
a. 100,000 lbs point load if crane outriggers are on pile caps (~every 22 feet)
b. Alternatively, 100,000 lb load can be supported anywhere if crane outriggers have 10 ft x 10 ft pad (so effectively 1,000 PSF)
3.2 TASK B – USCGC MUNRO
3.2.1 Worksite Characteristics:
1. USCGC MUNRO is located at USCG Base Alameda. Hull Number is 755.
2. Obstructions include main-mast structure and elements installed on mast structure, including yardarms, halyards, antennas, etc.

4.0 APPLICABLE DOCUMENTS
4.1 COMPLIANCE DOCUMENTS
The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract: Vendor is required to comply with all OSHA regulations associated with work contained in this SOW.
4.2 REFERENCE DOCUMENTS

5.0 SPECIFIC REQUIREMENTS
5.1 TASK A - USCGC STRATTON

Ship’s on-site representative may be accomplished during crane support period of performance (not to extend beyond 1330PST).
5.1.1 PERIOD OF PERFORMANCE
One day during the week of 3 March 2025 – 7 March 2025
5.1.2 PLACE OF PERFORAMNCE
The primary place of performance will be USCG Base Alameda Pier, Alameda, CA 94501.
5.2 TASK B - USCGC MUNRO
Vendor shall provide crane services as required to achieve lift goals as directed by COR or Ship’s on-site representative. Objective is to support removal of a soft-patch on the 03
Level of Munro, lift and ingress a special handling cart, egress a large electrical item to the pier, lift a similar large electrical item to ingress into the ship, and lift the special handling cart out of ship. After completing core objective, various lifts as directed by
Ship’s on-site representative may be accomplished during crane support period of performance (not to extend beyond 1330PST).
5.2.1 PERIOD OF PERFORMANCE
One day during the week of 10 March 2025 – 14 March 2025
5.2.2 PLACE OF PERFORAMNCE
The primary place of performance will be USCG Base Alameda Pier, Alameda, CA 94501.
6.0 CONTRACTOR PERSONNEL
6.1 QUALIFIED PERSONNEL
The Contractor shall provide qualified personnel to perform all requirements specified in this SOW, to include a crane operator and at least one rigger.
6.2 CONTINUITY OF SUPPORT
N/A
6.3 KEY PERSONNEL
N/A
6.4 EMPLOYEE IDENTIFICATION
Contractor employees and employees of subcontracted vendors (i.e.: crane service providers) visiting Government facilities shall provide identification to Government facility entry guard and shall be escorted by Sponsor (COR or Cutter Personnel) at all times while onboard Government facilities. Contractor shall provide names, Dates of
Birth, and Driver’s License or State Issued ID Number for all visiting employees at least
24hrs prior to arrival. This information will be provided to Government Facility security personnel to facilitate background checks for visiting personnel. All visiting personnel must pass this background check to be granted access to government facilities. If a CTR visiting member does not pass this background check the COR will inform the Contractor to allow for alternative personnel arrangements as necessary to accomplish SOW objectives.
Failure of a contractor or subcontractor employee to pass this background check and be granted access to the Government facility that limits Contractor ability to complete tasks within this Statement of Work on the day those tasks were scheduled does not constitute a Government work stop order. It is the Prime contractor’s responsibility to ensure contractor and subcontractor employees are able to pass a Government background check to gain access to Government facilities (i.e.: no open criminal investigations, warrants for arrest, etc.)
6.5 EMPLOYEE CONDUCT
Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security.
6.6 REMOVING EMPLOYEE FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer), direct the
Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
7.0 OTHER APPLICABLE CONDITIONS
7.1 SECURITY
Contractor access to classified information and/or restricted spaces/areas is not authorized or required under this SOW.
7.2 FACILITY AND COMPUTER ACCESS
Contractor personnel pursuant to this SOW will not require Government computer access and will not require Unescorted Facility Access requiring the issuance of a Government access credential.
7.3 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 0800 and
1400 PST throughout Period of Performance described in this SOW. Dock-to-Dock transit of crane equipment and contractor personnel shall occur outside of these hours.
7.4 TRAVEL
This is anticipated to be a firm fixed price task order. All costs associated with this task order should be structured according to the anticipated contract type. Any travel costs need to be included in the FFP quote in response to this solicitation. Travel will not be a reimbursable Line Item. The Government is not responsible for any costs related to quote submissions or any other associated costs.
7.5 POST AWARD CONFERENCE
An Award Conference will not be required for this contract action.
7.6 PROJECT PLAN
A Project Plan will not be required for this contract action.
7.7 BUSINESS CONTINUITY PLAN
A Business Continuity Plan will not be required for this contract action.
7.8 PROGRESS REPORTS
Progress Reports will not be required for this contract action. Contractor will be required to submit an itemized invoice via the Federal Invoice Processing Platform. Instructions for submission will be provided upon award.
7.9 PROGRESS MEETINGS
Progress Meetings will not be required for this contract action.
7.10 PROTECTION OF INFORMATION
Contractor access to information protected under the Privacy Act is NOT required under this SOW.
7.11 SECTION 508 COMPLIANCE
Section 508 Compliance is not applicable.
7.12 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
7.13 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in SOW 2.0 and SOW 5.0.
7.14 GOVERNMENT ACCEPTANCE PERIOD
The COR will be either be on scene during the period of performance for this SOW or will be notified upon completion of work by the Ship’s crew representative. If core objectives are unachievable during this PoP the COR will notify the Contracting Officer and await remediation instructions. If core objectives are achieved during this PoP the
COR will accept completion documentation and on-site invoice (if applicable) provided by the crane operator.
7.15 DELIVERABLES
Other than crane services described above, there are no other deliverables pursuant to this requirement.
