About this file
This is a Questions and Answers document for solicitation #52800PR250008301 regarding crane services for USCGC STRATTON and USCGC MUNRO at Base Alameda, CA.
The document addresses three key questions: (1) Crane mat compliance - clarifying that while 10'x10' steel plates were used in modeling for 1000psf load distribution, alternative load distribution techniques are acceptable as long as they limit point loads to 1000psf; (2) Security requirements - confirming that basic background checks are sufficient for base access, with vendors needing to provide full name, DOB, and ID number 24 hours prior to visit; and (3) Work dates - specifying service windows of March 3-7, 2025 for STRATTON and March 10-14, 2025 for MUNRO, with exact dates to be provided by the COR upon award or at least 24-48 hours before service.

Questions and Answers
1. Crane Mat Compliance:
Question - The solicitation specifies 10’x10’ steel plates for load distribution
(1,000 PSF). Would 5’x10’x12” crane mats meet the requirement, or must they use 10’x10’ steel plates?
Answer - 10’x10’ steel plates were what was used in modeling for a 1000psf distribution for the largest equipment conceivable given pier load limitations.
Equipment brought to the pier to achieve the lifts described should not exceed
1000psf point loads, and appropriate load distribution techniques to limit point loads to 1000psf are acceptable.
2. Security & Background Check Requirements for Contractor Personnel:
Question - Will a basic background check be sufficient for base access?
Answer - Yes. Vendors will need to provide Full Name, DOB, and ID Number
(TWIC, CA DL, Real ID required) at least 24hrs prior to visit to be granted access to Base Alameda. Escorts for on-base work efforts will be provided.
3. Finalizing Work Dates:
Question - Do you have a preferred date for each service?
Answer - At present dates for these two days of service are being arranged with the Cutter crews within the week time per ship (STRATTON: 3 March 2025 – 7
March 2025; MUNRO: 10 March 2025 – 14 March 2025. The COR will provide these dates upon award, and if not, at least 24hrs (preferably 48hrs) prior to desired day of effort.
