STATEMENT OF WORK

LAPOSA LONG-TERM VISITOR AREA AND OXBOW CAMPGROUND AND BOAT

LAUNCH

TRASH REMOVAL CONTRACT

07/02/2024

1.1 REQUIREMENT

It is required that trash collection services be performed at the recreation sites indicated in paragraph 1.3. The Contractor is required to furnish all labor, material, supplies, and equipment including trash bins and vehicles needed to perform in accordance with these specifications.

Bins will be maintained in proper, working condition at all times. Paragraph 1.3 shows the location, number, and schedule for bins to be serviced. Paragraph 1.5 describes the unscheduled collections. The number of bins as shown in paragraph 1.3 is based upon bins of 40 cubic yards in size.

1.2 LOCATION

The bins will be placed at locations in the quantities indicated in paragraph 1.3. The scheduled collection, removal, and transport of solid waste from Bureau of Land Management Public locations, as follows:

1.4 GENERAL DESCRIPTION OF WORK

Collection of trash from the bins will be according to schedule as described in paragraph

1.3. The Contractor will be responsible for the cleanup of any spillage caused by his/her operation. Disposal of the trash will be only at approved sanitary landfills. Contractor must participate in the single stream recycle process.

It is anticipated that trash will at times be stacked alongside trash bins when bins are full.

The Contractor is required to pick up trash stacked alongside trash bins.

1.5 UNSCHEDULED TRASH COLLECTION

If additional trash collection is required due to heavier use than anticipated, the Contractor shall provide the requested service at the unit price. It is estimated that six unscheduled trips for each work location may be required. Unscheduled collections for the purpose of this contract are defined as additional trips to the work locations on days or at times other than those specified in Paragraph 1.3

1.6 DELIVERABLES/PERIOD OF PERFORMANCE

The performance period for the contract is for one year from the date of the award of the contract, with four 1-year Option Periods subject to acceptable contractor performance.

1.7 RESTRICTIONS

Only authorized BLM personnel can make on-call services.

Any weigh or dump charges must be documented. (Weight tickets, etc.).

Any performance of services outside the scope of work or in excess of funding is at the contractor’s risk. Services must be in accordance with any applicable local, state, or federal regulations.

1.8 PAYMENT TERMS

Payments are to be made via monthly itemized invoice.

Price is based upon established commercial pricing for similar services to other organizations.

Government Furnished Property: None.

1.9 QUALITY ASSURANCE PLAN

Introduction: The quality assurance plan is intended to measure the quality of goods and services purchased from the Contractor. To accomplish quality assurance the Government may utilize assessment measures to ensure that the Contractor’s Performance is acceptable. The criteria for determining task performance is timeliness, work omissions, and any re-work needed.

1.10 METHODS OF ASSESSMENT

100% inspection: Monthly or weekly observation and recorded reports indicating satisfactory or unsatisfactory performance may be used.

Planned Sampling: The Government may utilize scheduled evaluations resulting in an assessment of the Contractor’s performance.

Validated Complaints: Validated complaints may be recorded to indicate any deficient work. Complaints must be verified by authorized BLM Personnel.

1.11 GENERAL CRITERIA FOR TASKS

Work Omissions: A major omission is a work requirement that if omitted or performed unsatisfactory would have a significant impact on the overall work requirement.

Minor work omissions do not have a significant effect on the work requirement.

Timeliness: Weekly and/or bi-weekly tasks shall be completed in accordance with the delivery schedule.

Re-work needed: The Contractor is allowed a reasonable time to perform any work that is identified as unsatisfactory or has not been performed.

1.12 LEVEL OF ASSESSMENT

The level of assessment shall be determined by the Contracting Officer’s Representative.

If reporting indicates performance below an acceptable level, increased assessment of performance may be required by scheduled evaluations.
