1.1 Scope

In accordance with the terms and conditions of the Contract, the Design-Build Contractor shall perform the work of this Statement of Work (SOW) for the Bureau of Land Management (BLM) as described below.

The existing Base includes the following: Air Center building with parking, Heli-tack modular office, retardant contractor’s modular office, fire retardant tanks and facilities, containment pond, aircraft loading pits, light wing aircraft parking, multiple helipads, and multiple storage sheds. The proposed remodel will include the demolition and reconstruction of the two modular buildings, repairs and remodels to the Air Center Building, and all related utility and site work. The contractor shall coordinate all changes, upgrades or new utility connections with local utilities and pay all associated fees.

All Architect-Engineer (A-E) Services required in this SOW shall be performed by licensed Architects and Engineers registered in the State of Utah. The remodel and new construction design will be based on the conceptual guidance provided by the BLM, see Attachment Att-01.

The buildings shall be designed and constructed by the contractor with the following guidance and conceptual layouts included in Attachment Att-01.

Air Base Overall Goals and Project Scope:

1. Demolish two existing manufactured homes that have been converted into offices.

a. Retardant Contractor Office Building (840 sf existing)

b. Heli-Tack Operations (864 sf existing)

2. Demolish two existing sheds.

a. Shed 1 (east of Heli-tack Modular building, 240 sf existing)

b. Red Shed (South Retardant Contractors Office Building, 205 sf existing)

3. Construct two new buildings to replace demolished buildings/sheds with no net gain in square footage.

The constructed square footage of the new Air Center – North Wing, and replacement Retardant Contractor’s office shall be equal or slightly less than, but not more than, the total current square footage of the demolished facilities and the sheds together which is currently 2,149 square feet.

a. Retardant Contractor’s Office

Retardant Contractors Office Building shall be demolished and rebuilt in the existing location.

This facility is required to be field constructed and not modular construction. This facility is required to have the following:

i. Open Office Operations area (Minimum 150 sf)

ii. Desks along windows that have a 180 degree view of the aircraft ramp.

iii. One unisex ABA restroom

iv. Lounge/Waiting Room (Minimum 225 sf)

v. Kitchenette including kitchen sink, upper and lower counters with workspace and location for a standard microwave, outlets for coffee maker or other accessory kitchen equipment, and space for 15-22 cu. ft. counter depth refrigerator. Can be open to the

Lounge/Waiting Room. Appliances will be Government furnished and Government installed (GFGI).

vi. Utility and equipment rooms as required.

vii. Sidewalks for traffic flow from asphalt and retardant tanks

Design-Build Statement of Work

viii. 840 Sq. Ft. existing, new construction approximately 600-700 Sq Ft per design

b. Air Center – North Wing Building

The Heli-Tack Office shall be demolished and a new Air Center – North Wing Building shall be constructed. Construct a new wood-framed building adjacent to and aligned through a covered patio to the Interagency Air Center building as an auxiliary building on the northerly side of the patio (see Air Center improvement description below). Architectural design of the Air Center – North Wing Building shall align with existing Air Center Building. Required attributes and spaces along with their minimum square footage in the Air Center – North Wing Building are as follows:
