STATEMENT OF WORK AND SPECIFICATION
TO
REPLACE THE (3) EXISTING OVERHEAD WOOD DOORS WITH NEW GALVANIZED STEEL ELECTRICALLY OPERATED ROLLING SERVICE DOORS, HEATERS AND COW STALL RAILING SYSTEM REPAIR AT BLDG. 178-2

STATEMENT OF WORK
PROJECT NUMBER:
PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. 178-2, Beltsville, Maryland
DESCRIPTION OF WORK: The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to replace the (3) existing overhead wood doors with new galvanized steel electrically operated rolling service doors, heaters Installation, and Cow Stall Railing System Repair at Bldg. 178-2. Provide a Construction Project Schedule shall be provided by the contractor prior to work start up.
In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Government requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Branch Office, Building 426A, BARC-East, Beltsville, Maryland Facilities Services Unit. VEHICLE PERMITS AND IDENTIFICATION BADGES SHALL BE RETURNED TO THE GOVERNMENT PRIOR TO THE FINAL PAYMENT BEING ISSUED.
NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-504-8434 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Highway Specifications, Maryland Department of Environment, Maryland Department of the Environment Regulations concerning the Clean Water Act and the Environmental Protection Agency regulations. In the event of a conflict, the most stringent regulation shall prevail.
Scope of Work:
The contractor shall perform the following work, but not limited to:
A. To replace the (3) existing overhead wood doors with new galvanized steel electrically operated rolling service doors heaters Installation, and Cow Stall Railing System Repair at Bldg. 178-2
1. Mobilization:
- Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items and all other necessities to initiate a work start up after receiving the notice to proceed.
- Contractor shall stage ladders and scaffolding to allow free access to each entrance to the building at all times. All necessary precautions shall be taken to provide safe passage at the point of entrance/exit (contractor may be required to construct temporary safety passage to catch debris that could fall on individuals entering and exiting the building).
2. Demolition:
- Contractor shall remove the (3) existing wooden panel Garage Doors, vertical track, horizontal track, flag bracket, jamb bracket, motor unit and associated parts. Please note the contractor shall remove all (3) Garage Doors Motors and their assembly and turn them over to the COR for the Governments repurposing.
- The contractor shall remove and dispose of Government property, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfills.
- Contractor shall protect exposed door opening to prevent damage to the Bldg. by rain or water infiltration during all phases of construction. Precautions shall be taken to assure that no damage is caused as a result of water damage to ceilings, floors, walls or equipment. Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government.
- Contractor shall prepare the existing door opening for the (4) new galvanized steel electrically operated rolling service doors.
-The approximate existing rough opening sizes of the (3) wood Garage Doors are listed below:
North End Door (#1) 16’-7” x 15”-8” Middle Center Door (#2) 16’-7” x 15”-7” South End Door (#3) 16’-8” x 15”-9” See Pictures of the Bldg. Exterior and Drawings.
The contractor at the Cow Stall Gate Side Railing System on the Dairy Barn Southeast side to the remove the existing wood separation planking. The wood section to be removed is approximately 12’-5” long X 4’-3” high See Pictures.
The contractor shall disconnect the (2) hand crank for Bldg. Side Screen Operators and preserve them so as to be reattached to the new metal Cow Stall Railing System. See Pictures.
3. Installation:
- The contractor shall provide and install at the (38) 800 watt, 65”x6”x6” HS-2408 Kalglo Electric Radiant Infrared Heater with (4) Kalglo LCEDT-24168 Heavy Duty Solid-State Temperature Control with 25”-0” Infrared Thermistor Sensor as Manufactured by Kalglo Electronics Company, Inc., 1885 Weaversville Road, Allentown, PA, 18109, Tel.: (610) 837-0700, Email: Kalglo@ Kalglo.com, URL: http://www. Kalglo.com. See Drawing of the Heater locations of the 4 rows oh heater Interlinked. Each row of heaters shall be connected to a Kalglo LCEDT-24168 Heavy Duty Solid-State Temperature Control with 25”-0” Infrared Thermistor Sensor.
- The contractor shall supply and install Eaton (2) 100 Amp, 120/240 Volt, 60 Hz. 3 Phase Breaker to the existing Main Distribution Panel with (4) #1 AWG THHN Copper Wires and placed in a 2” EMT Metal Conduit. The wiring and 2” EMT Metal Conduit shall leave the Mech./Elect. The contractor shall supply and install a (1) Surface Mounted Eaton 100 Amp, 120/240 Volt, 60 Hz. 3 Phase, 4 wire, 24 Circuit Electrical Panel.
- The contractor shall provide materials and install a 12'-0" Long x 4'-3" High Galvanized Steel Cow Rail System on the Southeast side of the Dairy Barn. When entering the South Overhead Door starting the right the O/H door approximately 12'-0" Long x 4'-3" High wood section is to be removed and replaced with Galvanized Steel Railing System. The railing shall match the existing railing directly across from it on the West of the O/H Door. The contractor shall refasten the (2) hand crank for Bldg. Side Screen Operators that was removed during the demolition process. The Galvanized Steel Railing System shall be made of 2”x2” x 3/16” Square Galv. Steel Tubing welded together to for the railing system. The See Pictures.
- The contractor shall provide and install all three (3) new Electrically Operated Rolling Service Doors and Electrically Operated Rolling Service Door as manufactured by Overhead Doors or Kramer and Sons Overhead Door Services, LLC and Metropolitan Rolling Door Inc. or an Approved equal door manufacturer as Approved by the COR.
The overhead door shall be the sizes listed below:
North End Door (#1) 16’-7” x 15”-8” Middle Center Door (#2) 16’-7” x 15”-7” South End Door (#3) 16’-8” x 15”-9”
- The contractor shall provide and install at the (4) doors to operate the with a 1/2 horsepower jackshaft operator, a heavy duty operator as manufactured by Overhead Door Corporation which features: UL 325 2010 compliant, continuous duty motor, worm gear primary reduction, DC progressive brake system, LCD cycle counter, Limit Lock electro/mechanical limit system, control system features a delay on reverse operating protocol, maximum run timer in both directions, auxiliary chain hoist for emergency manual operation. or Approved equal door system as Approved by the COR.
-The contractor shall install the galvanized steel electrically operated rolling service doors in accordance to the manufactures instruction, Local Code, State Code, Federal Code International Building Code, NEC, Industry Standards and best Practices.
-The contractor shall provide and install (4) Aluminum Bulkheads that will provide a barrier to prevent the weather to enter the Bldg. The Aluminum Bulkheads shall be installed at the top portion on the existing door opening to make a closer because of the difference between the existing door opening and the new door sizes. The Aluminum Bulkheads shall be constructed of 2” x 6” 18 Gauge Metal Studs for the structural support, ¾” thick CDX Wood Sheathing for the face and stiffening. Then wrapped the Aluminum Bulkheads face with 1 piece of Aluminum Coil Stock that matches the color of the exterior of the existing Building. The carpentry work is to pad down (3) openings to 12'-0" x 12'-6" and (1) to 12'-0" x 12'-2" and finish with similar corrugated siding/drip edge.( match as close as possible).
-The contractor shall use the existing electrical wiring and supply and install new electrical disconnect switches for all for doors. The new electrical disconnect switches shall be located within 5’-0” of the door motor operators.
The minimum requirements for the new galvanized steel electrically operated rolling service doors:
-The above sized 620 series rolling door(s) as manufactured by the Overhead Door Corporation. Door standard features to include the following: Curtain slats will be F-265 flat faced galvanized painted steel. Curtain will be provided with steel or malleable iron end locks on alternate slats. Wind locks will be used as required to meet design wind load, minimum 20 psf. Guides will be roll-formed steel channel or three structural steel angles with weather stripping on exterior side. Brackets will be hot rolled steel plate to support the barrel, counterbalance and hood. Internal baffle to be provided in hood. Counterbalance will be helical torsion springs housed in a steel pipe with a deflection limited to .03" per foot of span (width) and adjustable by means of an external tension wheel.
-All non-galvanized, exposed, ferrous surfaces will receive one coat of rust inhibitive primer.
-Bottom bar to consist of two (2) structural steel angles. Slats to be flat, non-insulated, F-265, 22 gauge.
-Operation of all (4) doors to be by a Mo 1/2 horsepower jackshaft operator, a heavy duty operator as manufactured by Overhead Door Corporation which features: UL 325 2010 compliant, continuous duty motor, worm gear primary reduction, DC progressive brake system, LCD cycle counter, Limit Lock electro/mechanical limit system, control system features a delay on reverse operating protocol, maximum run timer in both directions, auxiliary chain hoist for emergency manual operation.
-Finish to be tan baked on polyester top coat.
-End locks to be attached to alternate slats to maintain curtain alignment and prevent lateral slat movement.
-Guides to be roll formed steel angles.
-Guides to be weather stripped on both exterior and interior sides Counterbalance assembly to be engineered for 20,000 cycles. Cycle counter to be included in operator.
-Hood to be 24 gauge galvanized steel.
-Fascia’s and back hoods to be prime painted tan.
-Electric safety edge is to be provided at bottom to reverse/stop door upon closing on an obstruction. Exterior push button to be Model 3BXL, NEMA 4 open/close/stop with keyed lock out.
-Interior push button to be NEMA 1, open/close/stop
4. Weather Limitations:
- Proceed with installation only when existing and forecasted weather conditions permit door system to be installed according to manufacturer’s written instructions and warranty requirements.
5. Performance Requirements and Warranty:
- Provide installed galvanized steel electrically operated rolling service doors.
- Provide galvanized steel electrically operated rolling service doors materials that are compatible with one another under conditions of service and application required.
- Contractor shall provide a 1-year Material Warranty for the galvanized steel electrically operated rolling service doors and a 1-year Labor Installation Warranty.
6. Delivery, Storage and Handling:
- Deliver Galvanized Steel Electrically Operated Rolling Service Door Systems materials to the Project site in original containers with seals unbroken and labeled with manufacture's name, product brand name and type date of manufacture and directions for storage.
- Store liquid materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by Door system manufacturer.
- Protect stored liquid material from direct sunlight.
- Handle and store door materials and place equipment in a manner to avoid damage or deflection of roof deck. Any damage to roof structure due to mishandling of roofing materials or equipment will be the sole responsibility of the contractor to repair at no cost to the Government.
7. Submittals:
- See Submittals instructions below under General section.
- Provide the following submittals:
- Galvanized steel electrically operated rolling service doors, motors, framing, metal fascia and all associated materials.
- Installer Certificates: Signed by Door Manufacturer certifying that Installer is approved, authorized or licensed by manufacturer to install the (4) Galvanized Steel Electrically Operated Rolling Service Door Systems.
- Manufacturer’s technical data sheets for all materials used on this project.
- Manufacturer's Warranties for applied roofing system.
- Installers Safety Plan.
-COVID Pandemic Plan and Wellness Plan in accordance to the CDC and the USDA.
8. Submittals:
The contractor shall supply and install (38)
General:
A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.
B. Field Verification: The contractor is responsible for field verification of all measurements, quantities and field conditions prior to commencing work.
C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.
A. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.
B. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
C. Formal Meetings: Their shall be a Formal Progress meeting held every (2) weeks or 14 Day at the discretion of the CO/COR. Any meeting (deemed formal by the contractor, the COR, or the Contracting Officer) will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.
D. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.
E. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
F. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
G. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.
H. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
I. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work.
J. Scheduling: The total contract period shall be 82 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 5 calendar days for review and re-submit process. A period of 45 days shall be allotted for ordering materials and delivery. The work on-site shall be limited to Eighty-Two (82) calendar days. The final inspection shall be scheduled a maximum of 76 calendar days from point of contract award, leaving 3 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval. Please note that the shipping time line is 45 delivery time after approved submittals. The actual construction work period shall be 21 calendar days deducted from the 65 days minus 5 days to deliver submittals, five 5 days for submittal review leaving 45 days for ordering and delivery of the materials, 3 for Final Inspection and 3 days to remedy Punch .
K. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 5 calendar days from the point of contract award. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal.
L. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities.
M. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.
N. Manufacturer Warranty: Manufacturer shall warrant pipe and fittings for 1 years to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.
O. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of two (2) year for labor from the date of final acceptance against defective materials, design and workmanship. The material shall be as specified in the manufactures specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COTR PRIOR TO FINAL INVOICING.
