Questions from Industry 12305B22Q0106 As of 25 July 2022
1. The Statement of Work calls for openings of 16'-7" x 15'-8" (#1), 16'-7" x 15'-7" (#2), and 16'-8" x 15'-9" (#3). Please confirm that the dimensions provided are back to back of guide (BBOG) by top of coil (TOC) dimensions, and not the clear width x height dimensions.

2. The Statement of Work calls for openings of 16'-7" x 15'-8" (#1), 16'-7" x 15'-7" (#2), and 16'-8" x 15'-9" (#3). Please confirm that the following clear opening dimensions that we scaled from the site visit will be acceptable: Door #1 - 16'-0" wide x 13'-7 1/2" - 13'-9" (RH-LH inside looking out) 1 1/2" slope. Doors #2 & #3 - 16'-0" wide x 13'-10" tall.

3. There is about 18" of conduit running above door #1, preventing the coil from mounting flush to the wall in front of it. Additionally, the blocking at all three doors stops at 15'-0" AFF. We require a flush mounting surface all the way to the top of the coil. Please clarify how you intend on addressing this issue.

4. The Statement of Work calls for four (4) new coiling doors, however, only three (3) are existing.
Please confirm that only three (3) new doors are required. If an additional door is required we will need clear width x height dimensions in order to provide a price.

5. Please confirm that the cow gate/railing is to be sliding and only at the end of the space. At site we were told that we can match to any one side of the existing railing as either side has a different design.

6. Please confirm whether the cows will removed from the work space daily for eight (8) consecutive hours. We will coordinate with the USDA staff well in advance, but need to know whether they will be in the stalls. This affects our production rate/schedule, means and methods, and hence pricing.

7. The Statement of Work further lists that the contractor shall install aluminum bulkheads to prevent the weather to enter the building. The carpentry work is to pad down (3) openings to 12'-0" x 12'-6" and (1) to 12'-0" x 12'-2" and finish with similar corrugated siding/drip edge.( match as close as possible). Please provide additional clarification to this work. Is this framing on the exterior of the building or within the existing rough opening? See attached marked up photos and confirm if this interpretation is accurate.

8. Can the new (1) Surface Mounted Eaton 100 Amp, 120/240 Volt, 60 Hz. 3 Phase, 4 wire, 24 Circuit Electrical Panel be installed outside of the existing Mech/Elect room? The existing room does not have wall space for the new panel.

9. The POP noted in the solicitation is 90 days from NTP. The POP noted on page 8 of the SOW is 82 days. Please clarify.

10. Upon requesting a quote from the specified mechanical supplier Kalgo, we were told “hopefully we can provide a quote within a week”. If pricing is not provided from Kalgo, please confirm comparable make/model alternate heater is acceptable.

11. SOW Page 3, under Demolition says, “Contractor shall prepare the existing door opening for the
(4) new galvanized steel electrically operated rolling service doors.” The quantity four is mentioned again on page 4, 5, and 6. Please confirm there will be three (3) doors to be replaced.

12. At Door 1, there is about 18” of conduit at the top which prevents the coil from mounting flush to the wall in front of it. Is this contractor to include relocating this conduit in his/her pricing?

14. Will the cows/hay be moved such that work in each of the stalls will be unencumbered and not present a safety or fire hazard to the animals?

15. SOW page 4, last bullet mentions installation of four aluminum bulkheads installed at the top portion of the existing door opening because of the difference between the existing door opening and the new door sizes. Please confirm Overhead Door is to proceed with the measurements they took on site, filling the size of the existing openings, and no bulkhead is necessary. Contractor can provide blocking for OH door as required.

16. SOW page 6, Submittal section mentions applied roofing system. Please confirm this is not applicable.

17. SOW page 8-9, Letter J indicates a 45 day shipping period. We do not have confirmation from any of the vendors on shipping at this time. In fact, the mechanical vendor has told us some items are not currently available. Please confirm that this shipping period will be removed from the contract requirements.

18. SOW page 9, Letter O indicates a two-year warranty for labor. Page 5, number 5 indicates a one-year warranty for labor. Please confirm a one-year labor warranty is applicable for this project.
Government Response: The contractor shall Provide a (1) Year Labor Warranty.
19. The bottom of the existing Door #3 pressure treated vertical wood members at the door rough opening is rotted at the; are we to repair or leave as is?
Government Response: The contractor shall start from the finished grade remove 2’-0” for the existing pressure treated wood material. This appl only to the exterior wall and interior wall surface material of the wood door framing members. The center pressure treated door wood framing members that is sandwiched between the to the exterior wall and interior wall surface material of the wood door framing members shall stay in place Please see pictures #7, #8 & #9.

20. The Statement of Work paragraph 3 states “….provide and install at the thirty-eight (38) 800 watt, 65”x6”x6” HS-2408 Kalglo Electric Radiant Infrared Heater with (4) Kalglo LCEDT-24168 Heavy Duty Solid-State Temperature Control with 25”-0” Infrared Thermistor Sensor as Manufactured by Kalglo Electronics Company, Inc.” On Attachment 5 Heaters and Temperature Control Data Sheet, the HS-2408 model is crossed off and the HS-2420 model has a star next to it. Please confirm whether the HS-2408 model is correct.
Government Response: The Electric Heaters shall be a quantity of (38) 120 Volt, 800 watts, 35”x6”x6” HS-1208 Kalglo Electric Radiant Infrared Heater and the Electric Heater Controllers shall be (9) Kalglo LCEDT-1242 120 Volt 4.2KW Heavy Duty Solid-State Temperature Controller with 25”-0” Infrared Thermistor Sensor. Please see Electric Heater and Electric Heater Controller Spec. Sheets Pages #1 thru #4.
21. Depending on the answer to the above question, the required panel size for either the HS-2408 model or HS-2420 model will need to be larger than the (1) Surface Mounted Eaton 100 Amp, 120/240 Volt, 60 Hz. 3 Phase, 4 wire, 24 Circuit Electrical Panel identified in the Statement of Work paragraph
3. If the HS-2408 is the correct model, a 200 Amp 120/240 Volt, 60 Hz. 3 Phase, 4 wire panel will be required as each heater draws 3.4 Amps. If the HS-2420 is the correct model, a 400 Amp 120/240 Volt, 60 Hz. 3 Phase, 4 wire panel will be required as each heater draws 8.3 Amps.
Government Response: The contractor shall supply and install the following electrical and heater equipment, (1) 125 Amp, 120/208 Volt, 60 Hz. 3 Phase, 4 wire, Breaker for existing MDP Panel to feed the new MDP, (1) Lockable Surface Mounted Eaton NEMA 4X Stainless Steel 125 Amp, 120/208 Volt, 60 Hz. 3 Phase, 4 wire, with no less than 24 Circuit Breaker in the Electrical Panel, (11) Eaton 40 Amp, 120 Volt, 60 Hz., 1 Pole Circuit Breaker (9) for the Heater Controllers and (2) for spares, thirty-eight
(38) 800 watt, 35”x6”x6” HS-1208 Kalglo Electric Radiant Infrared Heater with (9) Kalglo LCEDT- 1242 120 Volt 4.2KW Heavy Duty Solid-State Temperature Controller with 25”-0” Infrared Thermistor Sensor as Manufactured by Kalglo Electronics Company, Inc.” The contractor shall Attach no more than 5 Heaters to any of the (9) Heater Temperature Controllers. The Electrical MDP Panel electrical load shall be balanced among the 3 phase legs. The contractor shall supply and install (4) 40 Amp Breaker on the A Phase Leg, (4) 40 Amp Breaker on the B Phase Leg and (3) 40 Amp Breaker on the C Phase Leg of the New Electrical MDP Panel. The contractor Shall install heaters with a 3’-0” space between each heater to make sure that the entire length of the Cow Stall is covered by the heater’s coverage range.
Please Note that (1) Heater Controller will have only one heater attached to it, but additional heaters will be installed later by the Government. The contractor shall provide all required equipment and materials to have a complete, fully functional an electrically code compliant heating system. All electrical wiring shall be installed in rigid conduit and all electrical work shall comply with the current Federal, State, Local, current NEC, current International Building Code and current NFPA Life Safety Code. The work shall be Performed by a Maryland State Licensed Master Electrician. Please see the Rev. #1 Heater- Overhead Door and Cow Stall Railing Location Drawing pdf.
22. Please confirm where the MDP main distribution panel is located and provide a photo of it with the panel doors open and a photo of the current panel schedule. It does not appear to be shown on the provided Attachment 2, Attachment 3 or Attachment 4 drawings. Also, please confirm that the new panel will be fed from this MDP, as identified in the Statement of Work paragraph 3.
Government Response: The New Electrical Panel shall be fed from the Existing 400 Amps, 120V/208V, 3P, 4 Wire MDP Panel across from the office in the Mechanical/Electrical Room as shown on pictures #17, #18, #19 & #19A. The new electrical panel at location #2 for New MDP as shown on picture #15A & #16A. The Heater Controllers shall be installed adjacent to the left of the new electrical MDP panel. The Heater controllers shall be stacked above each other two by to or three by three. The contractor shall properly label the circuit breakers on the Panel Identification card as well as labeling the Heaters and Heater Controller with the corresponding notion of HC-A thru HC-I as it relates to the heater group that it is associated with. Please see Drawing #2.
23. The existing overhead Door Material and Style are Different than what is selected in the SOW.
Shall we price what is in the SOW or the existing Door Material and Style?
Government Response: The contractor shall supply and install new overhead doors to match the existing overhead Door in its Material composition and it’s Style. The door shall have Peep holes within the Slats positioned approximately 4’0” from the finished floor and the Material shall match the existing overhead doors presumed to be Stainless Steel. Please see picture #20 & #21.
