Questions from Industry 12305B22Q0106 As of 25 July 2022

1. The Statement of Work calls for openings of 16'-7" x 15'-8" (#1), 16'-7" x 15'-7" (#2), and 16'-8" x 15'-9" (#3). Please confirm that the dimensions provided are back to back of guide (BBOG) by top of coil (TOC) dimensions, and not the clear width x height dimensions.

Government Response: The dimensions provided are back to back of guide (BBOG) by top of coil (TOC) dimensions, and not the clear width x height dimensions. Per Site visit the doors are to be measured by the clear opening in dimensions in leu of what dimensions that are stated in the SOW.

Please note that it is the responsibility of the Contractor to Field Verify all dimensions prior to submitting a proposal and ordering materials.

2. The Statement of Work calls for openings of 16'-7" x 15'-8" (#1), 16'-7" x 15'-7" (#2), and 16'-8" x 15'-9" (#3). Please confirm that the following clear opening dimensions that we scaled from the site visit will be acceptable: Door #1 - 16'-0" wide x 13'-7 1/2" - 13'-9" (RH-LH inside looking out) 1 1/2" slope. Doors #2 & #3 - 16'-0" wide x 13'-10" tall.

Government Response: The dimensions for Door #1 - 16'-0" wide x 13'-7 1/2" - 13'-9" (RH-LH inside looking out) 1 1/2" slope. Doors #2 & #3 - 16'-0" wide x 13'-10" tall appear correct. Please note that it is the responsibility of the Contractor to Field Verify all dimensions prior to submitting a proposal and ordering materials.

3. There is about 18" of conduit running above door #1, preventing the coil from mounting flush to the wall in front of it. Additionally, the blocking at all three doors stops at 15'-0" AFF. We require a flush mounting surface all the way to the top of the coil. Please clarify how you intend on addressing this issue.

Government Response: The contractor shall supply and install materials to fur out the required door wood framing opening to avoid piping and making the surface flush. This will require that the contractor use (2) over lapping 2”x6” Pressure Treated Wood on both the left and right sides of the door opening, at two locations above the door header opening. The 2”x 6 PTW shall be affixed to the existing door wood framing with ½”x7” Galv. Lag Screws counter sunk into the wood so as to make the screw head flush with the 2”x 6“ PTW surface. The Lag Screw shall start 3” from the edge of both ends of the 2”x 6 and then every 2’-0” on center. At no time shall a lag bolt be a greater distance of 2’- 0” from one another. Please see Drawing #1.

4. The Statement of Work calls for four (4) new coiling doors, however, only three (3) are existing.

Please confirm that only three (3) new doors are required. If an additional door is required we will need clear width x height dimensions in order to provide a price.

Government Response: The requirement is for only 3 Overhead Coil Doors.

5. Please confirm that the cow gate/railing is to be sliding and only at the end of the space. At site we were told that we can match to any one side of the existing railing as either side has a different design.

Government Response: The Cow stall/railing shall only be installed at the last 12’ to 13’ of the Cow Stall located to the East and West of Door #3 per SOW. See Pictures 10-14

6. Please confirm whether the cows will remove from the workspace daily for eight (8) consecutive hours. We will coordinate with the USDA staff well in advance, but need to know whether they will be in the stalls. This affects our production rate/schedule, means and methods, and hence pricing.

Government Response: The Cows will not be moved for the work relating to the Overhead Door replacement activities. The Government has some control over moving the cow for the Ceiling Heater installation but limit ability to move all of the cows at one time. The Government shall remove the straw and Cows only in the area that the contractor currently working in during an eight hour workday.

Based on the number of Cows and the limited space available the contractor will be able to work on ½ of each row of heaters at a time. Then when finished with that sections the Cows will be moved to the completed side and the contractor can continue with the installation of the remaining heater section.

7. The Statement of Work further lists that the contractor shall install aluminum bulkheads to prevent the weather to enter the building. The carpentry work is to pad down (3) openings to 12'-0" x 12'-6" and (1) to 12'-0" x 12'-2" and finish with similar corrugated siding/drip edge.( match as close as possible). Please provide additional clarification to this work. Is this framing on the exterior of the building or within the existing rough opening? See attached marked up photos and confirm if this interpretation is accurate.

Government Response: The contractor shall supply and install Overhead Coil Doors to match the size of the Door Rough Opening horizontally and vertically not to reduce the door size.

8. Can the new (1) Surface Mounted Eaton 100 Amp, 120/240 Volt, 60 Hz. 3 Phase, 4 wire, 24 Circuit Electrical Panel be installed outside of the existing Mech/Elect room? The existing room does not have wall space for the new panel.

Government Response: No you can’t install the panel in the hallway, but you can install the new panel on the other side of the electrical room East all in one of two place. Location #1 is 10’-0” East from the existing electrical panel and option #2 is 16’-0” East electrical panel. Please see pictures 15 and 16.

9. The POP noted in the solicitation is 90 days from NTP. The POP noted on page 8 of the SOW is 82 days. Please clarify.

Government Response: The POP noted in the solicitation is 90 days from NTP.

10. Upon requesting a quote from the specified mechanical supplier Kalgo, we were told “hopefully we can provide a quote within a week”. If pricing is not provided from Kalgo, please confirm comparable make/model alternate heater is acceptable.

Government Response: I prefer no substitutions if it will only take 1 week I will ask the Contract Officer to extend due date by another week. While you are waiting you can prepare all other relevant details in your quote and complete it once the remaining information obtain. If a substation was to be considered the information of the substitution would be required to be sent for approval prior to submitting once proposal. We have to be fair to all contractors by bidding on the same product.

11. SOW Page 3, under Demolition says, “Contractor shall prepare the existing door opening for the

(4) new galvanized steel electrically operated rolling service doors.” The quantity four is mentioned again on page 4, 5, and 6. Please confirm there will be three (3) doors to be replaced.

Government Response: The Contractor shall disregard the following statement in the SOW: SOW Page 3, under Demolition says, “Contractor shall prepare the existing door opening for the (4) new galvanized steel electrically operated rolling service doors.” The quantity four is mentioned again on page 4, 5, and 6. Please confirm there will be three (3) doors to be replaced.

12. At Door 1, there is about 18” of conduit at the top which prevents the coil from mounting flush to the wall in front of it. Is this contractor to include relocating this conduit in his/her pricing?

13. Blocking at all three doors stops at 15'-0" AFF. Overhead Door requires a flush mounting surface all the way to the top of the coil. Is this contractor to include reconfiguring blocking in his/her pricing?

Government Response: This shall apply to the 3 door existing openings: The contractor shall supply and install materials to fur out the required door wood framing opening to avoid piping and making the surface flush. This will require that the contractor use (2) over lapping 2”x6” Pressure Treated Wood on both the left and right sides of the door opening, at two locations above the door header opening. The 2”x 6 PTW shall be affixed to the existing door wood framing with ½”x7” Galv.

14. Will the cows/hay be moved such that work in each of the stalls will be unencumbered and not present a safety or fire hazard to the animals?

Government Response: The Cows will not be moved for the work relating to the Overhead Door replacement activities. 15. SOW page 4, last bullet mentions installation of four aluminum bulkheads installed at the top portion of the existing door opening because of the difference between the existing door opening and the new door sizes. Please confirm Overhead Door is to proceed with the measurements they took on site, filling the size of the existing openings, and no bulkhead is necessary. Contractor can provide blocking for OH door as required.

Government Response: The Contractor shall disregard the following statement in the SOW: SOW page 4, last bullet mentions installation of four aluminum bulkheads installed at the top portion of the existing door opening because of the difference between the existing door opening and the new door sizes. Please confirm Overhead Door is to proceed with the measurements they took on site, filling the size of the existing openings, and no bulkhead is necessary. The contractor shall provide blocking for OH door as required.

16. SOW page 6, Submittal section mentions applied roofing system. Please confirm this is not applicable.

Government Response: The Contractor shall disregard the following statement in the SOW: SOW page 6, Submittal section mentions applied roofing system. Please confirm this is not applicable.

17. SOW page 8-9, Letter J indicates a 45 day shipping period. We do not have confirmation from any of the vendors on shipping at this time. In fact, the mechanical vendor has told us some items are not currently available. Please confirm that this shipping period will be removed from the contract requirements.

Government Response: The 45 Shipping days was just an estimate a schedule adjustment will be made on material deliverables once an award is made, and materials ordered. Then we will have a better understanding of time that required of materials to be delivered.

18. SOW page 9, Letter O indicates a two-year warranty for labor. Page 5, number 5 indicates a one-year warranty for labor. Please confirm a one-year labor warranty is applicable for this project.

Government Response: The contractor shall Provide a (1) Year Labor Warranty.

19. The bottom of the existing Door #3 pressure treated vertical wood members at the door rough opening is rotted at the; are we to repair or leave as is?

Government Response: The contractor shall start from the finished grade remove 2’-0” for the existing pressure treated wood material. This appl only to the exterior wall and interior wall surface material of the wood door framing members. The center pressure treated door wood framing members that is sandwiched between the to the exterior wall and interior wall surface material of the wood door framing members shall stay in place Please see pictures #7, #8 & #9.
