1.0 SCOPE OF WORK
1.1 Background
The 20th Civil Engineer Squadron (20 CES) Fire Emergency Services (FES) Flight at Shaw Air Force Base (AFB) has an operational requirement to maintain continuous, uninterrupted airfield fire protection. To ensure mission capability and meet critical airfield safety requirements, a temporary replacement Aircraft Rescue and Firefighting (ARFF) vehicle is required during scheduled maintenance/outage periods.
1.2 Objective
The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and quality control necessary to deliver, rent, maintain, and retrieve one (1) fully mission-capable, non-brand-specific, Non-Ultra High Pressure (Non-UHP) P-23 equivalent ARFF vehicle for a period of two (2) months.
2.0 VEHICLE TECHNICAL SPECIFICATIONS (NON-UHP P-23 EQUIVALENT)
The rented vehicle must meet or exceed the performance characteristics and physical specifications of a standard military P-23 ARFF vehicle, utilizing conventional (non-UHP) firefighting technologies. The vehicle must be fully compliant with National Fire Protection Association (NFPA) 1900 and Federal Aviation Administration (FAA) Advisory Circular 150/5220-10 standards where applicable.
2.1 Chassis and Powertrain
Chassis Configuration: Heavy-duty, purpose-built ARFF chassis with a minimum of or selectable all-wheel drive, engineered for both on-road rapid acceleration and off-road rugged terrain operations.
Engine: Turbocharged, aftercooled diesel engine generating a minimum of 575 Horsepower (HP), capable of utilizing JP-8, Diesel, or F-24 fuel.
Transmission: Automatic transmission with a minimum of five (5) forward speeds, paired with a power divider to allow "pump-and-roll" capability.
Acceleration/Speed: Must be capable of accelerating from 0 to 50 mph in 40 seconds or less (laden), with a minimum top speed of 65 mph.
Suspension: Independent suspension on all wheels (e.g., TAK-4 or equivalent) to maximize off-road stability.
2.2 Agent Capacities
Water Tank: Minimum lifetime-warranted polypropylene or non-corrosive water tank with a capacity of 3,000 gallons (or up to 3,300 gallons).
Foam Concentrate Tank: Minimum 400-gallon (up to 500-gallon) non-corrosive tank.
Dry Chemical System: Minimum 500 lbs. capacity Class "B" Purple-K (PKP) dry chemical system, pressurized by a standard nitrogen propellant cylinder.
2.3 Fire Pump and Firefighting System (Non-UHP Conventional)
Fire Pump Type: Conventional, single-stage or split-shaft centrifugal water pump.
Rated Capacity: Minimum pump rating of 1,950 Gallons Per Minute (GPM) at 240 PSI discharge pressure.
Foam Proportioning System: Standard automatic, around-the-pump, balanced pressure, or electronic foam proportioning system capable of accurately metering standard Class "B" aqueous film-forming foam (AFFF) or Fluorine-Free Foam (F3) at 3% or 6% selections.
Pump and Roll: System must allow full-rated discharge flow of water and foam while the vehicle is in motion at operational speeds.
2.4 Discharge Devices and Handlines
Roof Turret: Non-UHP dual-flow monitor (e.g., selectable 1,500 GPM / 750 GPM) controlled electronically from the driver and officer seats within the cab.
Bumper Turret: Bumper-mounted monitor capable of discharging a minimum of 250 GPM (up to 625 GPM), with full rotational control from the interior cab.
Handlines:
At least one (1) pre-connected structural/ARFF water/foam handline of 1.75-inch diameter, minimum 150 feet in length.
One (1) dry chemical handline with at least 100 feet of hose and a dual-agent nozzle.
Undercarriage Nozzles (Ground Sweeps): Under-truck nozzles designed to protect the vehicle's tires and underside from ground fires during operations.
2.5 Cab, Controls, and Auxiliary Systems
Cab Accommodations: Fully enclosed, crash-tested cab with seating for a minimum of three (3) fully geared firefighters, equipped with three-point seatbelts and SCBA-bracket integrated seats.
Climate Control: Heavy-duty heating, ventilation, and air conditioning (HVAC) systems suitable for continuous airfield operations.
Lighting and Sirens: Emergency warning light package (LED preferred), siren, and public address (PA) system compliant with emergency vehicle standards.
Winterization Package: Full insulation and heating elements for all piping, plumbing, pump, and agent valves to prevent freezing during cold weather operations.
3.0 SPECIAL PRE-DELIVERY AND CONDITION REQUIREMENTS
3.1 Foam Tank Rinsing and Decontamination Protocol
To prevent any chemical cross-contamination or environmental issues, the vehicle must be delivered with the onboard foam system entirely clean and dry.
Rinsing Requirement: The Contractor shall thoroughly flush, rinse, and drain the foam concentrate tank and all associated proportioning plumbing lines prior to delivery.
Zero Residue Condition: The foam tank must be 100% empty, rinsed clean, and free of any foam concentrate residue, film, or lingering bubbles.
