About this file
This is a Statement of Work for roof replacement on three historic structures located at the U.S. Forest Service Wilderness Ranger District in Mimbres, New Mexico. The project requires complete roof replacement on the Big House (metal roofing system), Smaller House (synthetic cedar-look shakes), and Shower/Laundry Building (synthetic cedar-look shakes), with all work performed in coordination with State Historic Preservation Office (SHPO) requirements and in accordance with the Secretary of the Interior's Standards. All roofing materials, components, and associated products must be manufactured in the United States per the Buy American Act, and the contractor must provide domestic materials certification upon request. The contractor is responsible for furnishing all labor, materials, equipment, and supervision necessary to complete the project within 21 days of the start date.
The Statement of Work specifies comprehensive technical requirements including compliance with the 2021 New Mexico Building Code, NMAC roofing assembly standards, and the New Mexico Energy Conservation Code (R49 minimum ceiling/attic insulation). The contractor must submit material samples and mock-ups for Contracting Officer's Representative approval prior to procurement, including metal panel profiles and colors for the Big House and synthetic shake samples matching the CeDUR Shake "Walden" color reference for the other structures. Detailed scope includes decking inspection and up to 10 percent replacement at contractor expense, synthetic underlayment and ice/water membrane installation, corrosion-resistant flashing (minimum 0.019-inch thickness), gutter installation with historically compatible profiles, and comprehensive site cleanup standards requiring daily debris removal and final magnetic sweeping of building perimeters and parking areas. The contractor must provide a minimum two-year workmanship warranty plus manufacturer warranties, photographic documentation at each project stage (within three days of completion), and as-built documentation. The contractor bears responsibility for any damage to Forest Service property caused during performance and must ensure qualified personnel with roofing and historic structure experience are designated for on-site supervision and daily project oversight.

Project Wilderness Ranger District 3 Roof Replacements General Information
1.0 Scope of Work
The U.S. Forest Service, Wilderness Ranger District (Mimbres, NM), requires full roof replacement on three historic structures:
1. Big House — Metal roofing system (contractor‑provided; profile must match historic appearance)
2. Smaller House — Synthetic cedar‑look shakes (contractor‑provided; profile must match historic appearance)
3. Shower/Laundry Building — Synthetic cedar‑look shakes (contractor‑provided; profile must match historic appearance) All work shall preserve the historic character of the structures in coordination with SHPO, in accordance with the Secretary of the Interior’s Standards, and National Park Service Preservation Brief 4 (roofing in historic structures)
2.0 Background
The Wilderness Ranger District maintains several historic administrative and support facilities located in Mimbres, New Mexico, that contribute to the historic character and operational continuity of the site. The existing roofing systems on the Big House, Smaller House, and Shower/Laundry Building have reached the end of their service life and are exhibiting deterioration, weathering, and reduced long-term reliability. Roof replacement is necessary to protect the structures from continued moisture intrusion, preserve the integrity of the buildings, and maintain safe and functional occupancy.
Because these structures possess historic character and are subject to heritage preservation considerations, the replacement roofing systems must maintain the historic visual appearance of the original structures while incorporating durable modern materials and installation methods. All work shall be performed in coordination with applicable SHPO requirements and in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
The project includes installation of a historically appropriate metal roofing system on the Big House and synthetic cedar-look shake roofing systems on the Smaller House and Shower/Laundry Building. Synthetic shake materials shall closely replicate the historic cedar shake appearance, including profile, texture, exposure, and color characteristics, while providing improved durability, fire resistance, and reduced maintenance requirements appropriate for Forest Service facilities.
The intent of this project is to preserve the historic architectural character of the site while ensuring the buildings remain weather-tight, code-compliant, operationally functional, and maintainable for long-term Forest Service use.
Contractor Requirements
3.0 Technical Requirements / Tasks
