About this file
This is a Questions and Answers document for a roof replacement solicitation (127EAX26Q0082) issued by the U.S. Forest Service Wilderness Ranger District in Mimbres, New Mexico. The document addresses clarifications on site conditions, material specifications, and regulatory compliance requirements for three historic structures requiring full roof replacement.
Key clarifications include: restroom facilities are available at the District Office; gutters must match existing aesthetic on each building per State Historic Preservation Office (SHPO) requirements with complete replacement and proper drainage installation; decking replacement should be budgeted at up to 10% with any additional replacement requiring Contracting Officer/Contracting Officer's Representative clearance; and permitting is not required by the contractor, though full compliance with all codes, standards, and regulatory requirements is mandatory. The contractor must comply with New Mexico State Codes (2021 New Mexico Building Code incorporating amended IRC/IBC provisions, NMAC 14.7.3.17 roofing assembly standards with minimum 0.019" flashing thickness, and 2021 New Mexico Energy Conservation Code requiring R49 minimum ceiling/attic insulation) as well as federal requirements including USFS Directives and Manuals, 36 CFR provisions, and USFS Built Environment Image Guide standards for visual and architectural character preservation.
