Replace Signal Mountain Public Boat Launch Courtesy Dock Grand Teton National Park Scope of Work
A. Introduction
1. Grand Teton National Park needs a replacement for the courtesy dock at the Signal Mountain Public Boat Launch. The existing courtesy dock in place is in poor condition and requires frequent repair. The dock is removed from the lake every fall where it stays on the boat ramp for the winter until the lake melts in May. Because the dock does not have wheels, the dock is dragged approximately 250’ on its polyethylene floats every time it is put in and out of winter storage.
B. Scope
1. Manufacture and deliver replacement courtesy dock. Installation will be performed by park staff with guidance from contractor (technical manuals and/or phone support). Existing anchors and cable will be utilized.
i. Park staff will install dock with guidance from contractor in the form of instructions sent prior to delivery for review. Park staff will be responsible for final assembly on site but shall not consist of more than offloading dock components from delivery vehicle and installation of pins/bolts. No welding or other metal work shall be required of park staff for final assembly.
ii. The following equipment is the inventory of relevant equipment that park staff may utilize for removal from delivery vehicle and installation:
1. John Deere 644K Loader (2)
2. John Deere 410J Backhoe
3. John Deere 6400 Tractor
4. John Deere 5525 Tractor
5. Hyster Forklift H80XM
6. Case 120A Tractor C. New Courtesy Dock Requirements
1. One courtesy dock consisting of: 80’ long x 8’ wide floating walkway with composite decking, winches, removable wheels, and a 40’ long x 4’ wide accessible (ABA compliant) aluminum bridge with large, oversized tires on the shore end.
D. Specification of New Dock
1. Below are specifications based on the specifications of docks currently in use on Jackson Lake. Contractor shall submit specifications with quote/proposal. Proposed/quoted dock must meet or exceed the purpose of each specification below. Again, these specifications are based on docks currently being successfully used.
2. Dock Frame - 12" deep box truss frame made with main structural members constructed from EXTRA HEAVY DUTY 2½"x2½"x5/16" angle, frames connected with ½" diameter Grade 5 galvanized bolts.
3. Flotation – Black, 20" deep, rotational molded polyethylene encased floats, filled with expanded polystyrene and bolted to the dock frame with 3/8" diameter galvanized bolts and washers. Shell thickness shall be nominal .150 inches. Fifteen (15) year warranty on the polyethylene encased flotation. Approximate freeboard = 22".
4. Decking – 2" x 6" "Moisture Shield" composite decking attached to the steel frame with 5/16" screws.
5. Winch – 2-ton, 16" drum, Wintech (or approved equal) winches and stands. Four (4) winches on winch pedestal frames.
6. Bumper Board – Single row of 1" x 6" composite attached to frame with 5/16" self-tapping screws.
7. Bumper – Black heavy duty 3" single lip vinyl bumper on the full perimeter of the dock.
8. Cleats – 10" heavy-duty aluminum Tee cleats on 10' centers.
9. Wheels and Receivers – 12 sets.
10. Wheel Chocks – One chock provided per wheel.
11. Gangway – 5'x30' Aluminum bridge with non-skid aluminum decking and ADA rails. Bridge to have large, oversized tires on the shore end.
12. Attachment points for removing the dock from lake with a front-end loader or other equipment for winter storage.
13. All steel shall be hot dip galvanized after fabrication.
E. Period and Place of Performance
1. Period of Performance:
i. Award Date through 10/25/2024
ii. Delivery limited to between early May and late October
iii. Signal Mountain Boat Ramp may be closed for up to one day for delivery and installation.

1. USE OF PREMISES
i. Storage of Materials and Equipment: If needed, the park will provide access to a staging area in vicinity of the Signal Mountain Boat Launch.
ii. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage, which may result from moving of equipment.
2. GOVERNMENT'S OCCUPANCY REQUIREMENTS
i. Road or boat ramp closures will be permitted, when required, upon specific approval of Contracting Officer.
3. DELIVERY DETAILS
i. On-Site Delivery Hours: Delivery shall be performed during normal business working daylight hours only, and from 8 am to 4 pm, Monday through Friday.
ii. Delivery outside normal business working hours will be permitted with prior approval from Contracting Officer Representative (COR). Requests shall be submitted one week prior to requested delivery outside normal business hours will occur.
4. PROTECTION OF PARKS AND PUBLIC LANDS
i. All boats are required to have a Grand Teton Boat Permit prior to launching on any of the park’s waters. All watercraft using Wyoming waters are required to display a Wyoming Aquatic Invasive Species decal. The decal can be purchased online at the Wyoming Game and Fish Department website or from a variety of local vendors. All boats entering Grand Teton National Park are required to stop for an Aquatic Invasive Species (AIS) inspection. This will be required if the contractor requires the use of a boat for delivery.
ii. All vehicles and equipment that enter the Park in association with this project shall be free of mud, weeds, seeds, plant material, and other unwanted substances upon entering the park.
iii. Do not operate or park any vehicles or equipment off the paved roadway except in approved areas. Do not operate or store vehicles and equipment leaking oil, gas, or anti-freeze within the park boundaries. Do not drain oil, hydraulic fluids, anti-freeze, or other chemicals onto the ground within Park boundaries. Notify CO of any spill immediately. Contractor is responsible for the immediate cleanup of any spill.
iv. Do not feed or disturb wildlife within the Park boundaries. Store and handle food, fuel, food containers, dishes, or other attractants including toiletries, pet food/bowls, and any odorous item in a manner that does not attract bears, i.e. no food, pet food, garbage, drinks, trash, or food and drink containers except during actual use.
v. In camping, picnic, and day-use front country areas, all food items must be attended to at all times or stored inside bear resistant food storage lockers, or inside hard-sided vehicles with doors locked and windows closed.
vi. In developed lodging areas and residences, all unattended food items must be stored inside a secure building or inside hard-sided vehicles with doors locked and windows closed so that food is not visible from the exterior.
vii. Temporarily suspend activities when a grizzly bear or wolf comes near the work site and creates a potential animal/human conflict. Immediately notify the CO and Teton Interagency Dispatch Center for resolution of any potential animal/human conflicts or of actual animal/human confrontations. If necessary, contractor, subcontractor, and employee may be required to carry bear pepper spray, if warranted by bear/human activity. The Government will not supply bear pepper spray. Maintain required distances from wildlife at all times.
viii. Immediately remove all debris that falls into Jackson Lake.
