About this file
This document appears to be a set of clarifications related to a Request for Proposal (RFP) for the replacement of the Signal Mountain Public Boat Launch Courtesy Dock at Grand Teton National Park. The key details are:
The solicitation requires a 4'x40' bridge, not 5'x30' as previously stated. Regarding freeboard, the National Park Service considers freeboard to be the distance from the top of the deck to the water level, with no specific 22" requirement as long as it is a reasonable height to enter a watercraft. Alternate specifications such as marine grade aluminum instead of galvanized steel may be proposed, as long as the dock meets or exceeds the purpose of the specifications. The contractor should indicate in their proposal if they are unable to meet the 10/25/2024 delivery timeline due to lead times. The overall requirement is for a removable, weather-resistant floating dock to be used at the Signal Mountain Public Boat Launch in Grand Teton National Park.

Replace Signal Mountain Public Boat Launch Courtesy Dock Grand Teton National Park Clarifications
1) Question - Is the bridge 4x40 or 5x30? I see both are called out, but I want to make sure we quote correctly.
ANSWER – 5’x30’ is a typo. The park requires it to be 4’x40’ (updated in the SoW v2)
2) There is a callout for a 20” float and 22” freeboard. What are you considering “freeboard”? We measure freeboard from top of deck to water level. If we used 20” floats, you are going to be above 22” freeboard if we maintain standard 30 PSF live load.
ANSWER - I am considering "freeboard" to be top of deck to water level. The freeboard can be greater than 22" as long as it is still a reasonable height to enter a watercraft. No kayaks, canoes, or other such small watercraft use this dock, so low freeboard for this purpose is not a concern.
3) General questions about the specifications and can certain substitutions be made for materials etc.
ANSWER - As stated in the Scope of Work, the "specifications listed are based on the specifications of docks currently in use on Jackson Lake." Alternate specifications may be used - such as marine grade aluminum instead of galvanized steel, etc.
“Proposed/quoted dock must meet or exceed the purpose of each specification”.
The floating dock must be designed to withstand extreme weather, wind, waves, and be removable from the lake with the use of removable wheels and an attachment point for a truck, loader, or other piece of equipment.
4) Lead times:
If lead times preclude you from delivering per the SoW (by 10/25/2024), please make your proposed time-line clear in your proposal.
