About this file

This document is a Statement of Work (SOW) for CXT Vault and Septic Pumping services for the USDA Forest Service's Cleveland National Forest, covering three ranger districts: Descanso, Palomar, and Trabuco. The contract requires the contractor to provide comprehensive pumping services for CXT vault toilets and septic tanks across 42 specific locations, including campgrounds, trailheads, picnic areas, and scenic overlooks. Services include completely emptying vaults, cleaning and disinfecting facilities, properly disposing of waste, and handling trash removal, with most locations requiring annual pumping and some high-traffic sites needing semi-annual service.

The project is scheduled to start in January 2026, with the contractor responsible for providing professional personnel, maintained equipment meeting safety standards, and effective communication. The work will span locations in San Diego and Riverside Counties, with specific requirements including using exterior access hatches when possible, preventing spillage, using pressure washing techniques, and ensuring thorough cleaning. The Forest Service will monitor task completion and replenish water levels in CXT facilities after pumping, and will supply water for locations without direct access. The contract includes an option for additional services on an "as-needed" basis and emphasizes compliance with federal, state, and local regulations.
