About this file

This is a Statement of Work (SOW) for repair services of components used in U.S. Coast Guard (USCG) HC-130J aircraft, issued under contract 70Z03826QH0000109.

The contractor must repair specified components to Ready for Issue (RFI) condition in accordance with applicable technical directives and OEM specifications. The contractor shall supply all parts, labor, materials, tooling, and test equipment required for repairs at firm-fixed pricing rates. All repairs must comply with the Original Equipment Manufacturer's Commercial Maintenance Manuals (CMM) with Cage Code 00268 and other applicable technical directives. The contractor must be either an OEM or OEM-authorized repair center, with facility certification verified through OEM documentation or point of contact verification. Sub-contractors must meet specified certification requirements and provide a detailed list identifying their names, locations, certification sources, and services provided. A Quality Assurance System maintaining test and calibration requirements must be maintained by the contractor and all sub-contractors. Components must be returned airworthy and suitable for installation on USCG aircraft, including final paint, and require FAA 8130 Airworthiness Certification (or equivalent acceptable certification) and Certificate of Conformance per FAR 52.246-15. All parts must be thoroughly cleaned to remove hazardous materials per FAA Advisory Circular 43-205 prior to return. The contractor shall notify the Purchasing Agent within 10 days of receipt of components and provide documentation of part numbers, serial numbers, and any discrepancies. Delivery is dock-to-dock with no customs or import fees reimbursed. The SOW addresses special conditions including corrosion inspection and treatment, replacement parts requirements, Service Bulletin incorporation with separate pricing, obsolete parts procedures with 15-day notification timelines, and Unusual Damage evaluation with specific criteria (obvious misuse, cannibalization, crash damage). Components determined to be Beyond Economical Repair or Unusually Damaged require separate written notification and pricing proposals within 30 days of receipt. Components with no faults found shall be invoiced at the "Inspection/No Fault Found" rate established in the schedule.
