About this file

This is a Statement of Work (SOW) for repair services for U.S. Coast Guard (USCG) HC-130J aircraft components. The USCG Aviation Logistics Center (ALC) requires repair services for applicable parts identified by National Stock Numbers (NSN), with components to be returned in ready for issue (RFI) condition. The contractor must be an OEM Certified Repair Facility and shall supply all parts, labor, tooling, test equipment, and materials required to restore components to RFI status at firm-fixed pricing rates. Repair actions must comply with applicable technical directives or alternate standards approved in writing by the USCG LRS Contracting Officer, with certification and documentation requirements applied.

Technical requirements mandate that the contractor maintain a Quality Assurance System, including test component calibration and documentation, to ensure repair services conform to Technical Orders or OEM specifications. All repairs shall be accomplished in accordance with (IAW) applicable technical directives, with the contractor providing necessary maintenance, repair, and acceptance criteria data. Replacement parts must be new and traceable to the OEM; the contractor must maintain replacement part certification documentation for a minimum of 24 months after delivery. Environmental requirements include thorough cleaning IAW technical directives or FAA Advisory Circular 43-205 to remove hazardous substances such as hexavalent chromium and cadmium. Components determined to be Unusually Damaged (obvious misuse, cannibalization, or crash damage) will be handled separately with additional cost proposals, while canibalized or beyond economical repair (BER) components will require written notification and disposition instructions. All repaired components must be airworthy and suitable for installation on USCG aircraft, certified via FAA 8130 Airworthiness Certification or equivalent, and accompanied by a Certificate of Conformance prepared IAW FAR 52.246-15. Delivery terms are dock-to-dock with no government reimbursement of customs, duties, or import fees, and required delivery dates will be specified in individual purchase orders.
