STATEMENT OF OBJECTIVES (SOO)

Internet Services

I. Purpose:

To obtain internet services for the Computer Forensics Laboratory (CFL) and Technical Enforcement Group (TEG) at Homeland Security Investigations (HSI) San Juan.

II. Background:

HSI (Homeland Security Investigations) San Juan has a requirement for internet service for the Technical Enforcement Group (TEG) and for the Computer Forensics Laboratory (CFL). CFL supports not only HIS, but also other law enforcement agencies in Puerto Rico and the U.S. Virgin Islands. CFL runs their daily operations with a dedicated fiber optic line running 1000/100 (download/upload) speeds. HSI San Juan already paid the installation and construction fees for this current service. The TEG recently switched the existing internet service due to the high costs and low bandwidth speed since established back in 2004. Requirements are established based on current and future needs of circuits. The TEG circuits require maximum bandwidth available and quality of service (QoS) to provide an essential agency service. Static IP requirements are meant to add on an extra layer of security and provide point to point connections via secure firewalls across our area of responsibility (AOR). Due to high amount of traffic and connection-oriented systems, bandwidth needs are required to be at least 1GB. Currently, the TEG has a dedicated internet circuit connected via single mode fiber which has satisfied their current needs. Their systems are maintained, updated and monitored remotely from Headquarters in order to ensure availability at times of need. The nature of their operations demand a secure circuit which can provide time sensitive information when needed.

III. Period and Place of Performance:

Period of Performance will be from September 1, 2020 to August 31, 2021 with four option periods.

• September 1, 2021 to August 31, 2022 – Option Year 1

• September 1, 2022 to August 31, 2023 – Option Year 2

• September 1, 2023 to August 31, 2024 – Option Year 3

• September 1, 2024 to August 31, 2025 – Option Year 4

Places of Performance will be the following:

• 7 Tabonuco St. 2nd Fl, SPOC, Guaynabo, PR 00968

• 7 Tabonuco St. 3rd Fl, SPOC, Guaynabo, PR 00968

V. Performance Objectives:

1. Installation of a dedicated fiber optic line of 1000/100 (download/upload) speeds at the SPOC 2nd Fl.

2. Installation of a dedicated fiber optic line of 1000/100 (download/upload) speeds at Miramar 12th Fl.

3. Installation of a dedicated optic line of 250/250 (download/upload) at the

SPOC 3rd Fl.

4. Bandwith needs are required to be at least 1GB.

5. The Internet service provider shall have the technology and customer support availability 24/7.

VI. Operating Constraints:

1. Following the authorization from the ICE Purchase Card program, HSI San Juan is currently paying for the internet services with the purchase card until a contract is awarded. The program office will not have the authority to make future payments.

2. The CFL and the TEG individual missions require the continuity of operations with these internet services that are not connected to the ICE/HSI network.
