Attachment 1- Statement of Objectives

STATEMENT OF OBJECTIVES (SOO)

Internet Services

I. Purpose:

To obtain internet services for the HSI San Juan.

II. Scope or Mission:

To support the mission of the Computer Forensics Laboratory (CFL), and the Technical Enforcement Group (TEG) and to connect the access control system (ACS) between the main office (Miramar) and the San Patricio Office Center

(SPOC).

III. Period and Place of Performance:

Period of Performance will be from September 30, 2020 to September 29, 2021 with four option periods.

• September 30, 2021 to September 29, 2022 – Option Year 1

• September 30, 2022 to September 29, 2023 – Option Year 2

• September 30, 2023 to September 29, 2024 – Option Year 3

• September 30, 2024 to September 29, 2025 – Option Year 4

Places of Performance will be the following:

• 800 Ponce de Leon Avenue, 12th Fl, San Juan, PR 00907 (Miramar)

• 7 Tabonuco St. 2nd Fl, SPOC, Guaynabo, PR 00968

• 7 Tabonuco St. 3rd Fl, SPOC, Guaynabo, PR 00968

IV. Background:

HSI San Juan was paying with internal recurring obligations (IRO) the internet services. It was determined that the IRO cannot be used to pay for this effort.

V. Performance Objectives:

1. Installation of a dedicated fiber optic line of 1000/100 (download/upload) speeds at the SPOC 2nd Fl.

2. Installation of a dedicated fiber optic line of 1000/100 (download/upload) speeds at Miramar 12th Fl.

3. Installation of a dedicated optic line of 250/250 (download/upload) at the SPOC 3rd Fl.

4. Obtain the maximum bandwidth and quality of service.

5. Get a reliable customer service for troubleshooting issues.

VI. Operating Constraints:

1. Following the authorization from the ICE Purchase Card program, HSI San Juan is currently paying for the internet services with the purchase card until a contract is awarded. The program office will not have the authority to make future payments.

2. The CFL and the TEG individual missions require the continuity of operations with these internet services that are not connected to the ICE/HSI network.
