STATEMENT OF NEED (SON)

RFQ #: W50S6S24Q0028

Project Title: Fuel Apron Sunshade Fabric Date: 17 Jun 2024

SUMMARY OF WORK

1. PURPOSE OF SECTION: The SON explains the general intent of the project named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for the purchase order; the Contractor shall be responsible for providing specific performance details in their resulting proposal.

2. PROJECT SCOPE: The contractor shall provide all materials, transportation, equipment, tools, personnel, labor, supervision, and management necessary to remove existing sunshades canopy fabric and install comparable replacement fabric per manufacturer’s instructions.

2.1 CLIN 0001 – Fuel Apron Canopy Fabric

3. LOCATION: Morris Air National Guard Base Tucson, AZ 85706

4. MAJOR ITEMS OF WORK: Work includes but is not limited to the following items:

· Remove the existing fuel apron sunshade canopy fabric and dispose of off base.

· Prior to commencement of installation, the contactor shall check all contact surfaces for serviceability. Spot treat corrosion and/or rust and apply paint to match existing as needed.

· Identify any structural damage / defects which may impact installation to the Contracting Officer and Maintenance Group POC immediately.

· Transport replacement fabric components to the sunshade location in a prepared state, ready for installation with little or no onsite fabrication required.

· Install replacement fabric and fasteners per manufacturer’s instructions.

· Inspect fabric for proper tautness per manufacturer’s instructions.

· Inspect all bolts, nuts, cables, and lacing and tighten as necessary.

5. REQUIRED SPECIFICATIONS: Replacement fabric shall be of a durable material with UV reduction properties and durability comparable to current fabric: Agate Inc. Textilene 80, Part # Agate ASC 024. This is a brand name or equal requirement. The proposed product(s) must effectively meet or exceed the technical specifications, functional and performance characteristics.

6. WORK RESTRICTIONS: A portion of the work will be performed in a controlled area. Base access passes and escorts are required. No unauthorized entry is permitted by any contractors or delivery vehicles unless approved. Photos are not to be taken. Standard contract work hours of M-F 6:00 A.M – 3:30P.M. AZ time shall be in effect.

7. Personnel Access. To gain entry into restricted areas, contractor personnel must be listed on an Entry Authorization List (EAL), have proper identification (two forms, one of which must have a photograph), be identified by Government personnel. Contractor may be required to be escorted for work in restricted areas. Contractor shall coordinate with the applicable Government POC for access and escort assignment / waiver. Every effort will be made to coordinate these requirements in advance; however, there may be delays of up to 15-30 minutes when escorts are required, and contractor personnel should anticipate delays.

1. Five days prior to the initial commencement of work, the contractor must submit to the Contracting officer a list containing the names and driver’s license number and state of issuance for all employees who will be engaged in restricted work areas. The contractor will also submit a list of vehicle descriptions and serial numbers for the vehicles brought into the restricted area. Any changes must be submitted to the contracting officer and Maintenance Group POC at least 48 hours in advance of required access to the site.

1. If escort is required, contractor personnel must meet the escort(s) at the restricted area security gate within the agreed upon time limits. Unannounced arrival at a restricted area, or attempts by the contractor to contact restricted area personnel directly, will be considered a security violation.

1. Contractor personnel shall avoid restricted and controlled areas, unless work is to be accomplished in restricted and controlled area and all necessary coordination and pre-announcements have been made.

8. DESIRED PERFORMANCE PERIOD:

60 Days after receipt of order.

9. GENERAL LOCAL REQUIREMENTS

Access and General Protection/Security Policy and Procedures.

The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR) The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer based training (CBT) course on Joint Knowledge Online (JKO) at: https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login.seam. For those without a CAC, select "Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

For Official Use Only (FOUO). The contractor shall comply with DoDD 5400.07, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and surrendered immediately to an appropriate Government authority.

Reporting Requirements. Contractor employees shall immediately report to an appropriate Government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

Safety. The contractor shall comply with Occupational Safety and Health Act (OSHA), Air Force Occupational Safety, Fire Prevention and other applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities. The contractor shall provide all personal protective clothing and equipment for contractor employees.

Hazardous Materials (HAZMAT). The contractor shall manage, handle, transport, and store in accordance with the Resource Conservation and Recovery Act, 40 CFR 260-265, Protection of Environment, applicable State statutes and regulations. Any waste that is generated will require coordination with the Environmental Office for storage and disposal. Hazardous waste generated on base shall not be removed by the contractor without prior approval.

Smoking in AF Facilities. Contractors are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as the COR. Smoking is permitted only in designated areas.

Illegal Substances. Illegal substance possession and/or use will not be tolerated. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.

9. Inspection/Acceptance Standards. The contractor’s performance will be determined satisfactory when the task meets or exceeds the standards described herein. Should the services provided not conform to the contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When defects in services cannot be corrected by re-performance, the Government may:

- Require the Contractor to take necessary action to ensure that future performance conforms to the contract requirements, and; reduce the contract price to reflect the reduced value of the services performed.

- If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:

- By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service, or; terminate the contract for default.
