GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials to install a government furnished 40’x25’ shade structure and pour a concrete slab at the Bureau of Land Management (BLM) Sundance Recreation Site located 3 miles south of Laurel, MT. Work includes, transportation of the shade structure located at the BLM office in Billings, MT, and the installation of the structure as well as the pouring of a concrete surface under the structure, site grading, placing & compacting base materials, and installing concrete under the structure. in accordance with these drawings and specifications.
B. Location: Work under this Contract is located at Sundance Recreation Area. Sundance Recreation Area is located approximately 3 miles southeast of Laurel, MT off Thiel Road.
C. Work Schedule: Work shall be performed during the normal work week, Monday – Friday, 8am – 5pm except for federal holidays when work is not permitted. Requests for differing work hours and days may be submitted to the Contracting Officer Representative in writing and approved on a case by case situation.
D. Work Area: Work area is located at a BLM recreation site. During the time of construction, the construction area will be closed to the public.
The contractor is responsible for all necessary temporary barriers and signage to secure the work area and ensure the safety of the public using the site.

1.3 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no

objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.
After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTAL:
A. Scope: Submittal shall be based on the requirements listed in these contract sections.
B. Requirements: For required submittals, allow at least 3 working days for review. Submittal shall be delivered to the Contracting Officer’s Representative for review.
C. Identification of Submittal: Completely identify each submittal by showing at least the following information: Submit two copies of each submittal for approval.
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or re-submittal.
5. Each item shall note the manufacturer's name and address.
1.5 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Measurement for pavement is based on the area measured on site and material lift tickets. See pay item details for described units.
1.6 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations, which will protect them from damage until installation on the project and final acceptance.
The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.7 PROJECT/SITE CONDITIONS:
A. Access to the Work: The work site access is provided by State and County road systems.
B. Environmental Considerations: The aesthetic values of the site and surrounding area are of prime importance. The Contractor shall take all care necessary to preserve all plant life and other natural features. Any surface damage at the site shall be corrected by the Contractor and at the Contractor’s expense. Any damage to existing State, County or local roads, used to transport materials to the project, shall be corrected by the Contractor at his expense.
C. Construction facilities: Do not park vehicles or equipment or store materials on private property without written permission from the property owner. Bureau of Land Management will permit a staging area located adjacent to the work location (staging area shown on drawings). The Contractor shall make a request for additional staging area to the Contracting Officer Representative.

1.8 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, submittals, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site or as determined by the Contracting Officer.
2. Notification: Meetings may be called by either the Contracting Officer or the Contractor. The request shall state who should attend.

C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: The Contractor shall notify the Contracting Officer, in writing, at least 5 working days before the completion date so the Government can schedule final inspection.
3. Attendance: The Contractor shall require the superintendent to be present during this inspection.
3.2 CLEANUP:
A. Waste Removal: The Contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by the Contractor.
At the completion of the work, the Contractor shall remove all such materials from the work site. Excess materials (concrete, fill material, and soil) shall be removed from the project site.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

GOVERNMENT FURNISHED PROPERTY

1.1 SUMMARY: The contractor shall be responsible for transporting the government furnished shade structure from the BLM State Office located at 5001 Southgate Drive, Billings, MT to the Sundance Recreation Site located near Laurel, MT.
A. Section Includes: Property to be furnished by the Government and their locations.
1.2 DELIVERY, STORAGE, AND HANDLING:
A. Location: The contractor shall be responsible for transporting the government furnished shade structure from the BLM State Office located at 5001 Southgate Drive, Billings, MT to the Sundance Recreation Site located near Laurel, MT.
B. Time: Notify the Contracting Officer Representative 6 working days prior to on-site work to allow the government furnished property to be delivered.
PART 2: GOVERNMENT FURNISHED PROPERTY

A. Section Includes: Remove and dispose of excess soil or other construction debris.
1.2 DEFINITIONS:
A. FILL MATERIAL: Shall be mineral soil, free from peat, frozen material, brush, trees, roots over 2 inches in diameter, and rocks over 6 inches in greatest diameter, and be obtained from on-site excavation. Fill may be used in subgrade fill locations not under concrete.
3.1 REMOVAL: As needed.
3.2 SUBGRADE:
A. DISTURBED SUBGRADE: The Contractor will remove all pieces of concrete, soil and rock loosened by demolition unless otherwise directed by the Contracting Officer Representative.
B. SITE GRADING: The Contractor will fill the area around the shade structure such that the finished concrete floor elevation shall be 0.5’ above existing ground and sloped to match existing. Allow for topsoil and reclamation.
3.3 DISPOSAL OF MATERIALS REMOVED:
A. DISPOSAL: The Contractor will remove from site the demolished materials and dispose of properly.
SECTION MT-02213
SITE GRADING

PART 4: GENERAL
4.1 SUMMARY:
A. Section Includes: All earthwork required to excavation of subgrade sections of the project including clearing and grubbing, topsoiling, excavation, grading, and dig-out related work to prepare the site as indicated on the contract drawings.
4.2 DEFINITIONS:
A. Site Grading: All earthwork required to complete subgrade sections indicated on contract drawings. Subgrade shall be checked for suitability of bearing capacity prior to placement of crushed aggregate base and concrete. Suitability shall be tested and approved by Contracting Officer Representative using a Static Cone Penetrometer or Nuclear Density Gauge.
B. Excavation: All excavation materials shall be considered as unclassified excavation, regardless of its nature.
C. Topsoil: Shall be organic soil (identified by the Contracting Officer Representative) excavated at this site or hauled in. Topsoil shall be stockpiled for use in reclamation of the site. Topsoil shall be placed in accordance with these contract specifications and drawings.
D. Fill Material: Shall be mineral soil, free from peat, frozen material, brush, trees, roots over 2 inches in diameter, and rocks over 6 inches in greatest diameter, and be obtained from on-site excavation. Fill may be used in subgrade fill locations not under concrete.
E. Waste Excavation: Excess excavated materials not used as fill or reclamation shall be removed and disposed of by the Contractor at their expense.
4.3 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Formation of pools of moisture where positive drainage is indicated on the drawing.
2. Settlement of subgrade settlement that will affect placed aggregate base or concrete.
4.4 PROJECT/SITE CONDITIONS:

A. Excess Material:
1. Topsoil material excavated shall be stockpiled and used in reclamation of the site. Excess material will be removed and properly disposed.
2. All oversized rocks removed below subgrade elevations shall be brought back to the original subgrade elevation using Crushed Aggregate Base.
B. Elevations: Verify the grade elevations existing on the site. Notify the Contracting Officer immediately if adjustments are required to provide finish elevations indicated or compliance with the Architectural Barriers Act (ABA). Site drainage shall be considered of prime importance.
C. Environmental Conditions: Do not attempt to grade saturated material.
Water dry material to prevent dust.
PART 5: PRODUCTS
5.1 MATERIALS:
A. General: See definitions.
PART 6: EXECUTION
6.1 CLEARING AND GRUBBING:
A. Requirements: The area to be excavated shall be thoroughly cleared and stripped of objectionable vegetative matter, brush, trees, stumps, roots, and rocks and shall be removed and disposed of offsite by the Contractor at their expense. Notify the Contracting Officer Representative prior to removal of any trees. Design intent meant for no tree removal.
6.2 TOPSOILING:
A. Requirements: Topsoil will be salvaged in all areas of excavation.
Topsoil will be stockpiled and used during reclamation.

6.3 EXCAVATION:
A. Requirements: Excavation shall be performed in a manner that allows the Contractor to sort the excavation classifications Topsoil and Fill Material. Excess excavation shall be stockpiled and used in the reclamation of the site.
6.4 INSTALLATION:
A. Topsoil: Stockpiled topsoil shall be used in finish grading reclamation.
B. Grades: Grades not otherwise indicated shall be level, or uniform slopes between points where elevations are given, or between such points and existing finished grades. Abrupt change in slopes shall be rounded.
C. Fill Placement: Fill materials used to bring areas to grade adjacent to concrete slab.
D. Disposal of Materials: Waste Excavation shall be disposed of offsite at the Contractors expense.
6.5 FINISHING:
A. The concrete slab to be finished with equipment capable of shaping and grading the finished surface within the tolerance specified below.
1. The surface will be checked for the required grades by the Contracting Officer with tolerances being ± 5 hundredths of a foot.
6.6 FIELD QUALITY CONTROL:
A. SUBGRADE: Subgrade shall be checked for suitability of bearing capacity prior to placement of crushed aggregate base and concrete. Suitability shall be tested and approved by Contracting Officer Representative using a Static Cone Penetrometer or Nuclear Density Gauge. Subgrade should not be filled except with Crushed Aggregate Base.
SECTION MT-02233
CRUSHED AGGREGATE BASE

A. Section Includes: This work shall include furnishing, placing, and compacting aggregate base course materials on the prepared subgrade of the Sundance Rec Area to these.
1.2 REFERENCES

1.3 CERTIFICATE OF CONFORMANCE:
A. Certification: Contractor to submit two copies of written certification from the supplier that the Contractor-furnished material to be used on this project conforms to the requirements of this specification section.
2.1 MATERIALS: Shall be in conformance with the following requirements:
A. General: Aggregate material shall consist of hard, durable particles or fragments of slag, stone, or gravel crushed of the required size and grading. Shall be visually free from organic matter and lumps or balls of clay and shall meet the requirements for the grading given.

B. Crushed Aggregate Base: Shall meet the following gradation and requirements including added binder or blending material:

1. The Maximum liquid limit for the material passing the No. 40 sieve is 35.
2. The Plasticity Index for the material passing the No. 40 sieve may vary between 0 and 6.
3. At least 35 percent by weight of the aggregate retained on the No. 4 sieve must have at least one mechanically-fractured face. Test for determining percentage of mechanically fractured particles shall be according to MDT, MT-217.
3.1 PREPARATION:
A. The subgrade shall be prepared in accordance with Section MT-02213 - Site Grading.
3.2 INSTALLATION:
A. All aggregate material shall be placed and spread either on the prepared subgrade or prepared subbase in a uniform layer not exceeding 6 inches in compacted depth. The method of dumping and spreading shall be determined by the Contractor. The spread material shall be free of segregation.
3.3 COMPACTION:

A. Each layer of aggregate base shall be compacted to the full width by means of compaction equipment suitable to the type and depth of material being compacted. Compaction of each layer shall continue until density of not less than 95 percent of the maximum dry density determined in accordance with AASHTO T 99, or other approved method, has been achieved.
The government will perform moisture-density tests as needed to ensure compliance with this requirement.
3.4 FINISHING:
A. The final layer of each aggregate base course material shall be finished with equipment capable of shaping and grading the finished surface within the tolerance specified below.
1. The surface will be checked for the required grades specified on the drawings by the Contracting Officer with tolerances being ± 3-hundredths of a foot.
3.5 FIELD QUALITY CONTROL:
A. Moisture Content: During watering and compacting of the Crushed Aggregate Base, the optimum moisture content (-2 percent to +2 percent), as determined by AASHTO T 99 and AASHTO T 239, shall be maintained by wetting or drying. The government will perform tests as needed to ensure compliance with this requirement.
B. Compaction: The Crushed Aggregate Base shall be compacted to a minimum density of 95 percent of the maximum dry density obtained by AASHTO T 99.

MINOR CONCRETE

1.2 SUBMITTALS:
A. General: Submittals shall be according to Section MT-01009 - General Information and Requirements.
B. Certificates of Conformance: Submit 2 copies of written certification from the supplier of the following Contractor-furnished items to be used on this project that they conform to the requirements of this specification section.

1.3 QUALITY ASSURANCE:

A. Causes for Rejection: Concrete may be rejected for, but not limited to, the following reasons:
1. Freezing within the first 3 days of placement
2. Excessive or inadequate slump
3. Segregation of aggregate or over-vibration resulting in excessive water in the surface of the concrete
4. Honeycomb over 25% of the surface
5. Voids larger than 2 inches across
6. Exposed reinforcing steel
7. Misalignment of concrete
8. Substandard aggregate in the mix
9. Failure to cover or seal concrete during initial 7-day curing period.
2.1 MATERIALS:
A. Cement: Portland cement, Type IIA, according to ASTM C 150. The use of caked or hardened cement will not be permitted. Cement for job mixed concrete shall be delivered to the job site in unopened sacks.-
B. Water: Potable water shall be used for mixing concrete.
C. Aggregates: The aggregate shall be hard, durable, uncoated rock according to ASTM C 33.
1. The coarse aggregate shall have a maximum size of 1 inch, and not over 5 percent passing the No. 4 sieve.
2. The fine aggregate shall completely pass the No. 4 sieve with no more than 5 percent passing the No. 100 sieve. The fine aggregate shall contain no silt, loam, clay or organic particles.

D. Air-Entraining Admixture: ASTM 260. The amount of air shall be 4 to 6 percent when maximum aggregate size is 3/4-inch, and 4.5 to
7.5 percent when maximum aggregate size is 3/8-inch. A variations of plus or minus 1 percent is allowable.
E. Expansion and Isolation Joint Materials: Preformed filler strips shall be according to ASTM D 994 and shall be the full width and depth of the joint. Unless otherwise indicated, the material shall be 1/2-inch thick.
F. Reinforcing Steel and Reinforcement Accessories:
1. Reinforcing Bars: ASTM A 615, Grade 60, deformed.
2. Joint Dowel Bars: ASTM A 615/A 615M, Grade 60, plain-steel bars, cut true to length with ends square and free of burrs.
2.2 MIXES – CONCRETE:
A. Concrete: Design of mixed concrete shall be according to ASTM C 94 and be designed for a 28-day compressive strength of 4000 psi, and a slump of 2 to 4 inches as determined by ASTM C 143.
B. Mixing Materials: Concrete shall be machine mixed. Mixers shall be batched according to their capacity and not overloaded. Mixing of ingredients shall continue for at least 3 minutes. The concrete shall be placed as soon as possible after mixing to prevent cold joints.
2.3 SOURCE QUALITY CONTROL
A. Concrete Testing: Shall be conducted each day there is a pour in the presence of the Contracting Officer Representative who shall be given 48-hours notice before any test is to be conducted. The Contractor shall make arrangements for a certified, independent testing laboratory to perform the air content tests, compression tests of 3 cylinders (6x12) or 4 cylinders (4x8) and slump tests to substantiate mix designs. Record and distribute the results. Test concrete every 150 cubic yards or at least once per day.

3.1 PREPARATION:
A. Clearing: Shall be according to Site Grading in Section MT-02213.
B. Subbase Preparation: Subbase and earth walls to be in contact with concrete shall be undisturbed or compacted according to Section MT- 02213.
C. Form Construction: ACI 347R. Construct forms to the sizes, shapes, lines, and dimensions shown on the drawings and Manufacturer’s installation instructions, to obtain accurate alignment, location, grades, and level and plumb surfaces in finished structures. The Contractor shall provide construction aids and imbedded items such as anchor bolts. Fabricate forms for easy removal without hammering or prying against the concrete surfaces.
Provide crush plates or wrecking plates if stripping may damage the concrete. Form oil may be applied to facilitate removal of forms.
Forms and subbase shall be wet before placement of concrete.
D. Form Inspection: Notify the Contracting Officer Representative 48 hours in advance of concrete placement to allow for inspection of forming and placement of items to be imbedded in the concrete.
Excess water shall be removed from the forms before concrete placement.
3.2 CONCRETE PLACEMENT:
A. Mix Design: Concrete shall not be placed until the mix design has been approved by the Contracting Officer Representative.
B. Placement and Consolidation: Concrete shall be placed in lifts with a maximum depth of 18 inches. Each lift shall be adequately vibrated, rodded, or spaded into place to fill voids. Where more than one lift is placed, a vibrator shall be used to consolidate the concrete by penetrating through the upper lift and at least 6 inches into the lower lift. Vibrators shall not be used next to the form or to move concrete. Concrete shall be deposited as nearly as practical to its final position to avoid flow causing segregation of the aggregate. than 5 feet vertically without the use of a tremie or similar device.
C. Bonding to Existing Concrete: When a bond is desired between a fresh pour of concrete placed against concrete which has set, the surface of the in-place concrete shall be thoroughly cleaned of loose material, and the in-place concrete soaked with water. Use a bonding agent to improve the bond. When no bond is desired, the surface of the existing concrete shall be painted with asphalt or other material to prevent bonding.
D. Concrete Placement Under Adverse Conditions: During hot weather, refer to ACI 305R. During cold weather, refer to ACI 306R.
Materials required for protection shall be on the jobsite before concrete work is started. Do not place concrete on a frozen subgrade or against surfaces having deposits of frost, snow, or ice.
3.3 CONCRETE FINISHING:
A. Concrete Surface Finishes: The top surface of walls and exterior slabs shall be given a wood-float finish after screeding. Concrete requiring skid-resistant finishes shall be broom-finished with horsehair or straw brooms. Interior slabs shall be given a steel-trowel finish unless otherwise indicated on the drawings.
Power-trowels may be used. Brooms shall have a minimum width of 18 inches and shall be applied perpendicular to the centerline.
Joints and panel borders shall be edged with a metal tool to leave a smooth border on the concrete.
B. Form Removal: Formwork not supporting concrete may be removed after curing at not less than 50 degrees F for 24 hours after placing the concrete, and when curing and protection procedures are followed as specified. The concrete should be sufficiently hard so as not to be damaged by form removal.
C. Concrete Finish Patching: Immediately after form removal, remove minor bulges and projections on exposed concrete by chipping or tooling, and rub or grind the surface. Chip honeycombed or other defective areas to solid concrete, cutting edges to right angles with the surface. Brush cavities with a grout of cement and water, and paint with portland cement mortar. Cure repairs the same as the concrete.

3.4 FIELD QUALITY CONTROL:
A. Testing: Testing shall be conducted in the presence of the Contracting Officer Representative who shall be given 48-hours notice before any test is to be conducted. The Contractor shall make arrangements for a certified, independent testing laboratory to perform the air content tests, concrete compression cylinders, and slump tests to substantiate each days pour. Record and distribute the results.
3.5 PROTECTION:
A. Requirements: During the curing period, protect concrete from load stresses, shock loads, or vibration. Protect surfaces from damage by equipment, other materials, running water, or rain.
