SPECIAL CONTRACT REQUIREMENTS

FOR THE CONSTRUCTION OF

Bible Creek Culvert Replacement

Project

Description of Work

This project consists of the removal, replacement and/or installation of 32 culverts and other associated work. The work is located on BLM Roads: 4-7-22 (Bible Creek Road), in Tillamook County, Oregon.

Applicable Standard Specifications

The General Requirements (Division 100) and the applicable sections of Divisions 150 through 700 of the Federal Highway Administration’s "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, U.S. Customary Units" of the U.S. Department of Transportation, Federal Highway Administration apply to this project as modified by these Special Contract

Requirements and Contract Clauses contained in the contract. Unless otherwise noted, all reference headings in these Special Contract Requirements refer to divisions, sections, subsections, articles or paragraphs of the Standard Specifications, FP-14. The Contractor shall keep a copy of FP-14 on site during all construction for this project.

PREFACE

Delete the Preface and substitute the following:

These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating

"Federal Project" Standard Specifications issued in 2014 and contain both United States Customary and

Metric units of measure.

When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:

● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1

The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the

Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008 Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.

107.10 Environmental Protection.

(e) Project specific Environmental Protection. Add this section:

In performance of the contract, the Contractor shall not operate any equipment that is leaking or that is lacking spark arrestors that meet the requirements of State of Oregon Regulations. The

Contractor shall follow laws and regulations related to the Endangered Species Act and other laws and regulations that may be in place that may regulate the Contractors operations in order to protect the environment.

Staging areas must be kept organized and clean at all times. Clean and restore all areas used by the Contractor to original condition prior to completion of the project and final payment.

I. Spill Prevention

1. The Contractor shall have a Spill Prevention, Control and Countermeasures Plan (SPCC) in place before performing any operation on lands managed by the BLM. In the event of a release as defined in Oregon Administrative Rules (OAR), Chapter 340, Division 142, Oil and Hazardous Materials Emergency Response Requirements, shall immediately implement the SPCC Plan and shall immediately notify the government (typically the COR or PI). The

NWOD Salem Office will initiate its Hazardous Materials Contingency Plan and/or Spill

Containment Plan and reporting requirements. The Contractor may be responsible for any or all costs associated with this level of effort.

The Contractor’s SPCC Plan shall be developed as defined under 40 CFR, Part 112. The SPCC

Plan shall be reviewed and approved by the Contracting Officer. The SPCC Plan shall contain the following information:

D. Contractor Emergency Response Procedures

E. Contents of Spill Containment Kit (SCK)

F. Spill Response Diagram

2. The Contractor shall have a Spill Containment Kit (SCK), as described in the SPCC, on-site during any operation and provide training to employees on how components of the SCK are used. The SCK must be designed for use with petroleum products, and must contain, as a minimum, the following items:

A. Two Bales (4 Booms/Bale, of 8" dia. x 10’ length Oil-only Absorbent Booms)

B. Two Bales (100 Pads/Bale, of Oil-only Absorbent Pads, minimum of 17"x19"x1/4")

C. One Oil-only Absorbent Sweep (minimum of 18" dia. x 100' length)

D. One Floating On-Water Containment Boom (minimum 18” width x 100’ length)

(only required for in-stream or riparian work within 50 feet or less of a waterway.)

E. Gloves (PVC and Latex), Goggles, and Garbage Bags sufficient to contain soiled absorbents.

3. The Contractor shall implement the Emergency Response Actions described in the SPCC plan. Those actions include, but are not limited to, immediate action to protect employee health and safety, immediate action to stop the flow of product from the equipment, removal of equipment from the waterway if required and/or possible, deployment of the absorbent booms and pads downstream from the equipment, and any other immediate action as specified by Federal and/or State On-Scene Coordinators or his/her representative. The Contractor shall be responsible for cleanup/removal and proper disposal of contaminated materials from the site.

4. The Contractor shall not store fuel or refuel any equipment within 150-feet from any waterway.

II. In-Stream Work

1. If water is flowing through the culvert to be replaced or installed, it shall be considered in-stream work regardless of what is indicated in the plans.

2. The Contractor shall perform all in-stream portions of work during the ODF&W In-Stream

Work period between July 1st and September 15th.

3. US Army Corps of Engineers Permit No. NWP-2007-999/4 covers in stream water quality and the requirements shall be incorporated into all in-water work plans.

4. Dewatering is required on all live streams during culvert replacement, to include subsurface flow to the depth of excavation. A dewatering system is identified in the drawings. The

Contractor may propose an alternate system in the Dewatering Plan submittal. A gravity bypass is preferred, but not required. Refer to subsection 208.07 and Section 209 – Structure

Excavation and Backfill.

Section 108. – PROSECUTION AND PROGRESS

Delete this section in its entirety.

Section 109. – MEASUREMENT AND PAYMENT

109.03 Weighing Procedures and Devices.

(c) Project weighing system. Add the following:

Manual scales may be used if approved in writing by the CO and if the method of weighing meets all other contract requirements. For aggregates weighed for payment, adjust scale weights of material to deduct the daily average moisture content in excess of 2 percentage points over optimum moisture as determined by AASHTO T 99 or the designated compaction method. If moisture determination is necessary, determine the daily average moisture content in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighed.

109.06 Pricing of Adjustments. Delete in its entirety.

109.07 Eliminated Work. Delete in its entirety.

109.08 Progress Payments. Delete in its entirety.

109.09 Final Payment. Delete in its entirety.

DIVISION 150

PROJECT REQUIREMENTS

Section 151. – MOBILIZATION

151.01 Description. Delete in its entirety and replace with the following:

This work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site (to include placement of signs and barricades); obtaining of permits, insurance, and bonds. This work also includes washing and treating construction equipment and vehicles necessary for equipment transport to remove seeds, plants, and plant fragments before the equipment is used on BLM lands, according to the requirements within.

Construction Requirements

Wash the sides, tops, and undercarriages of all construction equipment. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment. Only equipment inspected by the BLM will be allowed to operate within the project area. All subsequent move-ins of equipment to the project area will be treated in the same manner as the initial move-in. This requirement does not apply to cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas off of

BLM administered lands.

All mechanized equipment shall be steam-cleaned before being used below ordinary high water until all visible external oil, grease, mud, and other visible contaminants are removed.

151.02 Measurement. Supplement with the following:

All costs associated with the initial and subsequent cleaning of equipment shall be included in the unit bid price for Mobilization. Measure mobilization according to Subsection 109.02.

151.03 Payment. Supplement with the following:

The accepted quantity, measured as provided in Subsection 109.02, will be paid at the contract price per unit of measurement for the Section 151 pay item shown in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Progress payments for mobilization lump sum will be allowed as follows:

(a) If applicable, bond premiums will be reimbursed according to FAR Clause 52.232-5 Payments

Under Fixed-Price Construction Contracts, after receipt of the evidence of payment.

(b) When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item, or 5 percent of the original contract amount, whichever is less, will be paid.

(c) When 10 percent of the original contract amount is earned from other bid items, 100 percent of the mobilization item, or 10 percent of the original contract amount, whichever is less, will be paid.

(d) Any portion of the mobilization item in excess of 10 percent of the original contract amount will be paid after final acceptance.

Section 152. – CONSTRUCTION SURVEY AND STAKING

152.03 Submittals. Delete this Subsection in its entirety.

152.05 Survey and Staking Requirements. Delete items (a) to (k) and substitute the following:

Perform all survey, staking, recording of data, and calculations as necessary to construct the project from the initial layout to final completion.

(a) Control Points. Relocate initial horizontal and vertical control points in conflict with construction to areas that will not be disturbed by construction operations. Furnish the coordinates and elevations for the relocated points before the initial points are disturbed.

(b) Slope Stakes and References. Establish reference markers as needed to assure cut and fill slopes are constructed properly.

(c) Centerline Re-establishment. Re-establish road and waterway centerline from instrument control points.

(d) Culverts. Set adequate horizontal and vertical control and reference points for all components.

(e) Clearing Limits. Clearing limits shall be staked five (5) feet beyond the catch points of all earthwork area.

Section 153. – CONTRACTOR QUALITY CONTROL

153.02 Qualifications. Delete in its entirety and replace with the following:

Submit the following for approval with the Quality Control Plan:

(a) Quality Control Manager (QCM)

1) On-site QCM. Provide an individual on-site with a minimum of two years’ experience managing projects of similar type, scope, and complexity.

(b) Materials Conformance and Quality Compliance Documents – For purposes of this Section, Materials Conformance Documents means the Contractor’s quality-control, the Government’s verification, the independent assurance test results, and the identity of the testing facility.

1) Quality Compliance Certificate – The certificate shall be from the manufacturer, producer, or Supplier and shall:

- Verify that the Material meets the Specifications, and identify by number the specified test methods used (ODOT, AASHTO, ASTM, UL, or other),

- Permit positive determination that Material delivered to the Project is the same Material covered by certificate,

- Be delivered to the COR with the shipment for review of conformance with the specifications

Use of Materials without Acceptance Materials Conformance Documents

(a) General – The Contractor shall not incorporate Materials into the Project prior to submittal of

Materials Conformance Documents acceptable to the COR. The COR may waive this requirement temporarily if Materials are necessary for immediate traffic safety.

(b) Materials Incorporated for Immediate Traffic Safety – If Materials are incorporated into the

Project for immediate traffic safety before acceptable Materials Conformance Documents are available, no payment will be made for the value of the Materials, or the costs of incorporating them, until Materials Conformance Documents have been submitted to and approved by the COR, or the Materials are otherwise found through testing to comply with

Specifications.

(c) Contractor’s Request for Testing Assistance – If acceptable Materials Conformance

Documents are not available, the Contractor may have the necessary tests performed at a private laboratory.

Incidental Basis – No separate or additional payment will be made for sampling, testing, certification, or other associated Work performed under this Section, whether performed by the Contractor, manufacturer, producer, or Supplier. No payment will be made for providing quality control personnel.

153.03 Quality Control Plan (QCP). Delete in its entirety and replace with the following:

Develop a QCP addressing all contract work categories. For each category, include the following:

(a) Quality control personnel. Furnish the name, authority, responsibilities, and qualifications of the quality control manager. Conform to Subsection 153.02.

(b) Quality control procedures. Describe the inspection and other activities to be performed for each phase of work in Subsection 153.04. Include methods, schedules, equipment. Conform to Subsection

153.04.

(c) Records. Describe the reporting format for inspection, certification, and daily reports. Conform to

Subsection 153.06.

At least 14 days before the start of work, submit the QCP for approval. Do not perform work unless the quality control for that category is accepted. Approval does not imply that the QCP will result in contract compliance.

Revise the QCP when contract quality requirements are not achieved and when changes occur in the contract, work progress, or personnel.

(d) Quality of Materials

(1) General – The Contractor shall incorporate into the Work only Materials conforming to the

Specifications and approved by the COR. The Government may require additional testing or retesting to determine whether the Materials or manufactured products meet Specifications.

(2) Rejected Materials – The COR may reject any Materials that appear to be defective. The

Contractor shall not incorporate any rejected Materials into the Work. The COR may order the removal and replacement by the Contractor, at the Contractor’s expense, of any defective Materials.

Measurement and Payment

153.09 Do not measure Contractor quality control for payment. See Subsection 109.05.

Section 154. — CONTRACTOR SAMPLING AND TESTING

154.03 Sampling. Delete this Subsection in its entirety and replace with the following:

Sample and split samples according to AASHTO or other acceptable procedures.

The COR may require random samples be collected and tested throughout the duration of the project.

154.04 Testing. Delete this Subsection in its entirety and replace with the following:

Contractor shall certify that aggregate materials meet requirements under Section 301. Certification shall comply with the requirements outlined in Section 153 – Contractor Quality Control.

Contractor shall proof-roll base and surfacing aggregate materials with a pneumatic-tired and loaded 10-wheel, tandem-axle dump truck weighing not less than 15 tons to identify soft pockets and areas of excess yielding. Do not proof-roll wet or saturated materials. Repair any soft spots until yielding or pumping is no longer present.

Proof-rolling may also randomly be required for inspection purposes.

Section 155. — SCHEDULES FOR CONSTRUCTION CONTRACTS

Construction Requirements

155.03 General. Delete in its entirety and replace with the following:

Designate an individual in the Contractor's organization who will be the authorized representative responsible for the construction schedule. Identify the representative before or at the preconstruction conference.

When preparing schedules, show completion of work within the contract time.

155.04 Preliminary Construction Schedule. Delete in its entirety and replace with the following:

Do not begin work, except mobilization and traffic control without an approved preliminary construction schedule. No progress payments will be made until a preliminary construction schedule has been approved.

Submit a written narrative that includes:

(a) A title page stating the contract number, project number, project name, Contractor name, current contract completion date, date of submittal, submittal number and schedule name designated as preliminary construction schedule;

(b) A description of the work to be done within each activity including the type and quantity of equipment, labor, and material to be used;

(c) A description of the planned production rates by pay item units;

(d) A description of the work days per week, number of shifts per day, and number of hours per shift.

Include calendars used in the schedule module;

(e) Estimated periods during which an activity is idle or partially idle. Show the beginning and end dates for reduced production or idle time;

(f) Identification of the vendor, supplier, or subcontractor to perform the activity. State assumptions made in scheduling their work;

(g) A description of site mobilization (such as dates of expected material shipments, planned dates for equipment arrivals);

(h) A list of drawing and sample submittals; and

(i) The fabrication and delivery of key and long-lead procurement activities.

Submit an electronic copy of a preliminary construction schedule at least 7 days before the preconstruction conference. Within 7 days after the preconstruction conference, the preliminary construction schedule will be approved or rejected. If rejected, submit a revised schedule within 3 days.

The preconstruction conference will be rescheduled if the CO does not receive the schedule 7 days before the scheduled preconstruction conference date. Contract time will not be extended for failure to submit a preliminary construction schedule by the date required.

Section 156. – PUBLIC TRAFFIC

Description

156.01 Delete in its entirety and replace with the following:

The term “Traffic” in Section 156 and Section 635 represents both pedestrian traffic and vehicular traffic.

156.03 Qualifications. Delete in its entirety

156.04 Accommodating Traffic During Work. Delete in its entirety and replace with the following:

Submit an electronic copy of a Traffic Control Plan at least 7 days before the preconstruction conference.

The Plan shall detail the methods, devices, and device placement close the road according to the MUTCD, Section 635, and this Section.

Perform work in a manner that ensures the safety and convenience of the public and protects the residents and property adjacent to the project. Accommodate public traffic on roads and trails adjacent to and within the project until the project is accepted according to Subsection 106.07(b).

156.05 Maintaining Roadways During Work. Delete in its entirety and replace with the following:

Maintain roadways, stockpiles, storage, and equipment staging areas as follows and include the details of each in the Traffic Control Plan:

(a) Place barriers, barricades, or other devices to communicate and prevent access on both sides of the work area;

(b) Cordon the work, storage, and equipment areas to prevent vehicular and pedestrian traffic from entering any active portion of the job site;

(c) Maintain a dust-free traveled way such that visibility and air quality are not affected and a hazardous condition is not created;

(d) Remove accumulations of waste and other material from traveled way;

(e) Do not allow water to pond on the traveled way; and

(f) Maintain the roadway, detours, and diversions in a safe and acceptable condition.

If corrective action is requested and the corrective action is not taken immediately, the condition may be corrected and the cost of the corrective action deducted from monies due the Contractor.

156.06 Maintaining Roadways During Non-Work Periods. Delete in its entirety and replace with the following:

Maintain roadways, stockpiles, storage and equipment staging areas as follows and include the details of each in the Traffic Control Plan:

(a) Subsection a is deleted.

(b) Place barriers, barricades, or other devices to communicate danger and prevent access to dangerous sections of unattended work areas.

(c) The Contractor is responsible for securing equipment and material that is stored onsite.

Section 157. – SOIL EROSION AND SEDIMENT CONTROL

157.05 Controls and Limitations on Work. Supplement this section with the following:

The Contractor shall submit an Erosion Control Plan and a Dewatering Plan for approval. Both plans shall be submitted and approved no less than 7 days before any work commences that disturbs the site.

157.10 Diversions. Delete in its entirety and substitute the following:

Construct a temporary system to divert water around the disturbed areas and slopes as follows:

(a) The contractor shall submit an Erosion Control Plan for approval; the plan shall be submitted and approved no less than 7 days before any work commences that disturbs the site. The Plan shall completely detail how the contractor is to mitigate erosion during construction, culvert installation or excavation near active water channels. The contractor shall not inhibit flows during construction to the extent that downstream reaches are dewatered.

(b) The contractor shall submit a Dewatering Plan for approval; the plan shall be submitted and approved no less than 7 days before any work commences that disturbs the site. The Plan shall completely detail how the contractor is to mitigate both surface and subsurface flowing water during construction of a new stream channel and/or culvert installation. Before excavating in the work area, the contractor shall have in-place a system to dewater the work area below the levels of specified excavation continuously, until such time as dewatering is no longer required, according to specifications. The dewatering system shall be capable of protecting downstream water quality, dispose of water removed on slopes away from the project site, or in sediment retention structures if necessary. Provide standby equipment in case any system becomes inadequate or fails.

(c) The dewatering plan shall implement concepts detailed in the plans.

DIVISION 200

EARTHWORK

Section 201. – CLEARING AND GRUBBING

201.01 Description Replace with the following:

This work consists of clearing and grubbing within clearing limits as explained in Section 152.

201.04 Clearing. Supplement with the following:

(f) Trim branches of remaining trees or shrubs to give a clear height of 14 feet above the roadbed unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.

(g) Trees shall be removed and shall be either decked at a location close to the worksite along Bible

Creek Road, or placed in the stream channel, with roots intact, along the existing streams near the worksite they are removed from as designated by the COR.

(h) Woody debris to be scattered onsite as designated by the COR.

201.06 Disposal Replace with the following:

(a) Top Soil to be utilized as cover material for disturbed areas within the clearing limits.

(b) Trees shall be removed with stumps intact and placed on final slopes.

(c) Woody debris to be scattered onsite in an area designated by the COR.

(d) Excess material to be incorporated into designated disposal areas, fill slopes and riprap cover.

Section 203. – REMOVAL OF STRUCTURES AND OBSTRUCTIONS

203.01 Description. Delete in its entirety and substitute the following:

This work consists of the removal and disposal of existing culverts at each location on the schedule, unless otherwise indicated.

203.05 Disposing of Material.

(a) Remove from project. Add the following: Removed culverts/pipe structures shall become the property of the Contractor and shall be removed from the project site.

(b) Burn. Delete in its entirety.

(c) Bury. Delete in its entirety.

Section 204. – EXCAVATION AND EMBANKMENT

204.01 Description Replace with the following:

This work shall consist of excavating material, reserving the most suitable material for embankment construction, embankment construction including borrow materials, reshaping the existing streambed materials, placing conserved topsoil. This includes hauling, stockpiling, placing, sloping, shaping, compacting, and finishing earthen and rocky materials. The work shall also include disposing of unsuitable materials at a location near the jobsite as approved by the COR.

204.05 Conserved Topsoil Add the following:

Contractor shall reserve organic soils with woody debris to be utilized as cover material for disturbed areas within the clearing limits.

The Contractor shall place reserved topsoil on the top 4-feet of slope.

204.10 Embankment Construction.

(b) Embankment within the roadway prism. Delete in its entirety and substitute the following:

Place embankment material in horizontal layers not exceeding 12 inches in compacted thickness.

Remove boulders and rock fragments exceeding 12 inches in diameter and stockpile for use as riprap or stream features. Material, which cannot be used as riprap or stream features, shall be hauled to the closest Waste Site as indicated on the Road Work Summary Maps. Compact each layer according to

Subsection 204.11 before placement of the next layer.

Section 209. – STRUCTURE EXCAVATION AND BACKFILL

Material

209.02 Add the following:

DIVISION 250

SLOPE REINFORCEMENT AND RETAINING WALLS

Section 251. — Riprap

251.02 Material. Supplement with the following:

Riprap shall meet the requirement of Oregon Department of Transportation(ODOT), Class 200. See

2018 Oregon Standard Specifications for Construction, Section 00390, pg 278 “Riprap Protection”.

DIVISION 300

AGGREGATE AND BASE COURSES

Section 301. – UNTREATED AGGREGATE COURSES

301.01 Description. Delete in its entirety and substitute the following:

This work consists of constructing and maintaining courses of surface course aggregate, base course aggregate, and courses of culvert bedding aggregate.

301.02 Material. Supplement with the following:

Aggregate shall be processed in two stages, utilizing both Primary and Secondary crushing.

Overburden is not acceptable for use as fines.

Surface Course Aggregate on gravel roads shall meet requirements under Section 02630 of the

2018 Oregon Standard Specification for Construction under Table 02630-1 for 1-1/2”– 0 aggregate. (100% passing through the 2-inch sieve, commonly referred to as “2-inch minus”).

Base Course Aggregate on gravel roads shall meet requirements under Section 02630 of the 2018

Oregon Standard Specification for Construction under Table 02630-1 for 2-1/2”– 0 aggregate.

(100% passing through the 3-inch sieve, commonly referred to as “3-inch minus”).

Culvert bedding aggregate shall meet requirements under Section 02630 of the 2018 Oregon

Standard Specification for Construction under Table 02630-1 for 3/4”– 0 aggregate. (100% passing through the 1-inch sieve, commonly referred to as “1-inch minus”).

Construction Requirements

301.04 Mixing and Spreading. Delete in its entirety and substitute the following:

(a) Preparation: The Contractor shall prepare the subgrade for aggregate base placement by blading out any surface irregularities before the aggregate base and surface courses are placed. The subgrade shall be roller compacted until visible displacement ceases.

(b) Placement: Place compacted depth of aggregate base course in lifts of four (4) inches each and the surface course in four (4) inch lifts. See 204.11 for compaction requirements.

(c) Grading: The aggregate shall be graded uniformly over the entire width of the surface to the required thickness as shown in the typicals.

301.07 Maintenance. Delete in its entirety and substitute the following:

Maintain the aggregate course to the correct line, grade, and cross-section by blading, watering, rolling, or combination thereof until placement of the next course.

301.08 Acceptance. Delete the first sentence.

301.08(a) Aggregate gradation. Delete in its entirety.

DIVISION 400

ASPHALT PAVEMENT AND

SURFACE TREATMENTS

Section 403. – HOT ASPHALT CONCRETE PAVEMENT

403.03 Composition of Mix. Delete in its entirety and replace with the following:

Provide a dense ½-inch hot asphalt concrete mix composed of crushed stone or gravel and asphalt binder mixed at an approved plant. Use an aggregate gradation and asphalt binder of a quality conforming to those normally used locally by either State or Local agencies.

Submit the strength, quality, and gradation specifications for the asphalt concrete mix, also, specify where the mix has been used locally. Include copies of laboratory tests reports that demonstrate the properties of the aggregates, asphalt binder, additives, and mix meet State or Local agency specifications. Also, submit the maximum specific gravity of the mix as determined by AASHTO T

209.

403.06 Surface Preparation. Delete and replace with the following:

The surface shall be prepared for paving, in addition to the requirements in Section 201, by reshaping and compacting the existing gravel and removing any existing irregularities. Where the new pavement meets the existing the pavement shall be saw cut over the entire width of the existing pavement and the contractor shall prepare a butt joint.

403.14 Compacting. Supplement with the following:

Contractor shall provide independent testing services to perform compaction testing per this section.

DIVISION 600

INCIDENTAL CONSTRUCTION

Section 602. – CULVERTS AND DRAINS

602.03 General. Supplement with the following:

Culverts shall be field fit to conditions.

The Contractor shall furnish all culverts, bands and down drains as detailed in the plans.

See the Statement of Work for specific culvert size and type at each location.

Section 606. — CORRUGATED METAL SPILLWAYS

Replace all references to “corrugated metal spillways” with “Down Drain.” Down Drain refers to both Aluminized corrugated metal pipe and HDPE corrugated plastic pipe.

606.03 Placing Corrugated Metal Spillways (Down Drains). Supplement with the following:

Section 635. – TEMPORARY TRAFFIC CONTROL

635.01 Description. Supplement with the following:

Road closure signs shall be placed at each side of the work area at intersections that are reasonable for passenger vehicles to safely turn around and Type III Barricades shall be placed at each active work site.

This is in addition to any other requirements.
