Attachment 8 Pre-Solicitation Site Visit

Project Description: The Bureau of Land Management (BLM) has a requirement for the removal, replacement and/or installation of 32 culverts and other associated work. The work is located on BLM Roads: 4-7-22 in Tillamook County, Oregon (Zip code 97112).

Type of Construction: Highway

Magnitude: $1 – $5 million

North American Industry Classification System (NAICS): 237310 - Highway, Street, and Bridge

Construction

Set-Aside: Total Small Business

Limitations of Subcontracting: Does apply and prime contractor must perform at least 15% of the cost of the contract, excluding the cost of materials.

Bid Bond: Does apply and it should be 20% of the proposed amount.

Performance and Payment Bonds: are required and shall be 100% of the contract amount. The contractor shall furnish these bonds 14 days after award.

Construction Wage Requirements: Formerly Davis-Bacon Act; DOES apply to this project and is provided in attachment 4, titled, “DOL Wage Determinations.”

Contracting Officer: Nate Roush located in the National Operation Center (NOC) in

Lakewood, Colorado.

Contracting Officer Representative: James Elvin located locally here out of the Salem District office.

Questions Due: June 18, 2021 at 2:00 p.m. Mountain Standard Time; All questions must be submitted in writing via email to Nate and myself per L-2. No questions will be accepted via phone calls. All questions will be addressed in an Amendment.

- If questions are asked in this meeting, please submit these questions via email as noted in L-2.

Proposal Due Date: July 2, 2021 at 2:00 p.m. Mountain Standard Time; as stated on page 4 of the solicitation.

POP: The period of performance start date is April 1, 2022. The contract completion date is 180 calendars days (60 days for submittal and ordering material, and 120 days for construction) after receipt of the notice to proceed.

Basis for Award: The Government intends to make single award utilizing the Lowest Priced

Technically Acceptable (LPTA) source selection procedures as defined in FAR Part 15. An award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation.

• L-7 Volume 1 Required Documentation. Sign all blocks including Block 30 on the bottom of the

SF1442, and provide the cover sheet with all the information requested in L-7(b).

• L-8 Volume 2 Factor 1, Technical Approach/Capabilities: Take your time and provide a detailed approach indicating a through understanding of the work required as well as a sound and reasonable approach to complete all project elements.

• L-9 Volume 3: Factor 2, Pricing: Compete the pricing Worksheet and submit Attachment 5

Pricing Worksheet and enter total proposed fixed price on SF1442 page 3.

• The pricing worksheet is provided.

• There is a huge permit provided by USACE. The culverts have been identified in the specifications which ones will have water yearly and which ones will not. If there is water the contractor will need to divert the water.

Questions and Answers:

1. What is the in water start date – July 1, 2022 – August 15, 2022 as stated in the specifications.

Response: It does not preclude people to work on the project. Section 107 of the specifications discusses the water work window.

2. Will the road allowed to be closed the entirety of construction?

Response: Yes.

3. What is the estimated magnitude of construction?

Response: $1 – 5 million.

4. The only pipe that is going to be metal is 96” one. The rest should be plastic.

Response: Correct.
