About this file
This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of a 360-degree camera module. The requesting organization is the Communications Technology Laboratory, Radio Frequency Technology Division, Electromagnetic Fields Group (672.02). The CMM (Channel Measurement and Modeling) project requires a single high-precision 360° camera module to support over-the-air RF propagation measurements for standards development and industry stakeholders. The camera will be integrated into an existing measurement and data processing workflow to generate digital twins of measurement environments.
The specified camera module must deliver the following technical capabilities: 360° field-of-view, maximum frame rate of 7 frames per second or faster, better than 60-megapixel resolution at maximum frame rate, integrated GNSS sensor capability, internal IMU sensor with user access to raw data, 1 TB on-board memory, NDAA compliance, and a hard storage case. The vendor must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at the time of award. Delivery is to NIST-Boulder, Attention: Samuel Berweger, Mail Stop 325 Broadway, Boulder, CO 80305. Inspection and acceptance will occur on-site with acceptance not expected to exceed 7 business days. The base manufacturer warranty is acceptable. Training, calibration, maintenance, government-furnished material, and travel requirements are marked as not applicable.

Requirements / Specification Document
TITLE: 360 Degree Camera Module
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Radio Frequency Technology Division Electromagnetic Fields Group (672.02)
General Statement of Need:
The Channel Measurement and Modeling (CMM) project performs over-the-air radio frequency (RF) propagation measurements to support standards development (e.g., 3GPP, ITU, IEEE) and industry stakeholders. These measurements are supported by multimodal sensors (cameras, lidar, etc.) to facilitate the production of digital replicas of measurement environments and targets for modeling and machine learning/AI applications. A typical measurement uses spatially separated RF transmitter and receiver systems. The CMM project has a mission-critical need to procure a high-precision 360° camera for the transmitter side of the measurement link to generate a digital twin at this location. Because we will integrate this camera into an existing measurement and data processing workflow to generate digital twins of the measurement environment, we require that it be a monolithic module with 360° field-of-view, high pixel resolution, on-board memory, GNSS localization capabilities, and user access to raw on-board inertial sensor data.
