SCOPE OF WORK – 01010

PART 1 – GENERAL

1.1 – Description

Furnish all material, equipment, transportation, labor and supervision necessary to construct a host site per drawings and specifications.

Scope of work includes:

1. Construction of a 20’ x 40’ reinforced concrete slab (additive bid item)

2. Installation of aggregate road surfacing

3. Installation of a wastewater tank, sewer line, and an RV sewer connection

4. Installation of a solar power system, underground electric, and an electric pedestal

5. Installation of a host site sign.

1.2 – Definitions

Contractor – the successful bidder who is awarded the contract.

Government – the Contracting Officer (CO) or designated Contracting Officer’s Representative (COR) of the Coronado National Forest.

1.3 – Location and Conditions

The proposed project is located at Brown Canyon Ranch, Sierra Vista Ranger District, Coronado National Forest.

It will be the Contractor’s responsibility to familiarize themselves with the existing conditions and notify the Government of any discrepancies shown in these documents.

1.4 – Schedule

A pre-work meeting will be at the site for clarification of the project.

A schedule for all work must be submitted to and approved by the Government.

The Contractor shall notify the Forest Service three (3) days in advance of any survey work and seven (7) days in advance of any construction work.

Construction work shall be completed within 120 days.

1.5 – Contract Administration

The Contractor shall be fully responsible for seeing that construction activities conform to the approved final drawings and specifications, and according to provisions of this contract. The Government will provide timely reviews as requested by the Contractor and may periodically review work at any time.

Construction quality control shall include supplying all the personnel, equipment, tests and reports necessary to ensure that construction is completed in compliance with the drawings, specifications and provisions of the contract.

The Contractor shall not disturb plants or soil except within the areas necessary to complete the work. The Contractor shall clearly stake limits of construction and maintain marks throughout construction. The Government will review all staking. Plants damaged or destroyed unnecessarily shall be replaced at Contractor’s expense with identical species and size of plants.

1.6 – Quality of Work

The products listed in the specifications are preferred products chosen for building compatibility and quality. When name-brand equipment is specified the contractor shall provide the same or equally performing equipment, as judged by the Contracting Officer. However, equal or better alternatives submitted by the Contractor will be considered and are encouraged.

Use recovered materials, recyclable materials, and environmentally preferable products and services where possible as per Executive Order 12873.

1.7 – Codes and Standards

Codes and standards of the following associations and listed publications will become part of this contract:

1. Uniform Building Code (UBC)

2. American Concrete Institute (ACI) - Manual 318

3. Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG), available on the internet at www.fs.fed.us/recreation/programs/accessibility.

4. American Society for Testing and Materials (ASTM)

5. American National Standards Institute (ANSI)

6. Occupational Health and Safety Administration (OSHA) standards

7. Arizona Department of Transportation Structures Section Standard Drawings (ADOT B-

Standards)

8. National Electrical Code (NEC) most current edition.

All materials, workmanship, and designs shall meet specified requirements of the standards referenced in this section and other local or state codes, related to this type of work, whichever is more stringent. If a particular item is not covered by a standard, it shall be proven by certified test by a reputable laboratory to be capable of performing satisfactorily.

1.8 – Special Construction Requirements http://www.fs.fed.us/recreation/programs/accessibility

A. Host site sign shall be routed HDPE in Forest Service brown and yellow-cream, approx.

12”x24”, available from Wood Product Signs www.woodproductsigns.com. Install on 2”x2” self-weathering post in concrete footing 12” wide x 18” deep. Words to be provided by Gov’t.

B. Upon completion of the project, all excess soil, demolished structures and other construction materials shall be removed from Government Land and disposed of in accordance with State and County standards.

C. Construction Access and Protection: The Contractor shall be responsible for securing the project area from the public. This includes providing the necessary security for protection of the Contractor's materials, equipment, tools and work until final acceptance by the Government.

The Contractor shall also provide sufficient signs, barriers, barricades, markers, etc. to warn the public of hazardous conditions and to protect the public from injury.

D. Equipment and material storage: The Contractor shall obtain permission from the Contracting Officer for equipment and material storage, and for other areas needed for construction.

E. All site features to remain including but not limited to the roadway, buildings, and vegetation shall be protected from damage during the project.

F. No live trees are to be cut unless designated on the drawings. Dead trees and stumps may be removed. Tree limbs may be trimmed as necessary.

G. Sanitation/Garbage: The Contractor may use vault restroom at the site. No garbage service is available for Contractor use. The Contractor shall keep the construction site free of loose garbage at all times.

H. The Contractor may locate field office’s and personnel use trailers on site during the construction period.

I. All ground disturbing activities will be monitored by a Coronado National Forest cultural resource professional. Contractor shall coordinate schedule with the Coronado National Forest to schedule such monitoring.

1.5 – Utility Services

There is no electric service or water available at the site.

1.6 – Contract Closeout

Remove temporary facilities and provide final cleaning and touch-up. Restore portions of buildings, site improvements, landscaping, and other items damaged by construction operations to the satisfaction of the Government at no additional expense to the Government.

MEASUREMENT & PAYMENT – 01020

1.1 – Measurement & Payment

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to the completion of the items shown and no separate payment will be made.

1.2 – Determination of Quantities

A. The following measurements and calculations are used to determine contract quantities.

1. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Government, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.

2. Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered in writing by the Government to fit field conditions.

3. For items that are measured by the linear foot, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe culverts shall be measured along center of invert and pipe arches shall be measured at spring line.

4. For vehicular shipments, net certified scale weights or weights based on certified volumes will be used as a basis of measurement. Measurements will be adjusted when material has been lost from the vehicle, has been wasted, or has otherwise not been incorporated into the work.

Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day as directed by the Government. Each vehicle shall bear a plainly legible identification mark.

5. For aggregates weighed for payment, the tonnage will not be adjusted for moisture content unless otherwise provided.

6. For standard manufactured items (such as fence, wire, plates, rolled shapes, pipe conduits) which are specified by gauge, weight, section measurements, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.

1.3 – Units of Measurement

A. Payment will be by units defined and determined according to U.S. Standard measure and by the following:

1. Cubic Yard: A measurement computed by one of the following methods:

(a) Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

(b) Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.

(c) Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

2. Ton: Short ton consisting of 2,000 pounds.

CONSTRUCTION STAKING – 01030

1.1 – Scope

This section specifies construction staking required for all construction needs.

PART 2 – PRODUCTS

None.

PART 3 – EXECUTION

3.1 – General

The Contractor shall set all flagging, stakes, nails and string lines etc. necessary to construct a complete project as SHOWN ON THE DRAWINGS. The Contractor is responsible for verifying any existing control points shown on the plans. The Contractor shall be responsible for maintaining all staking and for replacing any stakes lost or destroyed during their use period. Construction work shall not begin on an item until the staking for that item has been approved by the Government. This approval will not relieve the Contractor of the responsibility and the associated costs for correcting any errors, whether the errors are discovered during the performance of the survey or during subsequent phases of the project.

SUBMITTALS – 01040

PART 1 – REQUIREMENTS

It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item.

Contractor shall allow 5 days for processing of submittals by the Government. Submittals may also be referred to as shop drawings.

PART 2 – MANUFACTURER'S LITERATURE AND SHOP DRAWINGS

A. The Contractor shall submit three (3) copies of all submittals to the Government for approval on the items required herein. For each submittal, the Contractor must receive written approval from the Government to use the item before incorporating it into the project work. Literature must be marked or otherwise designated to show the exact model, size, etc. the Contractor proposes to use.

Information must be adequate to determine compliance with the specifications. Approvals must be received for products differing from those described in the Government-supplied specifications.

B. Submittals will be waived if the Contractor furnishes the exact item used for design when the manufacturer's model, size, etc. are shown in the contract.

C. Manufacturer's literature or certificates of compliance are required for the following items:

1. Solar kit

2. Concrete mix

3. Concrete reinforcement

4. Aggregate

5. Septic tank

6. Septic line

7. Septic RV connection

8. Solar components; Inverter/charger, Panels and their Mountings, Batteries, Array Combiner, DC-to-DC Converter, Wire and Cable, Enclosures.

9. Power Pedestal, breaker/receptacle panels, junction boxes

MOBILIZATION – 01070

1.1 – Description

This section specifies preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items at the project site.

1.2 – Basis of Payment

A. The Contractor can request payment for performance and payment bonds upon receipt of evidence of full payment to the surety. When separate payment for bonding cost is made, the bonding cost will be subtracted from the total contract amount for this pay item and the balance paid in accordance with the progress payment schedule outlined below.

B. Any bonding costs in excess of the total contract amount of this pay item will be paid under one or more other pay items under this contract as determined by the Contracting Officer. Under no circumstances will the total amount of this contract be increased as a result of bonding costs exceeding the total contract amount of this pay item.

C. Progress payments will be made as follows:

1. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

2. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

4. The total of all payments shall not exceed the original contract amount for this item.

***DIVISION 2 – SITE WORK***

DEMOLITION AND CLEARING – 02010

1.1 – Section Includes

A. Removal of surface debris and clearing of vegetation.

1.2 – References

A. Coordinate clearing work with the Government.

B. Comply with site-specific landscape and hardscape demolition requirements found in other sections and drawings.

PART 2 – PRODUCTS

Not Used.

PART 3 – EXECUTION

3.1 – Preparation

Verify that existing plants designated to remain are identified and protected. Mark all trees to remain in a manner that indicates pre-demolition ground level and use marking system that does not damage trees to be so marked.

3.2 – Protection

A. Protect plants and features not required to be removed by construction activities.

B. Protect existing structures from damage or displacement. Also protect vegetation, soils, and boulders that are outside grading limits.

3.3 – Clearing

A. Do not remove any trees unless approved by the government.

B. If any archaeological artifacts or evidence is encountered, notify the Government and halt work in the area immediately.

3.4 – Removal

A. Remove and legally dispose all construction debris and extracted plant life from site.

B. The Contractor shall perform the work as shown on the drawings.

C. The Contractor shall be responsible for removal, equipment, containment, cleanup, and associated costs necessary for removing and salvaging items shown on the plans.

D. All facilities and materials scheduled for demolition must be completely removed and disposed of legally off Government lands by the Contractor.

D. Fill all holes and restore grades wherever facilities or extracted plant life are removed.

SITE WORK

EARTHWORK – 02030

1.1 – Work Included:

Supply and place material as required.

PART 2 – PRODUCTS

Fill Materials:

Satisfactory Soils: ASTM D 2487 soil classification groups GW, GP, GM,SW, SP, and SM or a combination of these group symbols; free of rock or gravel larger than 3 inches in any dimension, debris, waste frozen materials, vegetation, and other deleterious matter.

Other acceptable fill material: Crushed aggregate, conforming to the requirements of AASHTO M147, grade D

PART 3 – EXECUTION

1.1 – Preparation A. The Contractor shall familiarize himself with all site conditions prior to the start of work, and shall notify the Government of any discrepancies found between site conditions and the contract documents.

B. Scheduling:

1. Schedule all work in a careful manner with all necessary consideration for the public.

2. Avoid interference with the use of, and access to adjacent facilities.

1.2 – Excess Water Control:

A. Finish grading operations shall be performed during dry weather. Soil shall not be in a wet condition.

B. All standing water shall be promptly removed. Finish grading shall not resume until conditions and approved by the Government.

C. The Contractor shall be responsible for positive drainage of all areas of work.

1.3 – Compaction:

A) Compacted fill and backfill shall be placed with suitable equipment in horizontal layers not to exceed 9 inches in depth for rubber tired or vibratory rollers, 6 inches for tamping rollers and 4 inches when mechanical tampers are used.

B) Before placing fill material, surfaces to receive compacted fill shall be cleared of all existing obstructions and vegetation debris. All foundation surfaces to receive fill shall be smoothed, scarified and compacted to 95% of maximum density as determined in accordance with ASTM D 698 for a depth of at least 12 inches using approved compaction equipment.

C) Each layer of compacted fill shall be compacted to not less than 95 percent of maximum density when tested in accordance with ASTM D 698.

D) Aggregate shall be compacted a minimum of 95% of maximum density as determined by AASHTO T180-74 Method D.

1.4 – Finish Grading

A. Fine grade all areas, eliminating rough and low areas. Maintain levels, profiles and contours to subgrades. Maintain positive drainage away from the structure.

B. Remove all stones, roots, grass, weeds and other foreign material while finish grading. Remove and dispose legally of all debris.

DIVISION 2 – SITE WORK

SURFACING – 02030

1.1 – Description Of Work

Work as evident on drawings and specified herein or required to accomplish the removal, replacement and installation of miscellaneous surfacing materials as required to comply with the construction drawings.

1.2 – Related Specifications

A. Pima County/City of Tucson (PC/COT) Standard Specifications and Details for

Public Improvements (2003 Edition), hereafter referenced as PC/COT.

B. Pima County Wastewater Management Department, Manual of Engineering

Standards and Procedures.

C. Tucson Water's Standard Waterworks Specifications and Details.

1.3 – Quality Assurance

Codes, Standards: Standard Details and Materials Standards as referenced herein.

1.4 – Submittals

A. Mix Designs: The Contractor shall submit a mix design for the following materials to the Government for review and approval:

1. Portland Cement Concrete, one submittal for each class of concrete utilized.

2. Asphaltic Concrete, one submittal for each mix of asphaltic concrete utilized.

B. Aggregate Base Course: The Contractor shall submit a laboratory analysis of the aggregate base course material.

1.5 - Dust Control

A. The Contractor shall maintain adequate dust control at all times by sprinkling with water or other approved methods. Any and all claims for dust damage and nuisance to persons or property shall be borne solely by the Contractor.

2.1 – PORTLAND CEMENT CONCRETE (PCC)

The Portland Cement Concrete shall conform to PC/COT Standard Specification No. 1006 and the class specified.

2.2 – Aggregate Base Course

The aggregate base course shall conform to PC/COT Standard Specification No. 303.

2.3 – Joint Material

Joint material shall conform to PC/COT Standard Specification 1011.

2.4 – Hot Bituminous Mix shall conform to PC/COT Standard Spec 406 Residential #2.

3.1 – Cleanup

A. Clean all foreign material from finish surfaces.

B. Dispose of all debris, unsalvageable material and all other unsuitable material in accordance with all governing rules and regulations.

FINISH GRADING – 02040

1.2 – Work Included:

Backfill along concrete edges and ensure positive drainage away from facilities.

PART 2 – PRODUCTS

PART 3 – EXECUTION

3.1 – Preparation

A. Backfill along all concrete edges so that none protrude over 1/2" above surrounding grade. Fill slopes shall be 4:1 or flatter (unless shown otherwise on drawings) with a 1’ flat compacted aggregate shoulder adjacent to the pavement unless shown otherwise on the plans.

B. Fill slopes shall be 3:1 or flatter.

AGGREGATE BASE - 02232

PART I-GENERAL

1.1 SUMMARY

The work of this section consists of furnishing and placing aggregate, and filler if required, on a prepared subgrade.

1.2 SUBMITTALS

A. Two copies of certified weight tickets for each load of aggregate delivered to project site.

B. If materials are obtained from a commercial source, submit certification from the supplier certifying that aggregate base course meets the requirements of this section.

C. Submit all Material and Compaction Test results directly to Contracting Officer (CO) from testing services, with copy to Contractor.

1.3 QUALITY ASSURANCE

A. Material Test and Compaction Test to be the responsibility of the Contractor.

B. PART 2 –PRODUCTS

2.1 AGGREGATE

A. Clean, hard, durable fragments or particles of crushed stone, crushed slag, or crushed or natural gravel. Materials that break up due to freeze-thaw or wet-dry cycling shall not be used.

B. Coarse Aggregate: AASHTO T96- 77, percentage of wear of not more than 50.

C. Fraction passing No. 40 sieve shall have a liquid limit not to exceed 25 and a plasticity index of not more than six, as determined by AASHTO T89-81 and 0-81, respectively.

D. Material, inclusive of filler, shall meet following screen analysis requirements by weight:

3.1 PLACING

If the required compacted depth of the aggregate base course exceeds six inches, place course in two or more layers of approximately equal thickness. The maximum compacted thickness of anyone layer will not exceed six inches.

3.2 MIXING

Mix the aggregate by anyone of the three following methods:

1. Stationary Plant Method: Mix aggregate base course and appropriate amount of water for compaction in an approved mixer. After mixing, transport aggregate to the job site while it contains the proper moisture content and place on the roadbed with an approved aggregate spreader. Before compaction, remove excess moisture.

2. Travel Plant Method: After the material for each layer has been placed through an aggregate spreader or windrow-sizing device, it shall be uniformly mixed by a traveling mixing plant.

3. Road Mix Method: After placing each layer, mix materials at optimum moisture content using motor graders or other approved equipment until the moisture is uniform throughout.

3.3 COMPACTION

Compact each layer to a density of not less than 95 percent of the maximum density, as determined by AASHTO T180- 74, Method D. Test density in-place, in accordance with AASHTO T191-61, T205-64, or other recognized method. Density tests to be performed in a minimum of 3 locations as directed by the engineer.

3.4 SURFACE FINISHING

A. Use a smooth steel wheel roller for the final rolling of top surface base course. Water surface and evenly spread loose stones before final rolling. Make minimum of two complete passes over area to embed stones. Correct soft spots developed during rolling.

B. Compacted base course surface shall be smooth and free from waves and other irregularities.

Unsatisfactory portions of base course shall be tom up, reworked, re-laid, and re-rolled, at no additional expense to Government.

3.5 MATERIAL ACCEPTANCE REQUIREMENTS

Acceptance will be based on periodic samples and tests taken following mixing and before laying.

3.6 TOLERANCES

Surface: Contractor will test finished surface of the base course with a 10-foot straightedge or other device. The variation between any two contacts with the surface.

3.7 MAINTENANCE

Maintain base course in a satisfactory condition until surfaced or until final acceptance.

1.1 – Section Includes

1.3 – Submittals For Review

Product Data: Provide data on joint filler, admixtures and curing compounds.

1.4 – Quality Assurance

A. Perform work in accordance with ACI 301 and PC/COT Standard Specification 908.

B. Obtain cementitious materials from same source throughout.

1.5 – Environmental Requirements

Do not place concrete when base surface temperature is less than 40°F, or surface is wet or frozen.

2.1 – Form Materials

Wood or steel form material, profiled to suit conditions.

2.2 – Concrete Materials

As specified in Section 03030 Cast-in-Place Concrete.

Concrete mix shall have integral Davis color “Adobe”.

2.3 – Accessories

A. Curing Compound: AASHTO M148 (ASTM C309), Type 1, Class A.

B. Joint Fillers: 1/2-inch preformed strips conforming to the requirements of Pima

County/City of Tucson Standard Specification 1011.

2.4 – Concrete Mix

A. Mix concrete in accordance with ACI 304. Deliver concrete in accordance with

ASTM C94.

B. Select proportions for normal weight concrete.

C. Provide concrete to the following criteria:

1. Compressive Strength: 3,000 psi at 28 days.

2. Slump: 3 inches.

3. Air entrainment 3-5%.

D. Use accelerating admixtures in cold weather only when approved by the Government.

Use of admixtures will not relax cold weather placement requirements.

E. Use calcium chloride only when approved by the Government.

F. Use set retarding admixtures during hot weather only when approved by the Government.

3.1 – Examination

A. Verify base conditions under provisions of Section 02020.

B. Verify gradients and elevations of base are correct.

3.1 – Preparation

A. Moisten base to minimize absorption of water from fresh concrete.

B. Notify the Government minimum 24 hours prior to commencement of concreting operations.

3.3 – Forming

A. Place and secure forms to correct location, dimension, profile, and gradient.

B. Assemble formwork to permit easy stripping and dismantling without damaging concrete.

C. Place joint filler vertical in position, in straight lines. Secure to formwork during concrete placement.

3.4 – Placing Concrete

Place concrete in compliance with PC/COT Standard Specifications for Public Improvements Section 601-3.03.

3.5 – Joints

A. General: Construct expansion, weakened-plane (contraction) and construction joints true-to-line with face perpendicular to surface of concrete. Construct transverse joints at right angles to the center line, unless otherwise indicated. Locate joints as shown on the drawings or, if not shown, divide concrete slabs into maximum 12-foot sections in both directions not to exceed a ratio of 4:5, as approved by the Government.

When joining existing structures, place transverse joints to align with previously placed joints, unless otherwise indicated.

B. Weakened-Plane (Contraction) Joints: Provide weakened-plane (contraction) joints, sectioning concrete into areas as noted above or as shown on drawings. Construct weakened-plane joints for a depth equal to at least 1/4 concrete thickness as follows:

1. Saw-Cut Joints: Saw cuts should be made 12 to 24 hours after finishing. Cut to a depth of 2", clean groove of loose debris.

2. Construction Joints: Place concrete joints at the end of pours and at locations where placement operations are stopped for a period of more than 1/2 hour, except where such pours terminate at expansion joints.

3. Expansion Joints: Provide pre-molded joint filler for expansion joints, in sidewalks and abutting concrete curbs, catch basins, manholes, inlets, structures, walks and other fixed objects, unless otherwise indicated. Depress joint filler 1/2 inch below surface where joint sealer is required. Unless otherwise indicated, provide expansion joints at a maximum of 30 feet on center spacing to divide concrete into maximum 720 SF.

3.6 – Finishing

A. Exterior Slabs and Walks: Medium Broom Finish.

B. Place curing compound on exposed concrete surfaces immediately after finishing.

Apply in accordance with manufacturer's instructions.

3.7 – Tolerances

A. Maximum Variation of Surface Flatness: 1/4 inch in 10 feet.

B. Maximum Variation From True Position: 1/4 inch.

3.10 – Field Quality Control

Testing firm will take cylinders and perform slump tests in accordance with ACI 301.

3.11 – Protection

A. Immediately after placement, protect concrete from premature drying, excessive hot or cold temperatures, and mechanical injury.

B. Do not permit traffic over concrete until 75 percent design strength of concrete has been achieved.

PART 2 – PRODUCTS

2.1 – Wood Form Materials

A. Softwood Plywood: PS 1, C Plugged Grade, Group 2.

B. Lumber: Pine species; construction grade or better; with grade stamp clearly visible.

2.2 – Prefabricated Forms

A. Preformed Steel Forms: Minimum 16 gage matched, tight fitting, stiffened to support weight of concrete without deflection detrimental to tolerances and appearance of finished surfaces.

2.3 – Formwork Accessories

A. Form Ties: Snap-off type, galvanized metal, adjustable length, cone type, with waterproofing washer, free of defects that could leave holes larger than 1 inch in concrete surface.

B. Form Release Agent: Colorless mineral oil which will not stain concrete, or absorb moisture, or impair natural bonding or color characteristics of coating intended for use on concrete.

C. Dovetail Anchor Slot: Galvanized steel, 22 gage thick, foam filled, release tape sealed slots, anchors for securing to concrete formwork.

D. Nails, Spikes, Lag Bolts, Through Bolts, Anchorages: Sized as required, of sufficient strength and character to maintain formwork in place while placing concrete.

E. Waterstops: Rubber, minimum 1,750 psi tensile strength, minimum 50°F to plus 175°F working temperature range, maximum possible lengths, ribbed profile, preformed corner sections, heat welded jointing.

PART 3 – EXECUTION

3.1 – Examination

A. Government to approve all forms at least 4 hours prior to placing concrete. Notify Government 24 hours in advance of pouring concrete.

B. Verify lines, levels, and centers before proceeding with formwork. Ensure that dimensions agree with drawings.

3.2 – Earth Forms

A. Hand trim sides and bottom of earth forms. Remove loose soil prior to placing concrete.

3.3 – Erection Formwork

A. Erect formwork, shoring, and bracing to achieve design requirements, in accordance with requirements of ACI 301.

B. Provide bracing to ensure stability of formwork. Shore or strengthen formwork subject to over stressing by construction loads.

C. Arrange and assemble formwork to permit dismantling and stripping. Do not damage concrete during stripping. Permit removal of remaining principal shores.

D. Align joints and make watertight. Keep form joints to a minimum.

E. Obtain approval before framing openings in structural members which are not indicated on Drawings.

F. Install void forms in accordance with manufacturer's recommendations. Protect forms from moisture or crushing.

3.4 – Application - Form Release Agent

A. Apply form release agent on formwork in accordance with manufacturer's recommendations.

B. Apply prior to placement of reinforcing steel, anchoring devices, and embedded items.

C. Do not apply form release agent where concrete surfaces will receive special finishes or applied coverings which are affected by agent. Soak inside surfaces of untreated forms with clean water. Keep surfaces coated prior to placement of concrete.

3.5 – Inserts, Embedded Parts, And Openings

A. Provide formed openings where required for items to be embedded in passing through concrete work.

B. Locate and set in place items which will be cast directly into concrete.

C. Coordinate with work of other sections in forming and placing openings, slots, reglets, recesses, sleeves, bolts, anchors, other inserts, and components of other Work.

D. Install accessories in accordance with manufacturer's instructions, straight, level, and plumb. Ensure items are not disturbed during concrete placement.

E. Install water stops continuous without displacing reinforcement. Heat seal joints watertight.

F. Provide temporary ports or openings in formwork where required to facilitate cleaning and inspection. Locate openings at bottom of forms to allow flushing water to drain.

G. Close temporary openings with tight fitting panels, flush with inside face of forms, and neatly fitted so joints will not be apparent in exposed concrete surfaces.

3.6 – Form Cleaning

A. Clean forms as erection proceeds, to remove foreign matter within forms.

B. Clean formed cavities of debris prior to placing concrete.

C. Flush with water or use compressed air to remove remaining foreign matter. Ensure that water and debris drain to exterior through clean-out-ports.

D. During cold weather, remove ice and snow from within forms. Do not use de-icing salts. Do not use water to clean out forms, unless formwork and concrete construction proceed within heated enclosure. Use compressed air or other means to remove foreign matter.

3.7 – Formwork Tolerances

Construct formwork to maintain tolerances required by ACI 301.

3.8 – Field Quality Control

A. Inspect erected formwork, shoring, and bracing to ensure that work is in accordance with formwork design, and that supports, fastenings, wedges, ties, and items are secure.

B. Do not reuse wood formwork more than 3 times for concrete surfaces to be exposed to view.

C. Do not patch formwork.

3.9 – Form Removal

A. Do not remove forms or bracing until concrete has gained sufficient strength to carry its own weight and imposed loads.

B. Loosen forms carefully. Do not wedge pry bars, hammers, or tools against finish concrete surfaces scheduled for exposure to view.

C. Store removed forms in manner that surfaces to be in contact with fresh concrete will not be damaged. Discard damaged forms.

CAST-IN-PLACE CONCRETE – 03030

PART 1 – GENERAL

1.1 – Quality Assurance

1. Standards: Concrete work shall conform to the latest edition of the following standards and to the Contract Drawings and Specifications.

2. Uniform Building Code, as adopted and modified by the local governing authority.

3. American Concrete Institute "Manual of Concrete Practice", and publication ACI 318 "Building Code Requirements for Reinforced Concrete."

4. American Society for Testing and Materials, Standards as referenced herein.

A. Allowable Tolerances: Flatwork true to plane with maximum deviation of 1/4" in 10 feet, measured in any direction.

1.2 – Submittals

Ready-mix delivery tickets shall be given to the Project Superintendent for examination by the Government in three copies. The tickets shall contain the following information.

1. Number of cubic yards in batch.

2. Quantity and description of admixtures used.

3. Maximum size of aggregate.

4. Design compressive strength.

5. Gallons of water added at the site.

PART 2 – PRODUCTS

2.1 – Materials

A. Cement: Portland Cement, Type II, ASTM C150. Concrete shall have integral Davis color “Adobe”.

B. Aggregate

1. Standard weight aggregates conforming to requirements of ASTM C33.

2. Uniformly graded, clean and durable material free of organic matter or other deleterious substances.

3. The maximum size used in a particular location shall be consistent with the form and dimensions of the section being placed and with the method of compaction.

The aggregate sizes shall be such as will produce dense, uniform concrete, free of rock pockets, honeycombs and other irregularities unacceptable to an Architectural finished surface.

C. Water: Potable, free of harmful acids, alkalis, oils and organic substances.

D. Admixtures: No admixtures shall be used unless specifically requested by the General Contractor and approved by the Government. When used, the Contractor shall provide evidence from an independent testing laboratory which assures that the admixture will have no deleterious effect upon reinforced concrete; and which indicates chemical compounds, effects upon strength, durability, and resistance to weathering and wear, and curing time.

E. Expansion Joint Filler

1. Non-extruding, preformed type; thickness as shown on drawings.

2. Fiber joint filler may be used only with a rubber asphalt sealer. Do not use fiber material with a chemically-cured sealant.

F. Control Joint: Propose layout for Government approval.

2.2 – Mixes

A. Ready Mix Concrete: Transit mixed concrete shall conform to the requirements of Standard Specifications for Ready-Mix Concrete, ASTM C94, Alternative 2.

B. Proportions: Proportions of cement, aggregates and water shall be such as to produce a concrete that will work into all corners and angles of forms, and around reinforcement and inserts; and that will not segregate. Proportions shall be as required within limits specified and shall produce concrete of strength and durability required. Excess free surface water is not permitted.

C. Strength: All concrete to be minimum 3000 psi at 28 days, or as otherwise specified on the plans.

D. Temperature: Concrete when deposited shall have a temperature above 50°F and below 95°F. Design shall provide for duration and type of conveyance and handling.

E. Air Entrainment: All concrete shall have 3-5% air entrainment.

PART 3 – EXECUTION

3.1 – Subgrade Preparation

Subgrades shall be shaped, dressed, moistened and compacted, as required. Test the subgrade for crown, elevation, and density in advance of placing pavement. Remove and replace soft or unsuitable material with approved material. Bring low sections, holes, or depressions to the required grades with approved material, shape the entire sub-grade to line, grade and cross , and thoroughly compact as specified.

3.2 – Preparation for Concrete Placement

A. Place embedded items, and expansion strips as indicated; maintain items securely in place. The Contractor shall give reasonable and adequate advance notice of concrete placement to all subcontractors and concerned parties who must place items to be embedded in or pass through the concrete to be poured, e.g. pipes, anchor bolts, sleeves, reglets, casings, etc., as shown on the drawings or otherwise required. Notify Government immediately of any conflict with structural elements.

B. Water shall be removed from place of deposit before concrete is placed unless otherwise permitted by the Government. All laitance and other unsound material shall be removed from hardened concrete before additional concrete is placed.

C. Screeds shall be rigidly secured in place. When the formwork is cambered, screeds shall be set to a like camber to maintain the proper concrete thickness.

D. Upon completion of preparatory operations, but prior to placement of concrete, Government shall be notified for observation. No concrete shall be placed without notification. The Government may regard preparatory work unacceptable if he has not had reasonable opportunity for such observation.

3.3 – Formwork

A. Formwork shall be structurally sound and rigid and shall conform in section and dimension to the Drawings. Forms are subject to the approval of the Government. Oil forms each time they are used.

B. Shoring and forms shall be cleaned of all loose dirt and other foreign matter. Dampen dry soil and forms just prior to pouring. Avoid excessive watering.

3.4 – Reinforcement

A. Concrete slabs shall be reinforced with #5 rebar at 18-inches on center each way, placed at mid-depth of slab. Thickened edge shall have one #5 rebar located 1/3 of the distance from the bottom of the thickened edge to the top finished surface.

3.5 – Accessory Materials

A. Tie Wire: Minimum 16 gauge annealed type.

B. Special Chairs, Bolsters, Bar Supports, Spacers Adjacent to Weather Exposed Concrete Surfaces: Plastic coated steel type; size and shape as required.

3.6 – Joints

Joints not indicated on the drawings shall be so made and located as to least impair the strength of the structure, while reducing the effects of shrinkage. The location of joints not indicated on the drawings are subject to the approval of the Government.

Install pre-molded expansion joints where indicated on the drawings. Expansion joint strips shall be installed to the full depth of the joint. Where caulked expansion joints are indicated on the drawings, set the top of expansion joint strips down from the finished top surface of slabs to the depth required to receive the caulking.

3.7 – Placing Concrete

A. Concrete shall be deposited as nearly as practicable in its final position to avoid segregation due to re-handling or flowing. The placing of concrete shall be carried on at such a rate that concrete is at all times plastic and flows readily into the spaces between the bars. No concrete that has been contaminated by foreign material shall be used, nor shall re-tempered concrete be used unless approved by the Government.

B. When placing is once started, it shall be carried on as a continuous operation until placement of the panel or section is completed. When construction joints are necessary, they shall be made as specified herein.

C. No concrete shall be dropped freely into place from a greater height than four feet.

Tremies shall be used for placing concrete where the drop is in excess of such height.

D. All concrete shall be thoroughly consolidated by suitable means during placement. It shall be thoroughly worked around reinforcement and embedded fixtures and into the corners of the forms. Vibration shall be transmitted directly to the concrete; in no case shall it be transmitted through the forms. The vibration shall be sufficiently intense to cause the concrete to settle readily into place and to visibly affect the concrete over a radius of at least 18". Vibrators shall not, however, be used to transport concrete or force concrete to flow horizontally. Vibration shall be supplemented by manual forking or spading adjacent to the forms on exposed faces in order to secure smooth, dense surfaces. If, for any reason, the surfaces or interiors have voids or are in any way defective, such concrete shall be repaired as directed by the Government, and no defective work shall be patched or repaired without the prior inspection and approval of the Government.

E. Slump

1. Concrete samples shall be measured for slump in accordance with ASTM C143.

The slump of the concrete shall be the minimum that is practicable.

2. In any case, the slump shall not exceed 4-1/2" without the expressed approval of the Government.

3.8 – Hot Weather Requirements

Concrete pours during hot weather should be scheduled for early morning hours to the maximum extent possible in order to permit finishing operations to be completed by noon.

3.9 – Cold Weather Requirements

A. Adequate equipment shall be provided for heating concrete materials and protecting concrete during freezing or near-freezing weather. No frozen materials or materials containing snow or ice shall be used.

B. All reinforcement, forms, fillers, and ground with which the concrete is to come in contact shall be free from snow or ice. Whenever the temperature of the surrounding air is below 40°F or higher after placement. Adequate means shall be provided for maintaining this temperature for 4 days. When high-early-strength concrete is used, a temperature of at least 45°F shall be maintained for 3 days. In either case, any additional time necessary to ensure proper curing of the concrete shall be provided as directed by the Government. The housing, covering, or other protection used in connection with curing shall remain in place and intact at least 24 hours after the artificial heating is discontinued.
