Responses to Questions
*Responses are in blue*
1. The Description and SOW state the four contract items are all “installation” and the only item where the contractor has to provide materials is the additive bid item for the concrete. Does this mean that all the aggregate, sewer lines, RV sewer connection, solar power system, electrical lines, electrical pedestal, and wastewater tank are all being provided by the USDA Forest Service? Essentially the base contract is only “service”? The Specifications first listed Spec (01010—Scope of Work) begin this way: Furnish all material, equipment, transportation, labor and supervision necessary to construct a host site per drawings and specifications.
Scope of work includes:
1. Construction of a 20’ x 50’ reinforced concrete slab (additive bid item)
2. Installation of aggregate road surfacing
3. Installation of a wastewater tank, sewer line, and an RV sewer connection
4. Installation of a solar power system, underground electric, and an electric pedestal
5. Installation of a host site sign.
2. If everything is provided, then great. If not, then what exactly does the contractor have to purchase and provide? The contractor shall provide everything to be installed (‘all material, equipment, transportation, labor and supervision…’) unless items are indicated that they are not to provide. There are a few items that can be retained pertaining to the Solar System and they are clearly identified in the specification (16020—Solar System).
3. Does the magnitude $25K -$100K range include the concrete pad at 20’ X 40”, which is labeled
“additive bid item”? Yes.
4. Division 1 General Requirements, SCOPE OF WORk-01010
1.5- Contract Administration, Construction quality control shall include supplying all the personnel, equipment, tests and reports necessary to ensure that construction is completed in compliance with the drawings, specifications and provisions of the contract. Question: What Testing and what is the frequency at which tests are required? In lieu of formal testing, compaction of material (aggregate, trench backfill, etc.) shall occur with mechanical equipment until no further deformation under the equipment is achieved. Material shall be moistened-wetted to allow for adequate compaction.
Under what pay item is the testing to be paid? No testing required.
5. 1.8 – Special Construction Requirements, B. Upon completion of the project, all excess soil, demolished structures and other construction materials shall be removed from Government Land and disposed of in accordance with State and County standards. Can excess dirt and rock be spoiled on site? Yes. All excavated soil can be spread, watered and wheel-rolled on the final bedrock segment of the road into Brown Canyon Ranch. Excavated material shall not have objectionable quantities of grass, plants and any vegetation incorporated. Can grass and plants cleared and grubbed be spoiled on site? Grass, plants and vegetation can be scattered as indicated on site by COR/District personnel.
6. D. Equipment and material storage: The Contractor shall obtain permission from the Contracting Officer for equipment and material storage, and for other areas needed for construction. Can the parking lot be used as staging area? The District will allow contractor equipment to stage either in the parking lot or in the fenced Brown Canyon Ranch area for parking purposes only.
Staging area shall not impede traffic flow.
7. 1.5 – Utility Services There is no electric service or water available at the site. Can we use the water on site in the valve box that is next to water tank? The water on site is not available to the Contractor. The District will allow the Contractor to use water from a standpipe at Carr Barn Administrative site, approximately 1.0 mile south on AZ-92. Contractor will need to coordinate with District personnel.
8. CONSTRUCTION STAKING – 01030, The Contractor shall set all flagging, stakes, nails and string lines etc. necessary to construct a complete project as SHOWN ON THE DRAWINGS. The Contractor is responsible for verifying any existing control points shown on the plans. The Contractor shall be responsible for maintaining all staking and for replacing any stakes lost or destroyed during their use period. Construction work shall not begin on an item until the staking for that item has been approved by the Government. This approval will not relieve the Contractor of the responsibility and the associated costs for correcting any errors, whether the errors are discovered during the performance of the survey or during subsequent phases of the project. Whom will be providing the control points that aren’t on plans? No control points.
Shall be provided. COR or District Rec Manager shall provide locations to the contractor on-the-ground at a time mutually acceptable. How does this line item get paid?. No control points required. Considered incidental.
9. MOBILIZATION – 01070, Is a payment and performance bond required for this project and Under what line items will it get paid? In accordance with the Miller Act a payment bond is required (see page 1 section 10 of solicitation). You can lump sum bonding or add it into your mobilization.
10. DEMOLITION AND CLEARING – 02010, 3.4 – Removal A. Remove and legally dispose all construction debris and extracted plant life from site. Can the removed plant life, i.e. grasses, be disposed on site? Yes. All grass, plants and vegetation can be scattered as indicated on site by COR/District personnel. How does this line item get paid? This work shall be explicitly identified as incidental to something else—excavation and embankment most likely.
11. EARTHWORK – 02030, whom is responsible for the testing and acceptance of materials and Compaction testing? ABC specification shall be identified as a PAG, MAG or other locally specified aggregate base course with delivery tickets being the only certification required. Under what line item would the testing get paid? No testing required.
12. SURFACING – 02030, 2. Asphaltic Concrete, one submittal for each mix of asphaltic concrete utilized. Is there Asphalt on this project? No asphalt is required on this project.
13. AGGREGATE BASE – 02232 Which Aggregate base course are we to use, what was specified under Earthwork or the specified under this specification? Contractor shall use Aggregate Base – 02232.
14. Under what line item will this get paid? Pay Items 2 & 3, per Schedule of Items. Typically, MAG Spec material is supplied by local Suppliers. PAG Spec would have to be hauled from Tucson.
15. 3.4 SURFACE FINISHING, Can we wheel roll with backhoe instead of steel wheel roller due to the limited amount of aggregate being placed? Steel wheel roller shall be used and rolled with moisture until no further deformation is achieved.
16. BURIED ELECTRICAL AND RV PEDESTAL – 16000. 2.1 – Plastic Conduit and Direct Burial Cable Plastic conduit for lines shall be 3” schedule 40 electrical grade PVC with long sweep elbows.
Two direct Burial Cables shall be #10/3 with ground, each a copper-conductor UF-type. Do you want all cables to be in 3” conduit instead of direct burial? Yes. All cables shall be in conduit.
Contractor shall use the minimum allowable conduit size consistent with NEC conduit fill requirements for entire run. Both above and below ground.
The existing rigid conduit protruding through the wall to the exterior is approximately 2” to 2- 1/2” conduit. Do you want replace with 3” or use existing? Use existing if conduit if size is allowable per NEC.
Do you want a 3” rigid conduit to sweep from building into the ground instead of PVC? Rigid conduit shall be used for exterior conduit if required by NEC to whatever depth the NEC requires before transitioning to PVC.
