About this file

This document is a detailed technical specification for the United States Coast Guard (USCG) procurement of seven (7) Fiber Optic Gyrocompass (FOG) Inertial Navigation Systems (INS) for National Security Cutters (NSCs). The specification outlines comprehensive technical requirements for a replacement navigation system to address obsolescence of existing MK-39 Mod 3A INS and MK-27-F gyrocompass systems. Key technical specifications include precise performance parameters such as position accuracy within 10 meters, heading accuracy of 3 arcminutes RMS, operational temperature range of 0-55°C, passive cooling, 24-28 VDC power input, dimensions not exceeding 23.5" x 17.5" x 19.4", and a desired mean time between failure (MTBF) of 200,000 hours. The system must interface with existing USCG navigation sensor systems, provide multiple communication protocols, and meet stringent military and maritime standards including Buy American Act requirements, IMO safety regulations, and USCG type approval standards.

The specification mandates rigorous quality assurance processes, including ISO 9001:2015 compliance, calibration to NIST standards, and comprehensive testing at the Coast Guard Systems Acceptance and Integration Laboratory. Packaging and shipping requirements are detailed, specifying protective measures like anti-static bags, closed-cell foam, and reusable containers. Cybersecurity is emphasized, with the contractor required to support the Coast Guard's Authority to Operate (ATO) process and comply with NIST, FISMA, and other federal cybersecurity guidelines. The system is critical for providing position, heading, and vector data to command, navigation, and tactical weapons systems on maritime security cutters, underscoring its importance to national defense operations.

SPECIFICATION FOR T H E

P U R C H A S E O F T H E WMSL

FIBER OPTIC INERTIA

NAVIGATION SYSTEM

(INS) (rev. 07/15/2025)

1.0 SCOPE:

1.1. This specification describes the requirements for purchasing, shipping, preservation, packaging, packing, and marking of the following Inertial Navigation System:

1.2. Requirements: The United States Coast Guard (USCG) is seeking information on primary and secondary gyro systems due to frequent equipment failures and obsolescence. Both existing gyro systems are no longer supportable on its National

Security Cutters (NSC), also known as Maritime Security Cutter, Large (WMSL). The existing gyro systems on USCG National Security Cutters are MK-39 Mod 3A Inertial

Navigation System (INS) (primary) and MK-27-F gyrocompass (secondary). These systems currently provide critical position, heading, and vector data to command-and-control systems, navigational systems and tactical weapons systems. The USCG is seeking replacement gyro systems due to the obsolescence of both systems as existing systems are no longer supportable. Potential replacement gyro systems must be equivalent or superior functionality to the current systems, interoperability with existing on-board systems and offer long-term supportability and maintainability.
