About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the United States Coast Guard's Fiber Optic Gyrocompass (FOG) Inertial Navigation Systems (INS) acquisition. The amendment (A00002) provides answers to vendor questions and clarifies key solicitation details for the procurement of seven FOG INS for WMSL-class cutters. Critical points include: no extensions will be granted for the proposal submission deadline of August 16, 2025; only domestic end products will be accepted due to the system's classification as a national security system; the customer is acquiring only the Gyro at this time, without installation or integration services; and cybersecurity compliance is mandated.

The amendment addresses specific vendor inquiries about section references, product requirements, and procurement terms. Notably, the solicitation requires domestic manufacturing and excludes the Trade Agreements Act (TAA) clause because the FOG INS is considered an integral part of a national security system. Vendors must submit proposal requests encrypted using DoD SAFE no later than August 8, 2025, by 10:00 AM EST, with communications directed to specific Coast Guard contracting personnel. The acquisition is time-sensitive, with the award targeted for the end of Fiscal Year 2025.

Standard Form 30 Continued

1. Answers to the submitted RFQ’s:

Question 1: Ref.: Solicitation Section (if applicable): Section M, 1. Technical, fourth sub bullet (page numbered 74) and Section L, Required Documents, item 5, first sub bullet (page numbered 72).

Title: Reference to Section H 20 & 21

These items reference Solicitation Section H 20 & 21. Section H does not contain 20 &21. Can you please clarify or correct these references? Ref. Solicitation Section H 20 & 21

Answer: In the revised Solicitation, Section M, 1. Technical, fourth sub-bullet (page 74), the references to

H20 and H21 have been deleted as Section H only goes up to H17. Additionally, the FAR clauses on page 20 are applicable. On page 21 of the solicitation, FAR 52.204-27 has been checked as it is applicable. In the specifications, cybersecurity compliance is mandated.

In the revised Solicitation, Section L, Required Documents, item 5, first sub-bullet (page 72), Section H-20 of the RFP has been removed and updated to reference the specifications.

Question 2: Ref. Solicitation Section (if applicable): FAR 52.212-1 INSTRUCTIONS TO OFFERORS-

COMMERCIAL, APPLIES TO THIS ACQUISITION AND IS TAILORED IN ITS ENTIRETY FOR

SIMPLIFIED ACQUISITIONS. ADDENDUM

Ref.: Specification Section/Page (if applicable): Page 71

Title: Provide Ready for Issue Items

RFP requires contractor to delivery “ready for issue” items, but does not request pricing for installation, integration, STW, HAT, SAT, and commissioning. Does the government desire pricing for these tasks?

Answer: No, the customer is only acquiring the Gyro’at this time.

Question 3: Ref.: Solicitation Section: Section L, submission of quotes (page numbered 71)

Title: Submission of quotes extension

Can the submission of quotes deadline be extended from August 16, 2025, to September 12, 2025 to allow offerors additional time to prepare thorough and accurate quote submissions?

Answer: No, the proposal due date can’t be extended to September 12, 2025. This is an FY25 award requirement.

Question 4: Ref.: Specification Section

Title: BAA and TAA

The RFP omits the TAA Clause (FAR 52.225-5) which will apply to foreign goods that exceed the Buy

America Act financial threshold to fulfil the domestic preference requirement. Will the government add the TAA Clause to the RFP? If not, please provide the rationale for its exclusion.

Answer: No. FAR 52.225-5 is not applicable. Under Subpart 25.4 – Trade Agreements, Subpart 25.401 identifies exceptions. FAR 25.401(a)(2) specifies that the Trade Agreements Act (TAA) does not apply to

“Acquisitions of arms, ammunition, or war materials, or purchases indispensable for national security or for national defense purposes.” National security also encompasses national security systems. As defined under

40 U.S.C. 1452, a “national security system” means any telecommunications or information system operated by the United States Government, the function, operation, or use of which— involves equipment that is an integral part of a weapon or weapons system.”

The specifications further identify that the FOG INS is an integral part under sections 1.2 – “Requirements” and various subsections of 3.0 – “Requirements.”

Question 5: The BAA expressly contemplates the purchase of foreign products where the domestic product price is unreasonable. Does the solicitation, including in Attachment 1 Specification, requiring

3.1.8, provide that only domestic end products will be accepted for award? If so, can you clarify the rationale?

Answer: Yes, only domestic end products will be accepted for award due to the FOG INS being an integral part as defined under 40 U.S.C. 1452 “National Security system” defined; subpart (a) (4). Therefore, per the solicitation, FAR 52.225-2 Buy American certificate is included in full text.

PLEASE NOTE: The revised copy of the solicitation has been added to the file.
