About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a United States Coast Guard (USCG) procurement of seven (7) Fiber Optic Gyrocompass (FOG) Inertial Navigation Systems (INS). The amendment changes the solicitation closing date from 12PM EST on August 16, 2025, to 12PM EST on August 15, 2025, due to the original date falling on a Saturday. The amendment also addresses two vendor questions: confirming that the solicitation is for seven individual FOG INS units (not shipsets), and clarifying that dual redundancy is not required for the Inertial Navigation System and Data Distribution Unit, as NAVSSI and/or GPNTS will serve as the DDU. The procurement is for mission-critical systems to be installed on USCG WMSL-class cutters (National Security Cutters), providing essential position, heading, and motion vector data for navigation and tactical operations.

1. Answers to the submitted RFQ’s:

Question 1: The reference RFP states that the USCG intends to contract “seven (7) Fiber Optic Gyrocompass (FOG) Inertial Navigation Systems (INS)”. Will the USCG define a “system”, i.e., does the USCG intend to procure seven (7) FOG INS units, or seven (7) shipsets which are comprised of two (2) FOG INS’ each?

Answer: The RFP is for seven (7) FOG INS units and NOT shipsets

Question 2: Schedule of supply states FFP for “Gyrocompass Inertial Measurement Unit & Interface”, QTY 7.

Will the USCG define the “gyrocompass inertial measurement unit and interface” as an INS with data distribution unit (DDU)? If so, is it the USCG intention for dual redundancy of both the INS and the DDU?

Answer: a. Based on USCG requirements and market research we have noticed that some gyrocompass manufacturers need extra units to meet USCG requirements / SPECS to meet the synchro signals needed.

USCG refers to this as a system, as it is going into a system.

If so, is it the USCG’s intention for dual redundancy for both INS and the DDU?

Answer: b. Dual redundancy is not required as NAVSSI and or GPNTS serves as the DDU.
