1. PURPOSE AND SCOPE

The purpose of this document is to define the minimum requirements for a custom manufactured Mobile Command Unit (MCU) for use by the California Governor’s Office of Emergency Services (CalOES). The following specifications outline the MCU for the California State Warning Center (CSWC). Compliance with this document is a means of assuring that the MCU shall perform its intended function(s) satisfactorily under all conditions normally encountered in operations. Any regulatory operation of this MCU is the sole responsibility of the user. The desired layout is depicted as an outline drawing in Attachment #3. A general statement or letter stating that the vendor meets all specifications shall not be acceptable.

Section 1.0 of this document provides information needed to understand the rationale for the MCU’s operational performance and equipment requirements. It describes typical MCU applications and operational goals, as envisioned by the proposal team and establishes the basis for the standards stated in Section 2.0.

Section 2.0 contains the minimum performance standards required for the MCU. These standards specify the required performance under normal environmental conditions. Also included are recommended road test procedures necessary to demonstrate MCU compliance with the minimum requirements.

Section 3.0 describes the MCU modular body area and accessory equipment requirements.

Operational equipment characteristics are defined as well as conditions that shall assure the equipment user that operations can be conducted safely and reliably in the expected operational environment.

Section 4.0 provides an area to list and describe Customer Furnished Equipment (CFE) and allows inclusion of addition details and instructions as needed for installation and/or expected operation of CFE components.

Section 5.0 is used to list and describe additional included equipment and features as selected by the customer. Additional details and instructions may be included to ensure that optional items are installed and function as designed.
