SPECIFICATION FOR T H E

P U R C H A S E O F WMSL

STEERING PUMPS

1.0 SCOPE:

1.1. This specification describes the requirements for purchasing, shipping, preservation, packaging, packing, and marking of the following pump:

2.4. Order of Precedence

2.4.1. In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence. However, nothing in this specification supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.0 REQUIREMENTS:

3.1. General Requirements

3.1.1. The Contractor shall provide all equipment, labor, and materials to provide, test, preserve, package, pack & mark, ready-for issue steering pumps in NEW condition within this contract requirement. Pumps must be manufactured in accordance with OEM part number specifications.

3.1.2. The pumps special features include P/N: R902439677, DIMENSIONS= 14"

X 9" X 8" WEIGHT: APPROX 55LBS.

3.1.3. End Item Identification STEERING CONTROL PUMP USED ON THE

USCG 418 FT WMSL.

3.1.4. The Contractor shall prepare and submit a test plan to the Contracting Officer with their proposal in response to the contract solicitation for consideration as part of the technical document submission.

3.1.5. Material certificates for all parts including sub-assemblies must be provided to the Coast Guard Contracting Officer for review.

3.1.6. Contractor must provide Parts List, Dimensional Report, and Testing

Report to Contracting Officer for review.

3.1.7. Warranty: standard commercial warranty must be incorporated into this contract and thereby provided to the Government at no additional cost.

3.1.8. Stamping a Serial Number (Date and 1-66) on all pumps assemblies is required for identification purposes. USCG Quality Assurance

Representative (QAR) will need to verify during onsite inspection.

3.2 Pump Assembly

3.2.1 The contractor shall provide the quantity of pumps listed in paragraph 1.2 in a fully assembled and ready for installation state.

3.3 Pump Testing

3.3.1 The inspections & tests required are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the Contractor to assure the quality of the product. The following inspections and documentation shall be observed by a QAR. Copies of all the required documents shall be provided upon arrival for inspection.

▪ Certificate of Conformance (Clause 52.246-15)

▪ Weld Certifications – IAW SFLC Standard Weld Specification 0740 –

▪ Operational test results

▪ Conformance to dimensions, tolerances, surface texture and overall workmanship requirements.

▪ Overall assembly completeness as required by this statement of work.

▪ Inspection of preservation, packaging, packing, and marking.

If the specified item fails to pass any inspection/test, the Contractor shall report the failure and the recommended corrective action to the KO. If approved, the corrective action on the materials or processes shall be accomplished IAW this section.

4.0 QUALITY ASSURANCE REQUIREMENTS:

4.1 Quality Assurance:

4.1.1. General: Each new fully assembled pump shall be tested, and the results of testing shall be recorded by the contractor and submitted to the Contracting

Officer for approval prior to scheduling Coast Guard Quality Assurance inspections. The Coast Guard reserves the right to send a Coast Guard

Quality Assurance Representative (QAR), to witness and review all quality control procedures and tests. All testing will be accomplished on contractor supplied calibrated test equipment as listed in section 2.3.2. All testing shall be accomplished IAW OEM specifications and procedures and shall be made available to the QAR. It is the Government’s intention to have

Coast Guard Quality Assurance representative witness “the final testing”, and preservation, packaging, packing, and marking of these pumps prior to delivery to the Coast Guard.

4.1.2. Quality system: The Contractor shall maintain an inspection system which shall insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements in accordance with the

International Organization for Standardization (ISO), ISO 9001:2015. The inspection system shall be documented and available for review by the

QAR.

4.1.3. Contractor’s calibration system: The Contractor as well as any subcontractors shall be required to maintain a calibration and maintenance system to control the accuracy of measurement and test equipment used in the fulfillment of this contract in accordance with ISO/IEC 17025:2017. The system shall include as a minimum, prescribed calibration intervals, source of calibration, and a monitoring system to ensure adherence to calibration schedules. Calibration standards shall be traceable to the National Institute of

Standards and Technology (NIST). Documentation in support of this requirement shall be readily available for Government review.

4.1.4. For the safety of Coast Guard personnel, QAR, and shop workers, all QA inspections shall be completed indoors away from normal shop work, operating machinery, loud noise, welding (arching) and grinding operations if permissible.

5.0 PRESERVATION, PACKAGING, PACKING & MARKING:

5.1. General: The items cited in paragraph 1.2 shall be individually preserved, packaged and packed units own reusable container in accordance with MIL-STD-

2073-1E (Ref 2.2.2). The Contracting Officer shall be notified prior to the packaging and marking of the completed units.

5.1.1. All wood material used for packaging shall meet phytosanitary requirements IAW reference 2.3.3.

5.1.2. Each pump assembly shall be cleaned, packed and marked as specified.

5.1.3. Each pump assembly with its associated hardware items shall be individually packaged in its own completely enclosed shipping container.

Container shall have a common lid attached with self-tapping wood screws for easy access. The pumps and all associated hardware shall be secured in the container with blocking and/or cushioning to prevent the packed items from shifting inside the container or being damaged during shipment.

5.1.4. Any portion of the pump protruding shall have a protective card board, wood cover, or PVC pipe to protect the exposed threads or openings.

5.1.5. The use of particle board or OSB is not acceptable. The container shall be capable of protecting the pumps from damage during multiple shipments by a commercial carrier.

5.1.6. The approved and Coast Guard QAR verified final testing results shall be sealed in a plastic sleeve or bag and enclosed in each shipping container.

5.2. Marking for Shipment:

5.2.1. Each item shall be marked (IAW MIL-STD-129R (2), 27 SEP 2019) in the upper left-hand side of the two longest sides (two opposite sides if square) of each box. The Markings shall be made with machine-made stencils. The lettering / numbering shall be at least 3/8 inch high, in permanent black printed characters on a highly contrasting “white painted” background.

5.2.2. This marking shall consist of the STOCK NUMBER, ITEM NAME, PART

NUMBER, CONTRACT NUMBER, SERIAL NUMBER, GROSS

WEIGHT (in lbs.), condition code CONDITION “A”, unit of issue with quantity (i.e. 1-EA), and the words COAST GUARD SFLC MATERIAL:
