140P8322Q0073 Attachment 1 Scope of Work (SOW) Whitman Mission National Historic Park
SCOPE OF WORK (SOW)
NINE WAYSIDE PANELS
WHITMAN MISSION NATIONAL HISTORIC PARK
INTRODUCTION AND BACKGROUND
The National Park Service (NPS) requires new design services and fabrication of nine interpretive wayside panels, using government provided text and graphics, for Whitman Mission National Historic Site, in Walla Walla, WA-see Attachment B for the Map of the park. The new panels will provide an updated and more inclusive interpretation of the 1847 events that took place at Whitman Mission National Historic Site and the aftermath of those events. Be advised, the new panels must fit into the wayside bases provided by NPS.
The current wayside exhibits at Whitman Mission National Historic Site (WHMI) are from 1975 and tell the story of the killing of the missionaries only from the missionary perspective. This is a very one-sided perspective, and a very narrow vision of the events and their aftermath. The original wayside’s interpretive concept of 1975 is obsolete and not inclusive of multiple perspectives. The native community continues to be negatively impacted by this stigma.
Whitman Mission National Historic Site has received negative comments from visitors, and these waysides reflect poorly on the NPS’s mission. This project will add the Indigenous perspective of what happened at this site and subsequent events.
Park staff have consulted with the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to update the interpretive text and select appropriate graphics for nine wayside panels in the historical core of the park. Over 90% of park visitors (55,000 annually) walk this area according to the Whitman Mission Visitor survey. The text for the panels, sizes and details about the graphic elements on each, have been created through tribal consultation and are included in Attachment A. All work performed under this contract shall be in accordance with the Programmatic Accessibility Guidelines, Attachment E. The contract includes a review and approval period for the submittals as noted in the paragraph G or is indicated in each submittal. Upon final review by NPS and approval, the wayside panels will be fabricated according to NPS specifications for high pressure laminate (HPL) in Attachment C. The panels must be delivered to Whitman Mission National Historic Site.
A. GENERAL CONTRACTOR TASKS:
1. Design, fabricate, and deliver nine interpretive panels using government provided text and graphic elements.
(One of the panels is an exact copy of another). The contractor will provide original artwork for 1 color map revision, 1 color illustration, and 4 pen and ink drawings, see attachments A, G, L, and M.
2. Provide a project schedule that includes the tasks required, on-site meeting, review & approval period for submittals/deliverables for both NPS and contractor reviews, status fabrication time frame(s), delivery dates, close out package, and any/all tasks that may be required for this type of project.

National Park Service) (nps.gov) for Whitman Mission National Historic Site, Walla Walla WA.

These waysides will be assembled and installed by the park at a later date.
Audio description will also be added by the park at a later date. The contractor will fabricate two copies of each of the panels. This will ensure that there is at least one replacement panel for each wayside if any of them become damaged in the near future.
