Statement of Work

Tree Removal and Related Services

NRCS Great Basin Plant Materials Center (GBPMC), Fallon, NV

May 13, 2024

1. Background:

The Natural Resources Conservation Service (NRCS) is an Agency within the United States Department of Agriculture (USDA) with administration conducted through the Farm Production and Conservation Business Center (FPAC). The Great Basin Plant Materials Center (GBPMC) in Fallon, NV is 64 miles East of Reno, NV.

GBPMC has a need for 1) Removing dead and dying poplars, 2) Removing poplar debris and stumps left from previous tree trimming, and 3) Pruning damaged elm trees. Trees and branches are to be felled away from structures on site. Large woody debris is to be removed off-site, small woody debris is to be chipped and the residues left on site. Trunks and exposed roots of poplars to be ground below grade.

Location and Site: 2055 Schurz HW, Fallon, NV 89406 **GPS Coordinates: 39°27'23.06"N 118°46'46.75"W 5492 feet elevation

Access:

Two road access points off of Shurz HW (HW 95) Route 1 (preferred): PMC Main Entrance (Fig 1: Green) Issues/Hazards: Hairpin Turn is sometimes difficult for longer vehicles Old elms with low hanging branches may hit taller vehicles Route 2: County Dog Park Entrance (Fig 1: Blue)

Issues/Hazards: Sometimes crowded with cars, dogs, and humans of various ages.

The ground is level and there is good access for equipment

4. Tasks and Specifications Project locations shown in Figure 2. Photos Provided in Figure 3-11

• Location A: 650ft strip; all tress, debris, and stumps to be removed (Fig 2-8) o Poplar tree stand

Remove all (~38) poplar trees Grind <18in branches and trunks, leaving chips Remove branches and trunks >18in Grind stumps and exposed roots to 12in below grade Avoid historic buildings, power lines, and other structures o Old Poplar stumps Grind all (~13) old poplar stumps and exposed roots to 12in below grade o Old Tree debris piles Remove all tree debris (~2 large piles, assorted small piles) Grind <18in branches and trunks, leaving chips

Remove branches and trunks >18in o Elm seedlings, saplings, and young trees (~35)

Remove all weedy elm trees

• Mostly saplings <1in DBH; Largest ~6in DBH

Grind branches and trunks, leaving chips Grind stumps and exposed roots minimum to grade

• Location B: 2 large Elm Trees (Fig 2; Fig 9) o Trim dying and dead branches from 2 large elm trees o Emphasize tree health and aesthetics o Reduce hazard from falling debris o Remove all debris

• Location C: One Large Elm Tree (Fig 2; Fig 10) o Trim dying and dead branches from one large elm tree o Emphasize tree health and aesthetics o Reduce hazard from falling debris o Fall all branches away from historic buildings and other structures o Remove all debris

• Location D: One Large Elm Tree (Fig 2; Fig 11) o Trim dying and dead branches from one large elm tree o Emphasize tree health and aesthetics o Reduce hazard from falling debris o Fall all branches away from historic buildings and other structures o Remove all debris

5. Other Specifications:

All work must be completed consistent with American National Standard Institute (ANSI) A300 tree care standards and relevant International Society of Arboriculture (ISA) Best Management Practices.

The contractor must pay prevailing wage and be listed in SAM.gov.

6. Safety and Security Requirements:

• The Contractor will adhere to all CDC local, state and federal guidelines/restrictions supporting COVID-19 requirements.

• All Contractor employees will follow all official visitor procedures and will be escorted while in USDA facilities. Building access will be limited to the work area.

• The Contractor will adhere to the Occupational Safety and Health Administration’s (OSHA) guidelines and regulations as well as any state specific rules, guidelines and/or regulations.

• The Contractor will supply their own medical first aid kit, in case of minor accidents.

• The contractor must also follow all state and federal regulations associated with this service.

Recognized Holidays:

New Year's Day, Martin Luther King Jr.'s Birthday, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day.

7. Type of Contract:

Fixed Firm Price. Bid should be broken down as cost for Location A, B, C, and D, and total cost https://sam.gov/content/home
