PART 1.0 – SCOPE OF WORK
1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown on the drawings (Technical Exhibits), Statement of Work, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. The work outlined below shall consist of, but not be limited to the following:
1.2 PROJECT DESCRIPTION: The Contractor shall fabricate, provide, and install a new Fire Burn
Facility, with features described herein and in the attached drawings. The new facility shall be installed upon on the existing foundation. The new structure shall be complete and operational and include all building systems to include superstructure, electrical wiring and fixtures, gas and water piping, interior and exterior stairs and any concrete pads needed at exterior entrances and stairways.
1.3 LOCATION: Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, TX. and is bounded to the north by Highway #388 (Paint Rock Rd.), to the west by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by Highway #1223 (San Antonio Hwy.) and to the east by the eastern city limits. Work location is B3456 inside Fire Academy Training Yard.
1.4 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project. Individual trade work for this project shall be performed and quality maintained by the applicable trade, only. All trades shall coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this Statement of Work and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines and codes, all of which are made a part thereof.
1.5 PERFORMANCE PERIOD: The Contractor shall have two hundred and twenty-five (225) calendar days to fabricate, deliver, and install all work associated with the new burn trainer. The period of performance is broken down into two (2) sequential phases. Phase 1, Design and Fabrication. Design and Fabrication shall have ONE HUNDRED EIGHTY (180) calendar day performance period. Phase 2, Installation. Installation shall have FORTY-FIVE (45) calendar days performance period. To include commissioning, testing, and training required of the new structure.
1.6 WORKING CONDITIONS: Areas not included in the scope of work are expected to remain operable and functioning throughout the installation process.
1.7 NORMAL WORK HOURS: The Contractor shall schedule all work to commence between the hours of 7:30 AM and 4:30 PM, Monday through Friday, except on the Federal holidays and
SoW: Page 4 of 18 days designated as “Family Days” by Air Education and Training Command (AETC) as listed below. Any Holiday falling on a Saturday will be observed the preceding Friday. Any Holiday falling on a Sunday will be observed the following Monday. Permission to work outside these normal business hours may be granted by the Contracting Officer. Requests to work outside the normal work hours must be submitted in writing to the Contracting Officer at least three (3) working days in advance of the date requested.

While AETC Family Days have not been identified past calendar year 2024 it is anticipated that the same number of AETC Family days will be declared each year.
The base could be closed because of security problems, adverse weather, or other events. Unless otherwise notified by the Government, the Contractor should monitor local television stations, radio stations, or Goodfellow’s Facebook page for notification of a possible base closure or late opening. The Contractor may not receive any other form of notification of a base closure from the Government, unless contacted by the Contracting Officer (CO) or the project manager. The Contractor is responsible for notifying his/her employees. Contractor(s) do not report when the base is closed due to security problems and/or adverse weather.
1.8 WORK AREA ACCESS: Government escorts are not needed in this area.
1.9 REFERENCES: All publications listed herein shall be the most current editions in effect at the time of solicitation and form a part of this Statement of Work. The publications are referred to in the text by basic designation only and include the following:

1.10 DELIVERABLES: The selected vendor shall provide information on types of materials and products to be used in the fabrication of the new “Burn Trainer”. The information provided shall ensure that all materials and products used, are certified and in compliance for the fabrication of this type of facility.
1.10.1 SHOP DRAWINGS: Drawings showing the layouts and preliminary design of all facilities and appurtenances and the location of all facilities served. Detail plans shall be prepared, as separate drawings if necessary, showing the following:
A. Site Improvements, Utilities -
(1) All required controlling dimensions, clearly indicated. Functional layout of the facility to allow sufficient details to show all proposed new spaces and layout. Major features and equipment shall be shown in their proposed locations. All required controlling dimensions should be clearly indicated.
(2) Details of the facility which shall include necessary plans, elevations, and sections of the finished addition with types of materials indicated.
(3) Grading and typical sections of the project area including profiles of pipe lines and other utility lines and profiles and typical sections of proposed drainage features.
B. Design Criteria for Walks and Similar Construction –
Preliminary designs shall be drawings showing location of all facilities served. General layouts for this type of construction shall be shown on site plans. Detail preliminary designs shall be prepared, as separate drawings if necessary, showing the following:
(1) All required dimensions, clearly indicated.
(2) Transverse cross section of all roads, walks, and open storage areas, depicting the depth and type of sub-base, bases, and pavement courses.
(3) Layout, existing and finished contours of the project site, together with adjacent and new buildings and other structures, including drainage system and structures, and location.
(4) Necessary plans, elevations, and sections of special features, as required.
Electrical drawings:
(1) Floor plan scale 1/8" = 1'0", fixture location, circuiting, switching, convenience outlets electrical service, and equipment.
(2) Panel board schedules.

1.11 MANUFACTURER’S CATALOG DATA: Data composed of catalog cuts, brochures, circulars, specifications and product data, and printed information in sufficient detail and scope to verify compliance with requirements of the contract documents.
1.11.1 MANUFACTURER’S WARRANTY/OPERATION AND MAINTENANCE DATA:
The Contractor shall identify all items being installed that are covered by manufacturer’s guarantee or warranty and provide validated copies of such. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty. List of all warranty information shall be provided at final inspection. Manufacturer data sheets, installation, operation and maintenance instructions for all materials to be installed shall be provided by the Contractor to the Government.
1.12 CONTRACTOR’S WARRANTY: The Contractor shall warrant all equipment, materials and workmanship for a period of one [1] year after project completion. Any manufacturer and/or specified warranty that is for a period longer than the one [1] year Contractor warranty shall be so warranted. At a date one month prior to termination of the one [1] year warranty, the Contractor and the Government shall review all installed equipment, materials and workmanship and the Contractor shall make repairs and/or replacements of defective warranty items
1.13 AS BUILT DRAWINGS: Upon approval of the Final Design for the new “Burn Trainer”, the Contractor shall provide electronically, and hard copy generated as built drawings (AutoCAD Rel. 14 or newer and Adobe Acrobat PDF) to the Contracting Officer. These drawings will be used in preparing the existing site for the new “Burn Trainer”. Site preparations and or modifications to be performed by others as per the new “Burn Trainer” layout.
1.14 DD 1354 TRANSFER AND ACCEPTANCE OF DOD REAL PROPERTY: Prior to Final
Inspection the Contractor shall submit for approval a DD Form 1354 Transfer and Acceptance
SoW: Page 7 of 18 of DoD Real Property to Contracting Officer. The Contractor may contact the GAFB Real Property representative at 352.654.3437 should the Contractor need assistance with filling out the DD1354 form.
1.15 SAFETY: All Contractor operations shall be conducted and performed in accordance with
Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) standards including AFI 91-203, Air Force Consolidated Occupational Safety Instruction. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1.
All job sites are subject to inspections by the Department of Labor. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply. Prior to start of work, Contractor shall provide a Health and Safety Plan in accordance with COE Safety Manual 385-1-1.
1.15.1 Resolution of Department of Labor citations for violations of Occupational Safety and
Health Standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.
1.16 INSTALLATION WORK PLAN: The Contractor shall submit to the Contracting Officer, a
Work Plan that fully describes the means to perform all work including but not limited to providing all equipment, tools, materials, supplies, transportation, supervision, management, proposed project schedules, work sequence plans, and associated configurations for all demolition and new work including Architectural, Structural, Mechanical, and Electrical infrastructure as described in this SoW. As part of the work plan, the Contractor shall provide site surveys and other incidentals necessary to provide and test/commission all new systems as described in this SoW. If any departure from the SoW shall be deemed necessary by the Contractor, details of such departures and the reason thereof shall be submitted as soon as possible to the Contracting Officer, or designated representative for Government Action.
1.17 QUALITY CONTROL PLAN: The Contractor shall prepare and submit for Government Approval, a site-specific Quality Control Plan (QCP) that consists of plans, procedures, and organization necessary to produce a product which complies with the requirements stated in this SoW. The QCP shall cover all definable features of work and be keyed to the installation sequence.
1.18 PROGRESS SCHEDULE: NOT USED
1.19 BARRIERS AND SIGNAGE: Prior to the start of any work for this project, the Contractor shall provide a minimum 6’-0” high portable chain link with portable interlocking panels to delineate construction and shall be securely anchored. Fencing shall be maintained by the Contractor throughout the life of the contract. Applicable traffic control signage where required by the contract shall remain overnight. The Contractor shall be responsible for providing suitable, approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the job site for the entire duration of the contract. Contractor shall be responsible for installing
SoW: Page 8 of 18 appropriate signage regarding worker health safety, wage determination laws, and OSHA requirements as required in the Contractor work trailer or on the security fence if a trailer is not provided.
1.20 CONCRETE TRUCKS: Cleaning out of concrete trucks on Goodfellow AFB is prohibited.
Concrete truck chutes, only, may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The Contractor shall dispose of all concrete debris to an authorized off base site and shall remove any and all concrete debris and residue at the end of the project at no additional cost to the Government. The pit shall be completely backfilled, and the site restored to original conditions.
1.21 REFUELING EQUIPMENT: If the project requires equipment that is powered by diesel or unleaded fuel, the Contractor shall designate a refueling area in the perimeter of their laydown yard. The refueling area shall have a tarp or waterproof liner placed under the refueling area.
Equipment in need of fuel shall be taken to this location to be refueled. Manage and store fuel, lubricants, and oil in accordance with all Federal, State, Regional, and local laws, and regulations. Used lubricants and used oil to be discarded must be stored in marked corrosion-resistant containers and recycled or disposed in accordance with 40 CFR 279, State, and local laws, and regulations. Storage of fuel on the project site is not allowed. Fuel must be brought to the project site each day that work is performed. Spills shall be reported to the Contracting Officer.
1.22 TOBACCO USE IN AETC FACILITIES: Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in AETC facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas. Additional information, to include locations of designated smoking areas, will be provided to the Contractor upon request.
1.23 BASE ACCESS SECURITY REQUIREMENTS: The Contractor shall comply at all times with base law enforcement and security requirements to include base pass requirements. Goodfellow Air Force Base is a closed/controlled access base. As an effort to minimize peak traffic flows at the entry gates, the Contractor, his employees, and his subcontractors are highly encouraged to avoid scheduling deliveries through the entry control gates from 7:00 A.M. to 8:00 A.M. Monday through Friday as there could be significant delays. The Government will conduct security/background checks on all contractor personnel as required. Security requirements will be briefed at the pre-construction conference and handouts outlining specific requirements will be provided. Screening measures are in place and suitability for employees to access the installation will be determined during the conference. Requirements are subject to change dependent upon current world situations, potential threats, and base exercises. Full cooperation by Contractor work forces is required. Contractor should anticipate certain notification and reporting requirements, preparation of forms, and lists for pass and identification of employees and their vehicles, entry restrictions, key/lock control, and compliance with all base traffic rules
SoW: Page 9 of 18 and regulations. The Jacobson Gate Visitor Control Center 325-654-4122 is the Office of Primary Responsibility (OPR) for passes.
1.24 INSTALLATION ACCESS PASS: Before arrival, a government identification card-holding person from the sponsoring agency, Base Contracting office/administrator or applicable local project manager will submit a request for base access using the 17 Training Wing’s Base Access List (BAL) memorandum as a form of registration for each credential applicant. The base sponsor/sponsoring agency/Contracting Officer and the contracted management team should establish an accountability process to account for each applicant, to oversee the BAL process, and to retrieve installation passes when access is no longer required. Base sponsors/sponsoring agencies or contract officers will ensure the BAL is accurate, it is signed and forwarded to the 17 SFS Pass & Registration section for completion of the vetting and fitness determination processes. The BAL should be delivered to Pass & Registration, located at the Visitor Control Center (VCC). When delivery is not possible, the BAL may be forwarded to Pass & Registration via a “.mil” email account located on Goodfellow AFB. The BAL will include pertinent visitor information, reason for entry, frequency of entry, destination, times each day requiring entry, and duration of request.
1.24.1 ACCESS DENIAL. If it is determined a Contractor requesting access has been convicted of a felony or pled guilty to a felony charge within the past 10 years, or is considered not fit to obtain authorized access based on the information obtained during the identity vetting, or criminal history indicates the individual may present a threat to the good order, discipline and morale of the installation, Security Forces personnel will deny entry. The Contractor will be informed of the access denial, will be issued an Access Denial Letter, and will be informed on how they may appeal this order.
1.24.2 DENIAL APPEAL PROCESS. When denied access, contract visitors will be informed to report back their manager. If the contract worker and management are considering an appeal, it will be submitted by letter to the 17 SFS Commander, within 30 days of access denial. The contract manager should first contact the military contract officer/administrator or on-base sponsor for additional guidance and clarification. The appeal may be delivered to the installation Visitor Control Section or mailed to Security Forces, addressed to 17 SFS/CC, 361 Apache Trail, Goodfellow AFB, 76908. The Contractor's appeal should discuss all facts and reasons to support rescinding access denial. The 17 TRW/CC will approve/disapprove all appeals for entry.
1.24.3 ABNORMAL WORK SCHEDULE: For access on non-duty hours or down days:
a) Identify which workers need access on weekends, federal holidays/family days, and down days.
b) Ensure only workers that are already vetted are on the Extended-Hours request (no new personnel). New personnel require a new BAL and formal vetting.
c) Complete the “After Hours” BAL for workers requiring down day access to the installation. Identify the vehicle requirements. If operations cannot support the search procedures for large vehicles/special purpose equipment, the request may be declined unless arrangements are made to deliver the vehicle/equipment prior, during normal duty hours.

1.24.4 PASS HANDLING: All BALs are accomplished each time employees or personnel change, not to exceed 180 days. Oversight for BAL updates and establishment of procedures to ensure Physical Access Control System (PACS) credentials and locally created access credentials from individuals who no longer require installation access is the responsibility of the contracting officer/contract administrator. When an employee (regardless of position) is no longer employed by the Contractor or Sub-Contractor all DBIDS passes are to be returned to the Contract Officer/Administrator or to the Visitor Control Center. If a local issued access credential/pass is not returned, the contract officer may withhold funds, or the Installation Commander may consider permanent debarment to the installation. Immediate access denial may be initiated by Pass & Registration updating the DBIDS database until disposition of the DBIDS pass is resolved.
PART 2.0 – PRODUCTS
2.1 REFERENCES TO MATERIALS, MANUFACTURERS AND PRODUCTS: Materials shall be the standard product of manufacturer’s regularly engaged in the manufacture of such products.
The products furnished shall meet the quality and specifications indicated herein.
2.1.1 Technical exhibits provided by Government are for informational use only and may not constitute an accurate representation of site conditions. The Contractor is highly encouraged to visit the premises to become thoroughly familiar with the details of the work and working conditions. The Contractor shall field verify all dimensions, equipment, and conditions at the site visit and prior to the start of installation and advise the Contracting Officer of any discrepancies prior to the work commencement.
2.1.2 All materials shall be submitted by the Contractor and approved by the Contracting
Officer prior to installation.
2.2 GOVERNMENT FURNISHED EQUIPMENT (GFE): There is no GFE for this project.
2.3 CONTRACTOR PROVIDED MATERIALS (CPM): The Contractors shall provide all materials and shall comply with Goodfellow Air Force Base Standards and the project specific criteria herein.
2.4 QUALIFICATIONS: This specification defines the requirements for a propane fueled live fire training system. Manufactures who wish to supply a live fire training system that meets all of the performance requirements defined in this specification, must follow the procedures provided in this section in order to become a qualified supplier.
2.4.1 The prospective fire training system supplier shall provide the following information:
2.4.1.1 Corporate qualifications and capabilities that fully describe its ability to provide the required system equipment, software, and system support to the Government by submitting a company profile.

2.4.1.2 A history of experience with propane gas fueled computerized fire training system equipment.
2.4.1.3 A list of five completed projects of similar complexity, including award date, completion date with letter from the owner indicating completion date, contract value, functional performance specification, contractual and technical contacts with telephone numbers, and a comparison of actual completion date with contractual date.
2.4.1.4 Evidence that a minimum of five factory-employed service technicians reside in the USA and are dedicated exclusively to the installation, calibration, and maintenance of propane and natural gas fire training equipment. In the event of equipment failure, warranty work will begin within 48 hours after equipment failure.
2.4.2 The prospective live fire training system supplier shall submit in written evidence that the supplier’s equipment has been certified by a National Recognized Testing Laboratory (NRTL) to ensure that the equipment complies with the requirements of the latest editions of the following standards: (Note: an NRTL must meet the requirements of OSHA 29
CFR 1910.7)
1) NFPA 86, Standard for Ovens and Furnaces
2) UL 508, Standard for Industrial Control Equipment
2.4.3 It is the sole responsibility of the fire training system supplier to submit complete descriptive and technical information so the government technical representative can assess the capabilities of the applicant to furnish an acceptable training system. The lack of adequate information shall be sufficient cause for rejection. References to catalogs or other descriptive documents not included with the application for qualification to the government’s technical representative shall not be acceptable.
PART 3.0 – EXECUTION
3.1 GENERAL: All work shall be performed as shown and in accordance with the manufacturer’s diagrams and instructions, unless otherwise specified. The Contractor shall field verify all dimensions and site conditions. Price increase adjustments to the original contract price will not be issued because the Contractor was not aware of existing conditions. The Contractor shall provide all labor, materials, tools, and equipment required to perform all dismantling, repairs and installation as listed in this statement of work.
3.2 UTILITIES: Always protect all utilities. The Contractor shall immediately notify the Contracting representative of any disruptions to utilities within the project SoW and drawings.

3.3 DEMOLITION: Not Applicable for Installation. The demolition of the existing “Burn Trainer Facility, B3456” shall be performed by others.
3.4 INSTALLATION: All locations are expected to remain open and operational throughout the installation process. Prior to installation, the Contractor shall be responsible for reviewing the existing site conditions to ensure a safe and accessible working space. Upon completion of installation the Contractor shall be responsible for reinstalling any removed items. The Contractor shall be responsible for cleaning up the area back to its original condition. Any damage to existing interior or exterior building elements outside the scope of work shall be repaired or replaced by the Contractor at no additional expense to the Government.
3.4.1 The Contractor shall furnish a steel container type burn trainer structure with two distinct and separate sides, one for Class A type fires and the other for propane fueled fires, attached to the existing concrete pad footprint of the demolished building as shown in the drawings. Any and all metal components shall be corrosion resistant.
3.4.1.1 The Contractor shall level the existing to remain concrete foundation in accordance with steel container fire trainer manufacturer ensuring proper drainage throughout to allow water to exit structure.
3.4.1.2 The Contractor shall install exterior lighting on all sides of the structure.
Contractor shall provide interior lighting throughout structure and 110V plug-ins in non-burn areas. Utility reconnection shall be accomplished by a journeyman level or higher licensed electrician and plumber.
3.4.1.3 The Contractor shall install a 48’ long by 3.5’ wide second floor exterior walkway constructed using 12 inch I beam with open grate flooring. Balcony will have a 42-inch-high guardrail constructed of 2-inch galvanized pipe.
3.4.1.4 Interior and exterior stairwells will be steel open grate non-skid surface.
Contractor shall install an exterior stairwell constructed with 12 inch I beam with open grate non-skid 36-inch-wide steps with 27-inch-high handrails constructed of 2-inch galvanized pipe. The exterior stairwell will be attached to the and allow access to the second-floor walkway. The exterior stairwell will terminate at the third-floor level with a steel open grate non-skid surface platform and 42-inch safety railing with 36-inch chained openings at both east and west ends.
3.4.2 Class A Trainer Side:
3.4.2.1 The Contractor shall provide a 26 foot long by 24-foot-wide two-story burn trainer with one burn room on each floor. The burn rooms shall have thermal lining to limit heat damage to the structure as well as a NFPA compliant burn pan on each room as shown in drawings.

3.4.2.2 The Contractor shall install an exterior forced entry door at first floor entrance leading into first floor space split by a 4-foot-wide stairway with banisters leading to second floor. The Contractor shall provide a simulated living room area including a Corten steel simulated couch and a window to door trainer.
The Contractor shall also supply a simulated dinning/kitchen area with burn pan area and three operable metal windows for ventilation and forced entry.
The Contractor shall include a simulated gas shutoff and electrical shutoff on the exterior of the structure. Refer to drawings for additional information.
3.4.2.3 The Contractor shall provide a second-floor space split into two simulated bedrooms. One of the rooms will have an NFPA complaint burn pan for Class A fires as shown in the drawings. The other room will contain a simulated bed constructed of Corten steel, a functional attic access leading up under pitch roof, and operable metal windows for ladder rescue. Refer to drawings for additional information.
3.4.2.4 The Contractor shall provide a pitched roof with two 4-foot by 4-foot cut-in areas with simulated rafters underneath 4’ x 4’ sheet of plywood. A hold down for the plywood will be required. Safety railings will be installed, in accordance with OSHA requirements, with a 3-foot-wide opening, secured with removable chain, in the railing on the north and south sides for ladder operations. Ability to pump smoke into the void under the pitch roof is required.
3.4.3 Propane Trainer Side:
3.4.3.1 The Contractor shall provide a three-story propane burn trainer with three burn rooms as described in the attached drawings. Burn rooms will have thermal lining to limit heat damage to the structure. All propane burn rooms shall be independent from one another and will have ability to be controlled via independent wireless controllers equipped with a dead man switch, “E” Stop button, manual main fire control and spring-loaded flashover switch (automatic shut off at 10 sec). Each burn room shall have option for variable main fire setting (low and high) as well as flashover activation. Each burn room will be equipped with gas detectors (high and low range), heat detectors, and propane systems tied to an automatic ventilation system.
3.4.3.2 Contractor shall install an 8’ long, 3’ wide, and 3.5’ high couch fire trainer with following feature: Kiddle Fire Trainer 4A1-006-480 or approved equal.
Trainer shall be built utilizing stainless steel frame with Corten sheet metal conforming to ASTM A606. The Contractor shall install two stainless steel interlocked pilot systems, one attached to the couch trainer and the second above the couch for simulated flashover, emergency exhaust fan, gas and heat sensors, and all associated wiring to a control panel in the control room (Room
04) designated in the drawings. The Contractor shall install blowers and run required air piping (stainless steel schedule 80 minimum) to the interlocked
SoW: Page 14 of 18 pilot light boxes. Run and connect stainless steel piping from stubbed in piping. Lines shall go to each interlocked pilot light system box to maintain pilot light and a line shall go to each of the burner pipes. There will be two burner pipes, one in the base of the couch and the other for the flashover.
3.4.3.3 Contractor shall install a NFPA compliant wet standpipe system with Fire
Department Connection connected to existing water line on site and extending from the first floor up the interior stairwell to the third floor. A gated connection to the main piping shall be installed on each floor. Install shut off at base of standpipe with ability to drain system during cold weather. Refer to drawings for additional information.
3.4.3.4 The Contractor shall install a wet pipe sprinkler system connected to existing water line on site. The system shall include a Fire Department Connection (FDC), a water gong, and an Outside Screw and Yoke (OS&Y) valve on the outside of the structure connected to the wet pipe sprinkler riser inside. The Contractor shall run a 2-inch pipe, with a shut off valve, off the main line at approximately 6.5’ off the floor. This pipe will run south 6’ where a 90-degree fitting will be installed turning the piping east for 12’. Four (4) sprinkler heads will be attached at 3’ intervals alternating top and bottom of the piping. The system will have the ability to drain during cold weather.
3.4.3.5 Contractor shall install a stainless steel and Corten sheet metal bed trainer along with burner management system and associated piping, valves, and regulators meeting ASTM A606 specifications with the following features:

The Contractor shall install two stainless steel interlocked pilot systems, one attached to the bed trainer and the second above the bed for simulated flashover, emergency exhaust fan, gas and heat sensors, and all associated wiring to a control panel in the control room (Room 04) designated in the drawings. The Contractor shall install blowers and run required air piping (stainless steel schedule 80 minimum) to the interlocked pilot light boxes. Run and connect stainless steel piping from stubbed in piping. Lines shall go to each interlocked pilot light system box to maintain pilot light and a line shall go to each of the burner pipes. There will be two burner pipes, one in the base of the couch and the other for the flashover.
3.4.3.6 Contractor shall install a 6’ length, 3’ width, and 3 ½’ height stainless steel frame with Corten sheet metal washer/dryer trainer meeting ASTM A606 specifications. Contractor shall install two stainless steel interlocked pilot

The Contractor shall install two stainless steel interlocked pilot systems, one attached to the washer/dryer trainer and the second above the washer/dryer for simulated flashover, emergency exhaust fan, gas and heat sensors, and all associated wiring to a control panel in the control room (Room
04) designated in the drawings. The Contractor shall install blowers and run required air piping (stainless steel schedule 80 minimum) to the interlocked pilot light boxes. Run and connect stainless steel piping from stubbed in piping. Lines shall go to each interlocked pilot light system box to maintain pilot light and a line shall go to each of the burner pipes. There will be two burner pipes, one in the base of the couch and the other for the flashover.
Basement style metal operable windows will be installed with bottom edge 6’ off the floor.
3.4.3.7 Install partial walls in second floor, room 10, as indicated on drawings.
Stairwell coming from the first floor and leading to the second floor will require safety rails that meet OSHA requirements. Standpipe gated valve will be located by the stairwell. An enclosed stairway will run along south wall coming from the third floor down to second floor simulated basement burn room (room 09) through room 11 as depicted in the drawings. Contractor shall provide smoke machines located in room 11 providing ability to pump smoke into all burn rooms.
3.4.3.8 The Contractor shall provide a 34’ long by 24’ wide third-floor space which does not rest over the second floor burn rooms as shown in drawings. This floor will be the only conditioned space. The Contractor shall also provide an interior enclosed stairwell leading to second floor simulated basement burn room (room 09) as depicted in the drawings. The wet standpipe will terminate on this floor with a gated valve.
3.5 FINAL INSPECTION: The Contractor shall advise the Contracting Officer (CO) in writing of the Contractor’s desired final inspection date seven (7) calendar days in advance of that desired date to permit proper coordination. The date selected shall provide adequate time for Contractor to perform corrections of final inspection deficiencies within the contract performance period. The Contracting Officer will be the final authority for determining whether or not the Contractor’s performance is sufficiently advanced to warrant a final inspection. The Contractor shall provide a complete facility operational report. The report at a minimum shall include testing, commissioning, and training that was performed.
PART 4.0 – UTILITY OUTAGES AND SPECIAL CONDITIONS
4.1 BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST: The Contractor shall obtain and process AF Form 103 for approval prior to commencement of work for this project. The Contractor shall have this approved form on the job site at all times.

4.1.1 Due to the requirement for multiple agencies to coordinate on these requests, expect 7 – 10 days for paperwork processing. Contractor requests should be submitted at the earliest possible date to preclude delays.
4.2 UTILITY OUTAGES: When a utility outage is necessary to perform the contract work, regardless of whether the work area is occupied, the outage shall be performed by the Contractor during non-duty hours at no additional cost to the Government, unless otherwise approved by the Contracting Officer. The Contractor shall notify the Contract Inspector of outage requirements to include buildings affected, length of outage, and reasons for outage. The Contractor must allow affected occupants a minimum of two (2) weeks’ notice prior to outage. The Contractor is also required to provide the Contracting Office a written notification of the requested outage. In the event of accidental disruption of any utility, the Contractor shall immediately notify the Contracting Officer of the unplanned outage. After reporting it to the Contracting Officer, call Civil Engineering (325-654-3436) to inform them of an outage with what type of utility you may have encountered. The Contractor shall immediately take every reasonable step to repair the damage in a manner acceptable to the Government and shall restore the utility to full use as soon as practicable.
4.3 BASE FIRE REGULATIONS: The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”.
The Contractor shall use no explosives or fire in performing the work. All work shall be in strict compliance with all National Fire Codes.
4.3.1 WELDING, CUTTING, AND BRAZING: Fire Protection shall complete inspection of all welding, cutting and brazing operations prior to any operation. The Contractor shall provide the appropriate operable fire extinguisher. Contractor shall comply be with OSHA STD29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFOSH 91-5 Welding, Cutting and Brazing. Air Force Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site until completion of operation or permit expires. Contact Fire Protection at (325) 654- 3532/33/34 for issuance of permit.
4.3.2 FIRE HYDRANT USE REQUIREMENTS: To use water from a Fire Hydrant on GAFB, the Contractor shall submit the form: Contractor Request for Use of Goodfellow AFB Fire Hydrants. The form is available upon request, and mandates that the Contractor use a 2½” National Standard fire thread, Class III Back Flow Preventer and keep it in good operational order.
PART 5.0 - SITE MAINTENANCE AND CLEANUP
5.1 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing interior and exterior conditions of buildings or equipment on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as recommended by Civil Engineering and approved by the Contracting Officer.

5.2 SITE MAINTENANCE: The Contractor shall use reasonable care to protect existing interior and exterior elements of the building, adjacent property, and equipment outside the scope of work. Work areas shall be maintained in a neat, clean, safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.
5.3 DAILY CLEANUP: All trash, debris, refuse, garbage, etc., that is generated shall be immediately removed, at a minimum on a daily basis and as required, at the Contractor’s expense in accordance with all local, state, and federal environmental laws and regulations. The aforementioned materials shall be hauled from the site by appropriate means, unless otherwise approved by the Contracting Officer (CO). The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generate and place it in appropriate containers with lids or approved covers on a daily basis or as directed by the Contracting Officer’s representative. All areas shall be cleaned at a minimum daily and as required to maintain a professional appearance at all times.
All existing building interiors affected by construction shall be maintained and fully protected by the Contractor until completion of work for this project.
5.4 FINAL CLEANUP: Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and organized condition to the satisfaction of the Contracting Officer. The Contractor shall remove debris or loose material remaining on the site and dispose in accordance with this SoW. The Contractor is prohibited from using installation dumpsters and other trash receptacles. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contracting Officer’s Representative.
Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill, or recycled and shall conform to all local, city, state, and federal guidelines, EPA criteria, and regulations. The Contractor shall ensure that work for this project is performed in accordance with the criteria herein and that all equipment and systems shall be fully operational at the completion of work for this project.
PART 6.0 - ENERGY CONSERVATION
6.1 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices. For this contract, utilities, such as water and electricity, will be furnished by the government at no cost to the Contractor. Long distance and Defense Switched Network (DSN) telephone services will not be provided. The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.
PART 7.0 – RESPONSIBILITY
7.1 CONTRACTOR RESPONSIBILITY: The above Parts 1 through 6 do not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, and materials required by this Statement of Work.

PART 8.0 – STORAGE AND PARKING
8.1 CONTRACTOR STORAGE: Goodfellow AFB does not provide on base storage for Contractor use. The Contractor shall request in the form of an RFI a materials and equipment laydown area.
All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Due to high winds that may occur, the Contractor shall be responsible for strapping down any loose material and storing in accordance with manufacturer recommendations. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with the contract above at no additional expense to the Government. All hazardous materials shall be secured when not in use.
The Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation. If additional storage space is needed, the Contractor shall submit a request along with a single line diagram describing additional needed space. In all instances, the Contractor shall be responsible for the security, storing and preparing of materials in the manner specified herein, or by the manufacturer’s instructions, so that materials are properly suited for installation.
PART 9.0 - COMPLETION OF WORK
9.1 OPERATIONAL SYSTEMS: The Contractor shall ensure that work for this project is performed in accordance with the criteria herein and that all equipment and systems shall be fully operational at the completion of work for this project.
