3.0 Scope of services:
The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.
A. The Contractor shall provide services for the following tasks marked “X”:
[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.
[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to demo/remove the old HPS ballast lighting and fixtures and install new Equivalent wattage Greenhouse LED Grow Lighting with multi-channel spectrum control Red and White LED lighting, Mega-Drive Dual and Linear 400 or equivalent brand. The work is at the USDA-ARS, Northern Great Plains Research Lab, main station complex location. Separate bid prices needed for main project and add alternates accordingly.
4.0 Technical Project Requirements:
The Contractor will work with site personnel to ensure each task is accomplished in a timely manner within 30 working days from the start date of the project.
A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.
B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.

5.0 Background & Site Description:
A. Greenhouse ranges have an existing lighting system with associated electrical connections and lighting controls.
B. See attached “jpgs” of area.
6.0 Technical Cost Proposal: The contractor shall provide a price to remove old lighting system, ballasts and fixtures and any old materials that may need to be removed to install new Greenhouse LED Grow lighting with multi-channel spectrum control RED and WHITE lighting, Mega-Drive Dual and Linear 400 or equivalent. The contractor shall provide and install all electrical connections and components necessary/required to connect the new LED lighting system http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs https://www.afm.ars.usda.gov/ppweb/pps-and-manuals/ https://www.afm.ars.usda.gov/ppweb/pps-and-manuals/ into the existing control systems. Any secondary or other necessary controls are to be provided and installed to complete the job.
7.0 Specific Requirements
1. The contractor shall provide and install new LED Grow Light Fixtures to replace the existing lighting systems. The replacement must be a one-for-one exchange. Range #2 Bay #1 has (26) total existing fixtures that have a 20amp 120volt wiring connection. The replacement lighting must be one fixture for one and the LED be equivalent to (14) 1000watt HPS bulbs & ballasts and (12) 400watt HPS bulbs & ballasts. The input wiring must be compatible with the existing 120volt 20amp plugs and the existing lighting controls system.
2. The contractor shall provide and install new LED Grow Light Fixtures to replace the existing lighting systems. The replacement must be a one-for-one exchange. Range #2 Bay #2 has (24) total existing fixtures that have a 20amp 120volt wiring connection. The replacement lighting must be one fixture for one and the LED be equivalent to (12)1000watt HPS bulbs & ballasts and (12) 400watt HPS bulbs & ballasts. The input wiring must be compatible with the existing 120volt 20amp plugs and the existing lighting controls system.
3. The contractor shall provide and install new LED Grow Light Fixtures to replace the existing lighting systems. The replacement must be a one-for-one exchange. Range #2 Bay #3 has (24) total existing fixtures that have a 20amp 120volt wiring connection. The replacement lighting must be one fixture for one and the LED be equivalent to (12) 1000watt HPS bulbs & ballasts and (12) 400watt HPS bulbs & ballasts. The input wiring must be compatible with the existing 120volt 20amp plugs and the existing lighting controls system.
4. ADD Alternates: Range #3 Bays #1, #2, .
5. The contractor shall provide and install new LED Grow Light Fixtures to replace the existing lighting systems. The replacement must be a one-for-one exchange. Range #3 Bays #1, #2, and #3 each have (26) existing fixtures, a total of (78), that have a 30amp 240volt wiring connection. The replacement lighting must be one fixture for one and the LED be equivalent to (42) 1000watt HPS bulbs & ballasts and (36) 400watt HPS bulbs & ballasts. The input wiring must be compatible with the existing 240volt 30amp plugs and the existing lighting controls system.
6. ADD Alternates: Range #1 Bays #1 and #2.
7. The contractor shall provide and install new LED Grow Light Fixtures to replace the existing lighting systems. The replacement must be a one-for-one exchange. Range #1 Bay #1 has (26) existing fixtures, and Bay #2 has (42), for a total of (68), that have 30amp 240volt wiring connection. The replacement lighting must be one fixture for one and the LED be equivalent to (56) 1000watt HPS bulbs & ballasts and (12) 400watt HPS bulbs & ballasts. The input wiring must be compatible with the existing 240volt 30amp plugs and the existing lighting controls system.
8. The contractor will provide all the electrical work to complete the job.
A new service disconnect switch at wall site must be installed for servicing units. Any other electrical connections, components, and/or requirements must be completed to meet code.
9. The contractor shall fit all the new fixtures into the existing system and the Contractor is responsible to furnish, modify and install the light fixtures to complete the project. Any struts and/or bracing to mount and hang the units must be provided and installed by the contractor.
10. The contractor shall furnish and install any mounting brackets or connections for the light fixtures to operate and hang properly at a distance specified by the COR.
11. Any and/or all penetrations and connections must be weatherproof and sealed.
12. The contractor shall provide and install any necessary wiring and electrical connections for the lighting fixtures to operate properly with the existing control systems that are already in place. Any new wiring or electrical connections/modifications must be provided by and installed by the contractor. Any new rated amperage breakers are to be provided and installed by the contractor. Any new controls are to be provided and installed by the contractor.
13. New lighting fixtures are to be installed and tested for proper operations.
14. The contractor shall be responsible for disposing/recycling of all the old ballasts, bulbs, and light fixtures off site.
15. The contractor shall provide a warranty on lighting and workmanship.
16. The contractor shall clean up the site. All materials and debris are to be disposed of off-site to the satisfaction of the COR before the project is deemed complete.
8.0 Performance Schedules:
A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permit, licenses, inspections, etc., are the obligation of the future Construction Contractor.
B. Schedules shall be updated and furnished with each submittal.
C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.
D. Changes in the scope of work or the task order that affect the level of effort of the Contractor must be pre-approved by the CO.
E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
