An optional CLIN for temporary cooling (4-6 weeks) is available if needed during the replacement period. The contractor must provide a minimum one-year warranty on installation workmanship and ensure manufacturer warranties meet industry standards with a minimum 15-year coverage. All work must comply with OSHA Part 1926, Reclamation Safety and Health Standards, ASHRAE standards, NFPA codes, and National Electrical Code requirements. Statement of Work
1.0 - Background The Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, Albuquerque Area Office (AAO), is one of the largest area offices in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO is responsible for planning, design, and construction of projects in the Brackish Groundwater National Desalination Research Facility (BGNDRF) located in Alamogordo, NM.
BGNDRF was authorized by FY 2004 Energy & Water Appropriations (Sec 210 of PL 108-137) pursuant to the Water Desalination Act (PL 104-298) and explicitly permits up to 100% federal cost-share of facility design, construction, operation, maintenance, repair, and rehabilitation.
The Brackish Groundwater National Desalination Research Facility (BGNDRF) is a federal facility that operates under the United States Department of Interior, Bureau of Reclamation (Reclamation). Established by an Act of Congress, the facility mission is to promote sustainable advanced water treatment research and technology development for inland brackish groundwater sources and, specifically, to conduct research for the development of cost-effective, robust desalination and alternative energy technologies that produce sustainable new supplies of water and power for municipal, industrial, agricultural, and environmental purposes.
BGNDRF is looking to replace its 10-ton split unit that conditions a server room and an electrical supply room. The unit has failed, likely due to a refrigerant leak and equipment age. Equipment shall incorporate EPA approved refrigerants that will extend equipment maintainability. Contractor shall furnish and install all equipment, controls, materials, and perform required testing. In addition, the Contractor’s HVAC professional shall verify sizing and equipment selections to optimize performance and efficiency.
2.0 – Scope BGNDRF has a broken split unit (ACCU-1/AHU-1) that is at the end of its useful life. The ductwork and sensors are original to the building (20 years old). All HVAC systems are controlled using a Trane Tracer® Synchrony program and are connected to the building’s existing fire detection system (HVAC is turned off if fire is detected). BGNDRF does not have a technician on staff that is well-versed in the use of the Trane Tracer® program, however, they can provide historical information.
2.1 – Location and Hours of Operations Reclamation’s facility is located at 500 La Velle Road, Alamogordo, NM 88310.
Reclamation’s standard business hours are Monday through Friday from 7:30 AM to 4:30 PM MST except federal holidays.
2.2 – Site Visit Reclamation plans to hold two site visits for prospective offerors, one on June 25, 2026, at 9 AM Mountain Daylight Time (MDT), and one on July 1, 2026, at 9 AM MDT. Offerors are encouraged to be present to take measurements and view the site conditions. Please reach out to Malynda Cappelle at mcappelle@usbr.gov or (575) 443-6553 to confirm attendance.
Interested bidders should inform the contract specialist on this combined synopsis/solicitation if they plan to attend the site visit. Offerors will be shadowed at all times by a government employee or designated construction inspector.
2.3 – Period of Performance The Government anticipates the contract will be awarded by July 31, 2026, and the work must be completed within 60 days of the award. The anticipated contract dates will be finalized prior to award.
Adjustments to the schedule will be considered if parts availability are an issue or weather will impact quality and safety during the project activities/tasks.
3.0 - Objectives The purpose is to facilitate and promote advanced water treatment research and technology development at the BGNDRF. The various HVAC systems provide air conditioning for several different areas and are briefly described in this section.
3.1 Existing Site Conditions
The Contractor shall, prior to ordering the new HVAC system (equipment, controls, and accessories), field verify the following existing site requirements:
· Government furnished drawings are for “Reference Only” and all HVAC systems and not limiting to equipment, components, pipelines, cables, and electrical voltage sources are approximations.
· Offeror shall document existing available electrical voltages and source:
· If required, include recommendations requiring changes, upgrades, or other related improvements to support the new HVAC systems.
· Measure and document existing HVAC equipment installation:
· Ensures proper alignment and fit of new HVAC systems into existing HVAC footprint with minimum modifications.
· Changes to cabling or pipelines.
· Offeror shall submit changes and/or modifications to the existing HVAC system footprint to the Government for review and written approval of such changes/modification.

4.0 - Tasks Contractor and Government personnel shall interact and communicate in a professional and respectful manner throughout the contract processes. The Contractor shall use good housekeeping practices and cleanup all work areas at completion of each workday. All discarded materials, debris, and trash shall be contained and removed from the project site at a weekly minimum and disposed of according to local requirements. Within 48 hours the Contractor shall remove all equipment and materials not required to meet the requirements of this specification from the construction site.
The Contractor is responsible for the security of all equipment and materials on site. In addition, all material shipments, transportation, and storage are the responsibility of the Contractor. Unless arrangements are made with the BGNDRF Manager to provide access for shipments to be delivered.
All design work and equipment selection shall be in accordance with the Guiding Principles for Sustainable Federal Buildings.
4.1 Removal of existing units
Remove existing HVAC systems in accordance with these specifications, standards, and industry best practices. The following include expected activities:
· HVAC system being removed shall be recycled or disposed of offsite and in accordance with local requirements.
· Remove existing HVAC systems:
· Remove existing forced air accessories that are not required for use with new HVAC system.
· Remove existing HVAC system including capturing refrigerant for approved disposal.
· Disconnect water and drains prior to removal of equipment. If the piping cannot be reused, the piping can be removed.
· If new equipment isn’t immediately installed, install temporary measures to prevent wanted or unauthorized access and mitigate weather damage.
4.2 Installation of new existing units
· HVAC equipment shall be mounted to reduce operational vibrations and sound transfer throughout the HVAC systems. One example of this effort would be to mount systems on rubber/cork anti-vibration isolation pads.
· Filtration Systems:
· Force air filtration system shall feature high-efficiency air cleaning standards.
· Ductwork:
· Do not cause unnecessary damage to existing ductwork.
· Size and replace damaged ductwork as required by the new HVAC systems.
· If existing exhaust and fresh air intake piping is not reusable with new HVAC systems replace with equal quality of materials.
· Clean all ductwork in use with HVAC systems.
· Seal all new and existing ductwork after final installation.
· Repair or Replace damage ductwork insulation.
· Furnish and install insulation on new ductwork.
· Building Controls:
· The new HVAC systems shall be integrated into the existing Trane Tracer Synchrony Building Automation System.
· All changes to existing or new wiring, conduits, and connectors shall be according to the National Electric Code and be performed by a state licensed electrician.
· All installations shall provide for a neat and acceptable appearance.
· Contactor, Subcontractors, and Reclamation representatives shall participate in project meetings as required to develop, track, and maintain project schedules.
· Provide startup checklists recommended my manufacturers to show flows, pressure, refrigerant pressure, etc.
· The Contractor shall consult with Reclamation to address impacts to existing utilities and HVAC/Mechanical systems prior to removal and/or installation of new HVAC systems.
· The Contractor shall provide Reclamation personnel orientation on new HVAC systems and integration best practices with existing Trane Tracer SC+ Building Automation System.
· The Offeror’s warranties for workmanship (installation) work shall be a minimum of one year. The manufacturer’s warranties shall meet industry standards for HVAC heating and cooling systems and should be a minimum of 15 years.
4.3 OPTIONAL CLIN: Temporary Cooling
Since the equipment will likely be unavailable for 4-6 weeks, temporary cooling may be needed. It is preferable to use a system that isn’t water cooled since those systems can leak and both rooms contain equipment that must not get wet. If a water-cooled system is the only approach, bidders must provide a plan for mitigation of safety hazards.
5.0 - Submittals The contractor shall submit the submittals outlined in the submittal table with the following criteria for Government review and approval:
· Prepare in English.
· Measurement Units: US Customary Units.
· Label with contract number and title including Required Submittal Number (RSN).
· Provide a unique transmittal tracking number for each submittal.
· Required certifications shall be performed by a registered professional.
· Manufacturer’s certifications shall be signed by authorized representative.
· Product data that represents more than one items shall be highlighted to show model, size, features, optional, etc. to be supplied under these specifications.
· Review of submittals:
· Time required: The Government will require a minimum of 7 calendar days to review and/or approve each submittal or resubmittal, unless otherwise specified.
· Excess Time: Should the Government require additional time for review, the Contracting Officer may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.

6.2 – Government provided Utilities The Government will make electricity available for activities. If an electrical outage is needed at any point, the contractor will need to provide power for outside if needed. The facility restrooms can be made available for use by the Contractor if requested.
If project work requires disconnection of any utilities such as electricity, water, etc., provide a minimum of 48-hour notice to the Government. Coordination with the COR is necessary to reduce the time without cooling and heating in the building.
7.0 –Safety This section describes the security and safety requirements for this Reclamation facility. The following sub-sections provide additional details for various considerations on this effort.
The selected contractor will be shadowed at all times by a government employee or designated construction inspector.
Contractor and its subcontractors shall comply and incorporate into their safety and health programs/plans the following safety requirements:
· Occupational Safety and Health Administration (OSHA) Part 1926 Construction.
· Reclamation Safety and Health Standards (RSHS) which can be found at the following website: https://www.usbr.gov/ssle/safety/RSHS/rshs.html.
The contractor and its subcontractors (if applicable) shall promptly report all facts regarding accidents, near miss(es), emergencies, and/or mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation.
The contractor shall notify the Contracting Officer’s Representative and Contracting Officer by one of the following methods: in person, by telephone, and/or by email within four hours of all incidents. Reclamation’s personnel will notify Reclamation’s Safety and Health office. The contractor shall immediately secure the incident area and any damaged property. If requested by Reclamation Safety and Health office, the Contractor shall submit all pertinent maintenance and training records for equipment or personnel involved in the safety incident(s). If the Government investigates the safety incident, the contractor and the subcontractors shall cooperate fully and assist the Government personnel with the investigation.
